traffic customarily thereon during the winter season, to permit safe
crossing at least for a period of time of one year, realizing that
extensive repairing and reconstruction is not desirable in view of
the proposed new construction but that said bridge must be kept
in safe condition for its anticipated traffic particularly in view
of the fact that beginning in thirty to sixty days heavy traffic
transporting citrus fruits ordinarily use that bridge from that
time until approximately May lst.
Rev, Owen of the Wabasso Civic Club gave a financial report on the
part of the Civic Club from the time he had taken over as Treasurer in
November of 1954. The report also included the proposed improvements
they expect to make. After some discussion, Motion was made by Commissioner
Macdonald, seconded by Commissioner Hamilton and unanimously carried, that
the Lease with the Wabasso Civic Club be extended to April 1, 1965 with
the understanding that the new bath house and the Boardwalk be completed
before April 1,'1962, provided there is no unusual circumstances or burdens
put on the Civic Club because of a hurricane or other disaster, and further
that no other structures be added to the property without the approval
of the Board of County Commissioners.
Bill Payne of the Rod & Gun Club appeared before the Board and
stated that because of the high water at Blue Cypress Lake there had been
washouts. He stated that shell had been donated to them but they needed
trucks to haul in the shell and also needed help to drive pilings. The
Board requested the County Engineer look the situation over and see what
help he could give, if any.
Earl Monroe appeared before the Board and requested the County either
repair the bridge at Citrus Road and D-5 or put in ainew bridge at D-5
and a half a mile South of Citrus Road. The Board requested the County
Engineer look the situation over and report back to the Board.
The County Attorney stated he had looked over the deed from Roschack
to the Couaty for ' -a Public puck and it was his opinion the park area c3uld

R E S O L U T I O N
WHEREAS, the Board of County Commissioners of Indian River
County, Florida, has heretofore adopted its Resolution pertaining
to the right of way widths for Jobs 88500-3601 thru 3604, 88560-
3601, 8b590-3601, being connections between Old SRS and Relocated
SR5, directed to the State Road Department of Florida, and
WHEREAS, the State Road Department has requested this Board
to confirm its understanding with respect to parallel drainage,
Now, therefore;
BE IT RESOLVED by the Board of County Commissioners of Indian
River County, Florida, that this Board does herewith request the
State Road Department of Florida to construct these connections
upon the reduced right of way requirements as heretofore transmitted to
that Department with the understanding that the necessary drainage
for these connecting roads will be handled by the County.
A letter was read from the Florida Division of Corrections stating
that the colored cell block at the jail is over -crowded and something
should be done about it. Motion was made by Commissioner Macdonald,
seconded by Commissioner Waddell and carried, that the County Engineer
and the Sheriff make a survey of the jail and recommend to the Board
the improvements that are needed for the next ten years, and that in
preparing our next budget consideration be given to providing for these
necessary improvements and that the Secretary advise by letter the Prison
Inspection Board of what the Board has in mind.
The County Engineer stated he had provided quite a bit of fill for
the Entomological Lab on Oslo road and that they had requested additional
work by the County but it would mean having to rent special equipment
which the County does not have to do the job. The Board stated they would
not go along with renting any equipment for work of this nature.
There being no further business, the meeting then adjourned.
