The matter of the fire departments using fire hydrants of the several
franchise holders was brought before the Board and after some discussion
in the matter the County Attorney was requested to write the holders of water
and sewer franchises with regard to the fire departments being able to use
their fire hydrants.
General Development Utilities, Inc. filed a petition for a franchinse
.for water and sewer and notice of public hearing was ordered published upon
Motion made by Commissioner McCullers, seconded by Commissioner Macdonald
and carried.
A letter from Harold A. Scott of Reynolds, Smith and Hills was read
in which he enclosed a copy of a letter from the Central and Southe m Florida
Flood Control District indicating that the District is carrying forward the
idea which were expressed at the meeting held in Melbourne on February 5th.
A letter was read from Eugene Lyon, City Manager of Vero Beach re-
questing a meeting with the Board of County Commissioners and the County
Attorney to discuss providing fire service in unincorporated areas in the
County. The Deputy Clerk was requested to get in touch with Mr. Lyons and
see if a meeting could be arranged between all interested parties for March
10th at 8:oo o'clock P. M. in the City Council Meeting Room.
Red Blanton appeared before the Board regarding the right of way re-
quired by the State from the Primitive Baptist Church in Winter Beach and.
stated that the Board members of the Church stated they would take the
appraised value of the overall property ,which is $5685.00. Commissioner
Macdonald stated he felt the County should not become involved in real-
estate transactions and also he did not feel he would be fair to the rest
of ttre Taxpayers of the County if we bought their property. After some
further discussion in the matter, the Board made a firm offer of $1,000.00
for the right of way needed by the State.

The foregoing Notice was read and bids opened. Only one bid was
received and that from F. G. Fletcher & Son as follows:
Will move the Roxie Fields house SRD #54 as advertised for the sum
of $575.00.
After some discussion in the matter and upon Motion made by Commissioner
]Waddell, seconded by Commissioner Macdonald and unanimously carried, the
bid for moving the house was accepted.
The Deputy Clerk had written to all holders of Water & Sewer Franchises
to meet with this Board at this meeting to talk over whether or not the
Board should adopt a resolution giving the Florida Railroad & Public
Utilities. Commission jurisdiction over said Companies. Representatives
of both General Development Utilities, Inc. and Southern Gulf.Utilities,
stated they would go along with whatever the Commissioners wished to do.
Charles Sullivan, representing Ixora Utilities stated they would rather
wait until the Fla. R R & Public Utilities Commission had adopted more
definite rules and regulations. After.some further discussion and upon
Motion made by Commissioner Macdorald, seconded by Commissioner Hamilton
and carried, the Board requested the County Attorney write the Commission

Sheriff Sam T. Joyce presented a Bond and appointment for Robert A.
Taylor as Deputy Sheriff and upon Motion made by Commissioner Waddell,
seconded by Commissioner Macdonald and unanimously carried, Deputy Sheriff's
Bond for Robert A. Taylor was approved.
The Board then took up the matter of Primary and Secondary Roads for
the coming year 1960-61, and after considerable discussion in the matter
and upon Motion made by Commissioner Macdonald, seconded by Commissioner
McCullers and unanimously carried the following Resolution was adopted:

tax, to be used as prescribed by regulations of the said Department within
this County, as requested by resolution of this Board of County Commissioners
and approved by the Department for one or more of the 'Following purposes:
Construction, reconstruction, maintenance and repair of State roads and
brides, the lease or purchase of bridges connecting State roads, the
acquisition of rights-of-way for State roads, and the reduction of road
and bridge indebtedness; and
WHEREAS, The State Road Department has requested this County Board to
recommend thepurpose for which, and the roads on which, this County's 80%
surplus gas tax and Federal Aid Secondary allocations should be spent for
construction and improvement; and
WHEREAS, the State Road Department requires this information -so that
it may be considered in the preparation of the Annual Budget of the State
Road Department; and
WHEREAS, this Board conferred with the State Road Department concerning
the projects to be selected and the specifications with respect thereto, '

WHEREAS,.the State Road Department of the State of Florida
is now in process of preparing its annual Budget for the year 1960-61,
and,
WHEREAS the Board of County Commissioners of Indian River
County,is vitally interested in the additions, extensions and improvements
to the primary road system of the State of Florida in Indian River County,
now therefore,
BE IT RESOLVED by the Board of County Commissioners of Indian
River County, Florida that this Board does herewith respectfully request
the State Road Department of Florida to include in its Budget for primary
roads for the year 1960-61 the following projects in Indian River County,
Florida, to -wit:
1. The four-laning and improving of State Road 5 on its appro-
priate right of way into a modern and adequate four lane highway from the
North limits of the City of Vero Beach to Wabasso.
2. The reconstruction and improvement into a modern and
adequate two lane highway of all of State Road 510 from State Road 5 to the
Atlantic Ocean including a new bridge over the Indian River.

The several bills and accounts against the County, having been audited,
were examined and found correct, were approved and warrants issued in
settlement of same. Such bills and accounts being on file in the Office
of the Clerk of the Circuit Court, the warrants so issued from the re-
spective funds being listed in the Supplemental Minute Book as provided
by the rules of the State Auditor, reference to such record and the list
so recorded being made a part of these minutes.
The County Depositories filed their monthly statement, showing receipts
and disbursements of the various funds, which have been audited and found
to be correct.
