which is the Oslo Dump property and further recommending the changing of
2nd Street S.W. be extended to a right angle turn into Old Dixie Highway,
and that portion of 6th Avenue North of the intersection be abandoned to
the adjoining property owner, provided, the adjoining property owner agrees.
Mr. Strickland of General Development Corporation appeared before the
Board regarding an extension of time on the surety bonds for Vero Beach
Highlands Units 1 & 2, and Vero Shores, Units 1 and 2. After some discussion
in the matter the Board suggests the following general form of letter from
the Surety Company to the Board:
In re: General Development Corporation Subdivision Bonds Nos.
Gentlemen:
Continental Casualty Company, surety on the above bonds,
herewith join in the request of General Development Corp. for
an extension of time for performing the conditions of said
bonds in order that the time thereof, shall be complied with,
on or before May 3rd, 1962.
Upon Motion made by Commissioner Waddell, seconded by Commissioner Hamilton
and carried, upon receipt of letter, that the extension be granted until
May of 1962.
The Board then discussed the recommendations of the Zoning Board pertain-
ing to mineral mining, etc., and after a lengthy discussion and upon Motion
made by Commissioner Hamilton, seconded by Commissioner McCullers and un-
animously carried, the following Resolutions were adopted:
That in the Resolution of the Board pertaining to building permits under
the zoning regulations, add thereto a separate numbered paragraph as follows:
"When any owner, authorized agent or contractor desires to mine any
lands within the County as defined in the Zoning Resolution, then in such
event, he shall first make an application to the County Engineer, and obtain
the permit required by this resolution. The fees for issuing permits for
mining shall be based upon the minimum fee set forth in this resolution.

The Board then discussed storing of gasoline above ground and after
some discussion in the matter and upon Motion made by Commissioner Macdonald,
seconded by Commissioner Waddell and unanimously carried, the Board tentatively
approves adding to the Zoning Resolution under General Provisions, the
following:
Where an above ground storage of gasoline, petroleum oils, or
similar inflamnable fluids are permitted, then as to any such
facility for storage having a capacity in excess of 500 gallons,
there shall be erected and maintained a dyked area surrounding it,
and the volumn within the dyked area shall to 1 1/4 times the volumn
of the above ground storage tanks. The minimum width of an earth
dyke at the top shall be 4 feet, side slope to an appropriate angle
of repose, and shall be capable of containing the liquid for a minimum
of two days. The minimum heights of dykes shall be 3 feet. Other
approved dykes constructed of concrete or other materials shall be
permitted; provided, however, that this does not permit the erection
of any structure outside of the limits of the set back Line of any
zone.
Jack Jennings of Carter Engineering Firm was recognized by the Chair
and introduced Dave Langfitt and Fred Welker who presented a proposed plat
to be known as ''Summer Place''. Mr. Langfitt stated this was to be a subdivi-
sion to consist of small summer places for retired people only and all the
roads would be private roads, except of course, A -1-A which runs practically
through the middle. The County Engineer stated that he had not approved the
plat for the reason that he wanted an additional 25 foot right of way on
Wabasso Road and a half a street or a 35 foot strip at the North'End of the
Subdivision to the ocean, and also rather than have the park area at the
North end of the subdivision that they give us some lots adjacent to the
Wabasso Beach Park. After considerable discussion, the Board tentatively
approved the Plat as shown with the following changes: The Plat shall show
all private roads so marked on the plat; 50 foot right of way for Wabasso
road instead of a 25 foot right of way; 35 foot road on North end of S/D to
the Ocean. Will give us Lot I and access strip adjacent to the Wabasso Beach
Park. The Board requested the County Attorney contact Fred Tuerk to see if
he will give Mr. Langfitt and Mr. Welker a 150 foot strip of land on the Island
for a launching ramp for boats, which they will improve, to be used by the
people living in the subdivision. If Mr. Tuerk will so agree, then Mr. Welker
and Mr. Langfitt agree to convey Lot 2 also adjacent to the Wabasso Beach Park
for additional park area.

The County Engineer stated that he could get the r -i -ht o way reciu:.i :ed
from the Primitive Baptist Church on Old Dixie ,gnway and also on 12th :jtreet
if the County would furnish them with a curbing on the 12th St-reet side and
furnish fill for the rear yard of the church. The "Board stated this was
agreeable, to go ahead and settle,
The Engineer also said that Scarborough on 12th Street would give the
required right of way for $150.00

The Board requested the County Engineer place no camping signs in
the.Picniking area at Blue Cypress Lake.
Upon Motion made by Commissioner Waddell, seconded by Commissioner
McCullers and carried, the Board authorized the following be added to
the Subdivision Regulations:
Section X, Item 4, Paragraph ''B": Seeding of swales shall be
thirty pounds of Bermuda seed per acre and two hundred pounds
of fertilizer per acre. Any other alternates to the above
shall be subject to approval.
The County Engineer showed the Board a proposed plat of Heritage
Estates Subdivision, and said plat was tentatively approved exclusive of
a park area, and permission was granted not to open the South 120 feet of
22nd Ave., with the stipulation they post a bond for the completion of
this street.
