Mr. Joe Earman, Director of Civil Defense, requested that the County
Judge Miles Mank be appointed as Deputy Director of Civil Defense with full
authority to act in the event the Director is not Available. Motion was
Made by Commissioner Macdonald, seconded by Commissioner McCullers and
unanimously carried, appointing County Judge Miles B. Mank as Deputy
Director of Civil Defense.
Bob Spillman, Chairman of the Indian River County Forest Fire Pre-
vention Committee appeared before the Board and stated their organization
would like to have the use of an acre and a quarter or an acre and a half
of land near the fire tower in Wimbrow Park for a sample planting of
trees. He stated they would like to plant around 500 Fla. Splash Pine
and 100 Eucalyptus trees in December or January and later on plant around
400 more trees. He further stated that the forestry service would clear,
plant and do everything else on the project. Motion was made by Comm-
issioner McCullers, seconded by Commissioner Macdonald and unanimously
carried, to grant the request of the Indian River County Forest Fire
Prevention Committee.
Frank Zorc from Roseland appeared before the Board and stated that
during all the rain his property had been flooded and requested the County
give him some fill. The County explained to Mr. Zorc they have no respon-
sibility with drainage except as it affects County roads and therefore
could give him no relief.
The Attorney stated that Farris Bryant, Democratic°Governor Elect
would be in town on Friday and he would like to know what items the Board
would like to discuss with Mr. Bryant. The Board then discussed -several
items and requested the Attorn-ey prepare a memorandum to give to the
Democratic Nominee for Governor.
Harold Scott of Reynolds,_Smifh and Hills discussed the proposed
Flood Control Plan and stated there would be a meeting in West Palm Beach
with the Central & Southern Florida Control District on Friday, October
7th and then a meeting in Jacksonville on October the 10th with the Corp
of Engineers and he thought members of the Board should attend both
meetings. After.some further discussion, Motion was made by Commissioner
Hamilton, seconded by Commissioner Waddell and unanimously carried, and
the gollowing Resolution was adopted:

Spessard L. Holland; Senator George A. Smathers; Paul G. Rogers,
Congressman, 6th Congressional District; Farris Bryant, Democratic
Nominee for Governor; Harry J. Kicliter, Senator 12th District of
Florida; and L. B. Vocelle, Representative from Indian River County.
The Board requested the County Engineer attend the meeting in West Palm
Beach and Dr. B. Q. Waddell and E. E. Carter attend the meeting in Jack-
sonville.
A letter was received from L. B. Vocelle, Vero Beach City Attorney
together with a Resolution requesting the County Commissioners dedicate
Lot 13 and Lot 28, Block 13 of Veromar Subdivision to the City of Vero
Beach for public use. The Deputy Clerk stated she had looked into the
matter and found these two lots had been dedicated to the City for Public
:Use and Yacht Basin back in 1944. The Board then requested the Deputy
'Clerk so notify the City, this upon Motion made by Commissioner Macdonald,
,seconded by Commissioner Waddell and carried.
A letter was read from Pasco Woods and discussed and ordered filed,
and upon Motion made by Commissioner Waddell, seconded by Commissioner

R E S O L U T I O N
ON MOTION of Commissioner Hamilton , seconded by
Commissioner Waddp.11 , the following Resolution was adopted:
WHEREAS, the State Road Department of Florida has established location
for that part of State Road 60 , designated as Section 88060
,lob 2111 between Florida East Coast Railway and State Road 5
in Vero Beach
and proposes to construct and maintain the same as a part of its Secondary
Road program; and, Whereas, Tna{m,,. 4{ v.,. County is vested with all
right of way required for said road;
NOW, THEREFORE, the Board of County Commissioners of Indian River
County does hereby affirm that, it is vested with all of the required right of
way for said portion of said State Road, and that said right of way is legally
clear and has been physically cleared of all buildings, fences and other im-
provements; that all utility poles, lines, cables, pipes and other facilities
have been removed or adjusted as required for construction of said project by
the State Road Department or such removal, and/or adjustments have been
arranged for and will be effected without delay to the State Road Department
and/or its contractors; and the State Rcad Department is hereby requested to
proceed with the construction and maintenance of said portion of said State
Road; and Indian RiyerCounty hereby agrees to save harmless the State
Road Department, its contractors, agents and employees, from all claims
arising out of such construction and maintenance of said road within the
right of way afc;:ssaid and to defend any and all lawsuits to completion and
satisfy any and all judgments therein made, at the County's expense.
