Our vision is to : "Ensure quality resources and environments that prepare all children for a successful educational experience." 2. Provide a brief summary of your organization including areas of expertise, accomplishments, and population served. The Early Learning Coalition of Indian River, Martin, and Okeechobee Counties, Inc. (ELCIRMO) is defined and described in sections 411 .01 and 1002, Florida Statutes. The Coalition was originally created in 1999 as a School Readiness Coalition and became an Early Learning Coalition with the signing of the VPK legislation on January 2, 2005 . ELCIRMO offers subsidized child care assistance and programs that give children a competitive start in life . ELCIRMO is responsible for the planning and implementation of School Readiness and Voluntary Pre-Kindergarten services in the three county areas. The Coalition is responsible for making decisions to meet the early education and child care needs of the children in our communities . The Coalition sets priorities that are relevant to the children and families in the communities we serve. In addition to providing financial assistance for families, we offer support, training and resources to community providers who serve in excess of 3800 children daily. We serve children and families from all socio-economic backgrounds through a network of Child Care and Resource and Referral programs. Our computerized data system allows trained counselors to track both supply and demand for all types of child care services on a daily basis. Parents seeking quality child care have a variety of options including center-based care, family child care, after- school care, preschool, summer camp, nanny information, odd hour, and sick care. Along with Resource and Referral services, we work to enhance both the quality and supply of care through recruitment and training programs. Whether seeking to provide family child care in their homes or planning to open a child care center, we offer start-up and technical assistance, as well as follow-up training and support. 3 I damage , or causes of action which may arise from any misconduct, negligent act, or omissions of the Recipient, its agents , officers , or employees in connection with the performance of this Contract. 5. 8 Public Records . PROGRAM NEED STATEMENT (Entire Section B not to exceed one page. Biz will eaxd us v© `Ivtte) 1 . a) What is the unacceptable condition requiring change? b) Who has the need ? c) Where do they live? d) Provide local, state, or national trend data, with reference source, that corroborates that this is an area of need. The extremely high incidence of children who live in poverty and are at risk of school failure due to lack of needed resources is the condition to be addressed. Indian River County' s population totaled 126,859 * which is a 15 . 1 % increase from 2000 to 2005 . Approximately 14.3 %* of the Indian River County population is 17 years or younger. The population growth of children under 5 years of age has nearly doubled between 2000-2004 over the previous decade [ 1990-2000] . Half of the impoverished children live in 5 census tracts with the county, the highest poverty levels in Gifford and Fellsmere. The lack of child care choices for infants and toddlers is a critical concern with an average waitlist of 6 months for 124 children. With the availability of Voluntary Pre-Kindergarten funding, providers are more likely to provide care for 4-year olds than to open slots for the more costly and labor intensive infant and toddler population. The waitlist for preschoolers is less devastating at only one month. Although the per capita income was $40,677 in 2004, the estimated number of persons living in poverty was 12,685 , or approximately 10% of the overall population. Sixteen percent of children ages 0- 17 live in poverty, and for children less than 5 years of age, this rate is 20.6%. Statistics recorded in 2005 , indicate that 44% of children in Indian River County Schools participate in the free and reduced lunch program which is an upward trend since 2003 . * * * 2006 Indian River County Community Needs Assessment. Child Care Resources of Indian River County serves families whose income is between 150- 200% of the Federal Poverty Level. The Coalition serves families with incomes between 0- 150% of the Federal Poverty Level, avoiding any duplication of services. 4 Frlq",Learai t Coalition of Indian R+Yer; Marktrt Fc Okacholiec Counties, Incl Wnrkugoor Mate} ' C. PROGRAM DESCRIPTION (Entire Section C I — 6, not to exceed two pages. Bob will epanssyou. iype) 1 . List Priority Needs area addressed. Increase child care capacities and subsidies for underserved populations, particularly the infant and toddler population; improve the quality of child care programs and increase accessibility for children from lower income families. 2 . Briefly describe program activities including location of services. The Early Learning Coalition' s Indian River office is easily accessible to families with young children located in the One- Stop Career Center campus at 1416 Old Dixie Highway, Vero Beach, Florida 32960. Program activities are provided for families, children, and child care providers in collaboration with existing community services whenever possible. These include: Child Care Resource and Referral (CCR&R) — Information, support, resources, and referrals are available to all families regardless of income to assist parents in making informed decisions about child care for their child. A list of customized referrals of legally operating programs based on parent' s need and preferences for care is generated from the computer database. Parents are served in person, by phone, or via the internet. • Provider Recruitment- Outreach is ongoing to identify potential child care providers, particularly to meet parent demand for care in certain geographic areas, for specific age groups, or for types of care. Partnerships exist with community agencies to refer interested persons who are interested in pursuing child care as a career. • Eligibility and Enrollment- Children who are determined eligible for child care subsidy based on proper documentation of income (six weeks of pay stubs), residence, age, immunization status, and physical examination are enrolled in the parent' s choice of child care programs. Re-determination occurs every six months to one year depending upon the date of initial enrollment. • Parent Involvement and Skill-Building- Child care programs are trained in meaningful ways to involve parents in their child' s education. They are assisted in offering opportunities for family literacy and in helping parents in their parenting role. • Quality Initiatives Including Program Assessments, Provider Training and Technical . Assistance, and Infant and Toddler Services- A program improvement plan is developed with each provider which builds upon their skills, abilities, and talents to address the results of their environmental assessment and areas in need of improvement. Resources and supports are offered to help providers reach their goals for professional and program development including mini-grants, educational funding, and specialized assistance in working with infants and toddlers . Child Health and Developmental Screening- Within 45 days of enrollment children are screened for developmental concerns requiring referral and further evaluation. Parents have the right to deny screening for their child with written objection. Individual health screenings for vision, hearing, dental status, and body mass index with a particular focus on nutrition and weight management are also conducted at the child care programs by the Coalition' s Registered Nurse. The Nurse assists providers in following-through with parents on referrals, treatment, services, and further evaluation 5 ' Early 1eatain8 Costition of Indian River. Marin & Okmchubm Courdies. Inc. Activities include training and technical assistance on preparing the environment, adapting the curriculum, and working with parents and staff. Free access to a "warm line " is open and available to parents for questions or needed assistance. The Inclusion Specialist works along with the CCR&R service to provide a choice of programs for parents that will appropriately accommodate their child' s needs and abilities. 