Upon Motion made by Commissioner Waddell, seconded by Commissioner
Hamilton and unanimously carried, it was moved that on the items on which
there was only one bid, that they be accepted. They are as follows:
SRD #48 to F. G. Fletcher for $200.00; SRD #61 to James Scott for $110.00;
SRD #164 to Aubrey Waddell for $125.00. Upon Motion made by Commissioner
McCullers, seconded by Commissioner Hamilton and unanimously carried, the
following bids were accepted: SRD #31 to Erma Kemp for $1500.00; SRD #154
to Russell G. Cappelen for $625.00; SRD #193 to Wilbur Bass for $110.00.
Further upon Motion made by Commissioner Waddell, seconded by Commissioner
Hamilton and carried, the County Engineer was authorized to destroy and
remove houses on SRD #10 and 24.
Mrs. Lillian Helsel was present and stated she would like to buy SRD
#64 and would bid $25.00 for same. Upon Motion made by Commissioner Waddell
seconded by Commissioner McCullers and carried, the bid of $25.00 by Mrs.
Helsel for SRD #64 was accepted to be removed from the property.
Motion was made by Commissioner Waddell, seconded by Commissioner Mc -
Cullers and unanimously carried, that the County Engineer be instructed to
remove the houses on SRD 24, SRD 35, and SRD 201.

Upon Motion made by Commissioner Waddell, seconded by Commissioner
Hamilton and carried, that public hearing be held for vacating said road
on August 2, 1960 at 9:30 A. M.
Geo. S. Coven of the Wabasso Civic Club was present and stated that it
seemed their lease on the County Wabasso Beach had run out and requested they
be allowed a new lease. Irene McHargue was also present and stated she
would like to have the lease on the property as she is now running the inn
and keeping the property up. After some discussion in the matter and upon
Motion made by Commissioner Waddell, seconded by Commissioner Hamilton and
carried, it was decided that the County would advertise for proposals on
this property, said proposals to be returnable on August 2nd. A committee
of Commissioner Waddell and Commissioner McCullers were appointed to work
with anyone who would be interested in submitting a proposal.
Dorothy Zeuch of the pilot club was recognized by the Chair and pre-
sented a revised budget for the operation of a nursing home. Quite a dis-
cussion was held and it was the consensus of opinion by the Board that such
a home at this time would cost too much to operate.
Milton Strickland was recognized by the Chair and stated that they
would like the hours for the sale of alcoholic beverages changed to permit
the sale of alcoholic beverages from 1 o'clock P.M. on Sunday to 12 midnight
the year around instead of just 4 months out of the year. After some dis-
cussion in the matter and upon Motion made by Commissioner McCullers,
seconded by Commissioner Hamilton and unanimously carried the following

The Board requested the County Engineer place no dumping signs in
the Gifford area and also on the West `eTabasso Road, or to contact the State
Road Department and have them put the signs up.
The County Engineer presented two plats one to be called Cherry Wood
Estates and the other Sun Acres, Section #2, and stated he would like the
Board to approve these plats without a park area as they are both small
subdivisions. Upon Motion made by Commissioner Waddell, seconded by Comm-
issioner McCullers and unanimously carried, the Board tentatively approves
the Plat of Cherry Wood Estates and Sun Acres, Section #2 without a park
area.
The County Engineer stated that he would like to advertise for -materials
for the coming year. Upon 1-otion made by Commissioner Waddell, seconded by
Commissioner McCullers and carried, the Board authorized the advertis:i_nu for
bids for Road and Bridge materials.
The County Engineer stated he had received a letter from the State
Road Department with reference to the proposed truck route around the City,
and after reading their letter, in his opinion the roads over which the
trucks would travel would not hold up to heavy truck traffic.. The Board
stated they would not set up a truck route then at this time.
The County Engineer stated he was going to be short about $8,000.00
in the Road, Bridge and Culvert account, and upon Motion made by Commissioner
McCullers, seconded by Commissioner Waddell and carried, the following Item
to'Item Transfer was approved:

WHERF,AS, there is a total surplus o:i: y ,000.00 in the :oad
& Bridge Fund of Indian Liver County under some items and which surplus
exists after the payment of all necessary expenditures under such items
for the current fiscal year; and
WHEREAS, there is a deficiency in funds necessary to provide for
the proper and authorized expenditures under some items in the Road
& Bridge Fund; and
WHEREAS, said items mentioned are a part of the same fund and
the transfer from one item to another item in the same fund and is not
a transfer from one fund to another fund; therefore,
BE IT RESOLVED that there is herewith transferred the sum of
$3,000.00 from some items where there is a surplus to the items where
there is a deficiency, according to detailed statement attached, all in'
the Road & Bridge Fund of the current budget of Indian River County as
provided by law.

