SUBJECT: CONTRACT FOR YARD/WOOD WASTE PROCESSING
BACKGROUND
Consolidated Resource Recovery, Inc. (CRR) has had a contract with the City of St. Cloud for
Yazd waste processing which
addendum commenced on October 2, 1997 and was extended by a first
through September 30, 2005 and a second addendum through September 30, 2007.
On September 11 , 2003 the SWDD Chairman approved piggybacking the contract between CRR
and the City of St. Cloud; this contract will end September 30, 2007. As the Indian River County
Landfill receives approximately 805000 tons of vegetative waste annually, it is imperative that a
Yard waste processor be under contract with SWDD.
Effective January 23, 2007 CRR has entered into an agreement with Seminole County vegetative wood waste processing (RFP600083-06/GMG)
and shall run for a period three (3)
to a and, o the sole option of the COUNTY, may be renewed for two (2) successive periods not
to exceed one (1) year each. CRR is prepared to remain f site and continue yard waste
Processing at the Indian River County Landfill allowing SWDD to piggyback Seminole County's
Contract.
SWDD is presently paying $ 17. 70 per ton for yard waste processing/disposal off site and $ 13 .36
Per ton for yard waste processing/on site disposal. Current rates will be $ 11 -50 per to for y
disposal increases by $ 1ard
. 80 per ton
waste processing and $8. 00 per ton for yard waste disposal off-site. Th, howeversite
, would decrease by e total cost for off the on site disposal cost site
Per ton from $ 13 .36 per ton to the $ 11 . 50 per ton which is the cost for processing the Yazd waste.
RECOMMENDATION
Staff recommends that SWDD authorize the Chairman to executive the attached Rider
Agreement with Consolidated Resource Recover in order to piggyback Seminole County's yard
Waste Contract. Funding is available through account 41125534-033190.