3. Briefly describe how your program addresses the stated need/problem. Describe how your program follows a recognized "best practice" (see definition on page 12 of the Instructions) and provide evidence that indicates proposed strategies are effective with target population. The Early Learning Coalition increases child care capacities for underserved populations, particularly the infant and toddler population, improves the quality of child care programs, and increases accessibility for children from families of lower income. This is accomplished through a planned program of outreach, training, technical assistance, and supports that have been identified and defined in research. The "Cost, Quality, and Outcomes Study," in particular, set a clear path for the nation in improving outcomes for young children. It concluded that the quality of classroom practices was related to children' s cognitive development while the pre-school teacher-child relationship influenced children' s social development through the early years. Accordingly, the School Readiness Program employs strategies consistent with these findings that most critically affect language ability, pre-academic skills of math and reading readiness, attitude, self-esteem and perceptions of competence, relationship with teachers, and social skills. Teachers are trained to address the "whole child" by assessing and planning for all domains of child development. Work with providers is focused on the quality indicators of curriculum, adult/child ratio, professional development, environment, and meaningful parent involvement in the child' s education. Parents are included as partners in their child' s learning process. The Coalition determines its effectiveness by child performance on statewide performance tests initially administered in Kindergarten. Outcomes on the DIBELS (Dynamic Indicators of Basic Early Learning Skills) test compared over the most recent two-year period show that letter- naming scores improved by 6% and initial sounds recognition improved by 4% for Indian River children of high risk. To address capacity and outreach issues, best practice dictates that the Coalition build upon existing services and work cooperatively with programs to identify and recruit children, to open additional slots especially for the infant and toddler population which was cited as an area of critical need in Indian River' s Community Assessment, and to reach families of low income. Collaborations exist or are being developed to provide mobile services for easier access by those in need and to offer family supports. 6 Earlp3.eammg.Noalition of Wim Kier; ]ar{in -4 Okeechob= Counties;InF;:. , Wgsking Pp4 Ma o List staffing needed for your program, including required experience and estimated hours per week in program for each staff member and/or volunteers (this section should conform to the information in the Position Listing on the Budget Narrative Worksheet). The mission of ELCIRMO is : "Provide quality opportunities for social, physical, emotional , and intellectual development of children, by partnering with parents, providers, and communities ." Our vision is to : "Ensure quality resources and environments that prepare all children for a successful educational experience." 2. 3 ` Eafly Leaiminn Coal tion f indian River, Martin & Okeechobee Couhtie&, P Working_Poat MOA B. The Nurse assists providers in following-through with parents on referrals, treatment, services, and further evaluation 5 £arly=Leamin Gpaliti4norindian l ver> Mp t n & Okeechobee bunties ' tnE • Inclusion Service- An Inclusion Specialist works with child care providers to develop the skills, confidence, and abilities to care for children with special needs in developmentally appropriate ways. Nonprofit Agency Responsibilities After Award of Funding Indian River County provides funding to all nonprofit agencies on a reimbursement basis only. All reimbursable expenses must be documented by an invoice and/or a copy of the canceled check . Any expense not documented properly to the satisfaction of the Office of Management & Budget and/or the County Administrator may not be reimbursed . If an agency repeatedly fails to provide adequate documentation , this may be reported to the Board of Commissioners. In the event an agency provides inadequate documentation on a consistent basis , funding may be discontinued immediately. Additionally, this may adversely affect future funding requests . Expenditures may only be reimbursed from the fiscal year for which funding was awarded . For example , no expenditures prior to October 1 " may be reimbursed with funds from the following year. Additionally, if any funds are unexpended at the end of a fiscal year, these funds are not carried over to the next year unless expressly authorized by the Board of Commissioners. All requests for reimbursement at fiscal year end (September 30th) must be submitted on a timely basis . Each year, the Office of Management & Budget will send a letter to all nonprofit agencies advising of the deadline for reimbursement requests for the fiscal year. This deadline is typically early to mid October, since the Finance Department does not process checks for the prior fiscal year beyond that point. Each reimbursement request must include a summary of expenses by type. These summaries should be broken down into salaries , benefits , supplies , contractual services , etc. If Indian River County is reimbursing an agency for only a portion of an expense (e .g . salary of an employee), then the method for this portion should be disclosed on the summary. The Office of Management & Budget has summary forms available . Indian River County will not reimburse certain types of expenditures . These expenditure types are listed below. a . Travel expenses for travel outside the County including but not limited to; mileage reimbursement, hotel rooms , meals, meal allowances, per Diem , and tolls . Mileage reimbursement for local travel (within Indian River County) is allowable . b. Sick or Vacation payments for employees . Since agencies may have various sick and vacation pay policies , these must be provided from other sources. c. Any expenses not associated with the provision of the program for which the County has awarded funding . d . Any expense not outlined in the agency's funding application . The County reserves the right to decline reimbursement for any expense as deemed necessary. " 1 EXHIBIT C STANDARD TERMS FOR GRANT CONTRACT 1 .