Mr. Schmucker stated he needed a 40 foot right of way at the corner
of U. S. #1 and 12th Street and would like to offer the owner, Mrs. Baumker
an amount up to $1,000.00. Upon Motion made by Commissioner Waddell, seconded
by Commissioner McCullers and unanimously carried, the Board approved the
purchasing of the required right of way from Mrs. Baumker for $1,000.00.
The County Engineer stated he would like to make a trade with Mr.
Huffmaster for a 50 foot right of way for Oslo road by giving Mr. Huffmaster
some 75 loads of fill dirt. He further stated they would just dump the fill
and Mr. Huffmaster would spread it. Upon Motion made by Commissioner Waddell,
seconded by Commissioner McCullers and unanimously carried, the Board approves
the request of the County Engineer to trade 75 loads of fill dirt for a
50 foot right of way for Oslo Road with Mr. Huffmaster.
The County Engineer sta ted that Mrs. Scarborough turned down the county's
offer of $100.00 for a right of way on 12th Street. The Board requested the
County Engineer contact Mrs. Scarborough and see would amount she will take
for the required right of way.
The Engineer stated he would like to destroy the houses on SRD 17 and
22. Upon Motion made by Commissioner Waddell, seconded by Commissioner
Hamilton and unanimously carried, the County Engineer is authorized to destroy
the houses on SRD 17 and 22 on U. S. #1 right of way.
Mrs. Anne Christensen, County Welfare Case Worker appeared before the
Board and gave a report of her activities for the Month of June, and said
report was ordered filed.
Mrs. Christensen requested she be allowed to place Warren Donaldson in
a nursing home. Upon Motion made by Commissioner Waddell, seconded by
Commissioner McCulle rs and unanimously carried, the Board authorized the
placing of Warren Donaldson in a nursing home.
Mrs. Christensen stated she had received a letter from Mrs. Pettengill
and that she would turn over all her money to the county if they would place
her in a nursing home for the balance of her life. She further stated she
had some $3000.00. The Board told Mrs. Christensen they would leave it up
to her what she wanted to do about Mrs. Pettengill and would go along with
her decision.
Mickey Russell of Wabasso appeared before the Board and asked if the
County had decided to leave the fences which the Davis's had put up on the
road right of way where they are or whether they were going to have to take
them down. The Board stated they were allowing the fences to stand. To
further clarify the matter, Motion was made by Commissioner Waddell, seconded
by Commissioner Hamilton and unanimously carried as follows: Pursuant to
the request of Arnold and Jack Davis that the County temporarily permit that
fences be put on the county road right of way maintaining however 25 feet
separating the two fence lines. This does not relinquish public rights
administered by the County in the entire right of way which has existed for
a period of many years from back slope of ditch to back slop of ditch on
either side of the road.
Homer Fletcher appeared before the Board and requested an extension of
time for equalization of the Tax Roll, and upon Motion made by Commissioner
McCullers, seconded by Commissioner Hamilton and carried, the following

The Clerk of the Circuit Court (County Auditor) after tentatively as-
certaining the proposed fiscal policies of the Board for the ensuing fiscal
year, from the lst day of October, 1960, to the 30th day of September, 1961,
prepared and presented to the Board a tentative budget for the ensuing fiscal
year for each of the funds, as provided in Chapter 26374, Laws of 1951,
including all estimated receipts, taxes to be levied, and balance expected
to be brought forward, and all estimated expenditures, reserves and balances

The matter of an addition to the Courthouse was discussed and upon
Motion made by Commissioner Waddell, seconded by Commissioner Hamilton and
unanimously carried, the Board authorized the employing of Dave Robinson,
Architect to begin with the drawing of plans for an addition to the Courthouse.
The several bills and accounts against the County, having been audited,
were examined and found correct, were approved and warrants issued in
settlement of same. Such bills and accounts being on file in.the Office
of the Clerk of the Circuit Court, the warrants so issued from -the respective
funds being listed in the Supplemental Minute Book as provided by the rules
of the State Auditor, reference to such record and the list -so recorded.

The County Depositories filed their monthly statement, showing receipts
and disbursements of the various funds, which have been audited and found
to'be correct.

the Board then adjourned.
