MODIFICATION #4 TO GRANT AGREEMENT BETWEEN
THE DEPARTMENT OF COMMUNITY AFFAIRS AND
GRANTEE NAME : INDIAN RIVER COUNTY
This Modification is made and entered into by and between the State of Florida ,
Department of Community Affairs , ("the Department") , and Indian River County , ('Recipient") , to
modify DCA Contract Number 03DB- 1A- 10-40-01 - H12 ("the Agreement" ) .
WHEREAS , the Department and the Recipient entered into the Agreement, pursuant to
which the Department provided a subgrant of $750 , 000 . 00 to Recipient under the Small Cities
Community Development Block Grant (" CDBG" ) Program as set forth in the Agreement; and
WHEREAS , the Recipient has requested an extension to the period of the Agreement;
and
WHEREAS , the Department and the Recipient desire to modify the Agreement by
modifying Attachment B , Activity Work Plan section thereunder.
NOW, THEREFORE , in consideration of the mutual promises of the parties contained
herein , the parties agree as follows :
1 . Paragraph 3 of the Agreement is hereby revised to reflect an expiration date for the
Agreement of January 28 , 2007 .
2 . The Attachment B , Activity Work Plan section of the Agreement is hereby deleted and is
replaced by the revised Attachment B , Activity Work Plan , which is attached hereto and
incorporated herein by reference .
3 . All provisions of the Agreement and any attachments thereto in conflict with this
Modification shall be and are hereby changed to conform to this Modification , effective
as of the date of the last execution of this Modification by both parties .
4 . All provisions not in conflict with this Modification remain in full force and effect, and are
to be performed at the level specified in the Agreement.
IN WITNESS WHEREOF , the parties hereto have executed this document :as of the
dates set out herein .

Dear Ms . Boyette :
Please consider this a request for a six (6) month time extension on the above referenced
Community Development Block Grant project. This will extend the contract from July 28 , 2006
to January 28 , 2007 .
Due to the hurricanes that affected the County in the past two (2) years , the County has had
difficulty in procuring contractors willing to bid on the CDBG construction projects. Most
qualified contractors were busy with new construction or with hurricane repairs from last year's
storms. Recently, however, two new contractors bid on home rehabilitation projects associated
with this grant . This should assist the county in completing the CDBG project within the
proposed time extension .
While the original contract called for sixteen ( 16) homes to be addressed , the County
anticipates addressing twenty-three (23) homes under this program . As of this time , the County
has completed fifteen ( 15) homes . Construction of six (6) additional homes is underway and
should be completed within 60 days . In addition , contracts were recently signed on two (2)
additional homes . This will obligate all the funds .

Because the CDBG project delays were due to events that were beyond the County's control ,
the County feels that this additional six (6) month time extension request is justified . As you
know, Indian River County has been doing everything within its means , including rebidding
rehabilitation of projects with unacceptable contractor performance , to complete construction on
all the homes by the current grant ending date .
The County appreciates the Department's consideration of this six (6) month time extension
and the Department' s efforts to work with the County. If you have any questions regarding this ,
