Boyette : On November 17 , 2004 , Indian River County advertised in the Vero Beach Press Journal , a daily newspaper of general circulation within the Sebastian-Vero Beach Metropolitan Statistical Area, requesting qualifications for design-build firms to construct several fire stations . One of the fire stations included in the Request for Qualifications (RFQ) is the Gifford Fire Station, which is now the subject of the County ' s Neighborhood Revitalization Community Development Block Grant (CDBG) , contract number referenced above . Responses to the county ' s RFQ for design-build services were due to the county by 2 : 00 PM on December 15 , 2004 . By that time , the county received seven responses to the RFQ . Barth Construction was ultimately selected and awarded the design-build contract . At this time , the County respectfully requests Florida Department of Community Affairs (FDCA) approval to use Barth Construction for the construction of the Gifford Fire Station. This request is based on the following : 1 . The selection process that the county used was competitive ; 2 . The county followed appropriate procedures to select the design-build firm ; 3 . When the competitive procurement for the firm to design and build the Gifford Fire Station was done several years ago , it was not known that the Gifford Fire Station would be a CDBG project ; and 4 . The county ' s RFQ process was intended to save taxpayer dollars by allowing the negotiation of not-to -exceed prices for each Fire Station . The County believes that continuing to utilize the contract with Barth Construction for the Gifford Fire Station is in the best interest of the taxpayers and the grant considering the time frames within the CDBG work plan and the costs and delays associated with repeating the RFQ process . The County previously provided FDCA with copies of a proof of publication, a copy of the Request for Qualifications, copies of ranking sheets , and a copy of the services contract for review.
