WHEREAS, the bard of County Commissioners has received such complaints and such
testimony offered, if any, and has examined and reviewed said assessment roll and has found
it unnecessary to increase the valuation of any property shown thereon and has found such
assessment roll to be correct; Now, therefore,
BE IT RESOLVED that the Board of County Commissioners of Indian River County, Florida
does herewith find the tax assessment roll of said County as presented for the year 1959 to be
equal and just and does herewith approve, ratify and confirm the same.
Upon motion, made seconded, and carried, the Beard then adjourned sitting as a
Board of Equalization, then reconvened in special session.
Mr. Frank Hibbs, and others appeared before the Board and requested that the County
pave a street through the middle of Lake Park S/D, said street being known as Oak Lane and
is approximately one-half mile long. They stated this is a through street serving people
going from Walker Ave. to Redd 60.
After considerable discussion in the matter and upon Motion made by Commissioner
Macdonald, seconded by Commissioner Hamilton and carried, the Board tabled this matter until
such time as this Board could consider this and other similar paving requests.
There being no further business, upon motion made, seconded and carried, the Board
then adjourned.

TUESDAY, JULY 28, 1959.
A special meeting was held with members of the Vero Beach City Council.. Said
meeting convening at 10:30 A. M. The Mayor of Vero Beach suggested a formation of fire
districts in the county so that the County as a whole would be better served and further
to better distribute the burden of cost to the tax payers. After some discussion in the
matter, Robert Graves, Chairman of the Board of County Commissioners appointed a committee
from the Board to serve with a committee appointed by the City consisting of Commissioners
Macdonald, McCullers and Dr. B. Q. Waddell and also our Attorney, Sherman N. Smith, Jr., The
City stated they would notify us of their appointments to such a committee at a later date.
An informal discussion was held regarding an ordinance passed by the City pertaining
to Subdivision in and around the City of Vero Beach. The Board requested the City to send
us copies of this ordinance for study before any action could be taken.
There being no further business, the meeting then adjourned.

WEDNESDAY, JULY 293 1959.
A special meeting of the Board of County Commissioners was held in the County
Commissioners Room at the Courthouse at 9:00 A. M., July 29th. All members were present.
Also present were Sherman N. Smith, Jr., County Attorney, Ed Schmucker, County Engineer and
Katherine Morrison, Deputy Clerk.
Robert Graves, Chairman stated this meeting was called for the purpose of meeting
Lwith Mr. Singer and Mr. Carlton of the State Road Department to discuss road matters with
them.
Mr. Singer stated he had called this meeting for the express purpose of deciding
(whether or not a draw span which they have taken out of a bridge at Hallandale could be used
in our Wabasso bridge. He furttier stated they had received some opposition from the Wabasso
Civic Club to this span being put in. He pointed out to the Board that this draw span is a
two lane span and electrically pperated, where the one we now have in the bridge is a hand
operated span and only one lane. He further stated that as far as he can see now a completely
knew bridge could not be started for Wabasso for at least another five or six years and it
lwould take two years to build such a bridge. He further stated that at the time of putting
this draw span in they would rebuild the pier and fenders on the old bridge. That the pier
could go out at any time, and the fenders have already gone. He further stated it would
cost $60,343.00 to put this new draw in and rebuild the pier and fenders but he felt the money
would be well spent because of the length of time before a complete new concrete bridge could
be put in. After some discussion in the matter and upon Motion made by Commissioner Mac-
donald and seconded by Commissioner McCullers and unanimously carried,. the Board approved the
installation of the two lane electrically operated swing span State Road Project #88050-3501.
Several other projects were informalljry discussed, after which the meeting adjourned.

TUESDAY, AUGUST 4, 1959,
The Board of County Commissioners if Indian River County, met at the Courthouse,
Nero Beach, Florida in a regular meeting held at 9:00 o'clock A. M., Tuesday, August 4, 1959.
All members were present. Also present were Sherman N. Smith, Jr., County Attorney, Ed
Schmucker, County Engineer, and Katherine Morrison, Deputy Clerk.
Upon Motion made by Commissioner Hamilton, seconded by Commissioner Waddell and
unanimously carried, the minutes of July 7th, 21, 28 and 29th were approved as read.
