MODIFICATION # 2TO GRANT AGREEMENT BETWEEN
THE DEPARTMENT OF COMMUNITY AFFAIRS AND
GRANTEE NAME : Indian River County
This Modification is made and entered into by and between the State of Florida, Department of
Community Affairs ("the Department"), and Indian River County ("the Recipient") , to modify DCA
Contract Number 06DB-3C- 10-40-01 -W 14 , ("the Agreement').
WHEREAS, the Department and the Recipient have entered into the Agreement, pursuant to
which the Department has provided a subgrant of $ 7 . 500. 000. 00 to the Recipient under the Small Cities
Community Development Block Grant program as set forth in the Agreement; and
WHEREAS, the Department and the Recipient desire to modify the Agreement by modifying the
Attachment A, Program Budget and Scope of Work, section of the Agreement; and
WHEREAS , the Department and the Recipient desire to modify the Agreement by modifying the
Attachment B, Work Plan , section of the Agreement.
NOW, THEREFORE , in consideration of the mutual promises of the parties contained herein, the
parties agree as follows:
1 . The Attachment A, Program Budget and Scope of Work section is hereby deleted and is replaced
by the revised Attachment A, the Program Budget and Scope of Work, which is attached hereto
and incorporated by herein reference .
2. The Attachment B, Activity Work Plan section is hereby deleted and is replaced by the revised
Attachment B, Activity Work Plan , which is attached hereto and incorporated herein by reference.
3. All provisions of the Agreement and any attachments thereto in conflict with this Modification shall
be and are hereby changed to conform with this Modification , effective as of the date of the
execution of this Modification by both parties.
4 . All provisions not in conflict with this Modification remain in full force and effect, and are to be
performed at the level specified in the Agreement.
IN WITNESS WHEREOF, the parties hereto have executed this document as of the dates set
herein .

Dear Ms. Walters,
Please consider this as a request for an amendment for the above referenced Grant contract
between the Florida Department of Community Affairs and Indian River County (Amendment
92) . Amendment #2 will accomplish the following:
• Removal of the Rockridge Subdivision Stormwater project from the grant contract.
• Reallocation of $440,695 .00 of the $2, 100,000 in Rockridge Subdivision Stormwater
project funds to the Fire Station #4 project.
• Reallocation of the remaining $ 1 ,659,305 .00 in Rockridge Subdivision Stormwater
project funds to the Rockridge Subdivision Sanitary Sewer project.
• Reallocation of $691 ,599 from the Engineering line item to the Rockridge Subdivision
Sanitary Sewer project.
• Reallocation of $ 175 ,000. 00 of unobligated funds in the West Wabasso Phase I water line
project to address Phase II of the West Wabasso water line project.
• Revision of the beneficiaries in Phase I of the West Wabasso Water Line project to more
accurately reflect the individuals living in the units that were impacted.
The removal of the Rockridge Subdivision Stormwater project from the contract is a result of
delays with obtaining approval of Hazard Mitigation Grant Program (HMGP) funding, problems
finalizing the property on which the storm water pumps could be installed, and intensive
environmental permitting required. In addition, there was an increase in the estimated volume of
water that will have to be diverted to other locations based on the engineering design completed
to date. Because of these issues, the Rockridge Subdivision Stormwater project cannot be
completed within the time remaining in the Disaster Recovery Grant contract.
Because the County is near completion of Phase I of the West Wabasso Water Line Construction
Project and because that project will be completed under budget, this amendment includes a
request to utilize the funds remaining in the West Wabasso Water Line Construction project to
expand the project area to include the properties in the West Wabasso Phase JI project area. The
residences within this area are more than 51 % low to moderate income. Residences within Phase
II of the Wabasso Water Project area were impacted by well infiltration from over flowing septic
tanks during the same storms that qualified the Phase I area for the above referenced grant.

Amendment #2 was approved; and
Revised Application Narrative incorporating the changes in amendment #2 .
