All services performed under this contract shall be supervised and certified by a licensed Professional Engineer (PE) registered with the State of Florida and staff employed directly with your firm. Scope of Services All work shall be performed on a unit price basis in accordance with the attached Scope of Services dated January 25, 2008 and shall comply with Standards enumerated in the RENEWAL OF THE ANNUAL GEOTECHNICAL SERVICES CONTRACT IRC PROJECT NO. 0534 WITH DUNKELBERGER EGINEERING & TESTING INC. Effective Date: October 1, 2007. Minimum Specification Requirements as follows: Roadway Construction In-place moisture density testing of embankment fill, pipe backfill, stabilized sub grade, base course, and curb pads. Laboratory testing of soils and aggregates including Proctors, Limerock Bearing Ratio (LBR), soil classification, carbonate content (base), and other such specified QC tests. Preparation and issuance of engineering reports presenting the test results and their compliance with the project specifications. All work shall also comply with the current Florida Minimum Technical Standards. COMPENSATION. The COUNTY agrees to pay, and the Geotechnical Professional agrees to accept, a fee for services rendered according to the "Scope of Services" identified in the attached EXHIBIT "l Fee Schedule and Man Hours. (Dunkelberger) is pleased to submit this proposal for Construction Materials Testing Services during construction activities for the CR 512 Corridor Improvements - Phase 4 in Indian River County, Florida. The project will involve the re -construction and widening of approximately 2.2 miles of the existing two-lane highway into a divided highway with two lanes in each direction. We understand the project construction schedule is approximately 12 months. SCOPE OF SERVICES The scope of work described in this proposal is based on our review of civil engineering drawings prepared by Masteller & Moler, Inc., dated January 2007, and our experience with similar projects. We envision the specific scope of our services to entail the following: Field Observations & Testh • Earthwork observations by a senior technician during the removal of AASHTO A-2-4 and A-2-6 (plastic) type soils from the roadway alignment as outlined in the project plans and specifications. Also, proof -rolling of the roadway subgrade to identify unstable soils prior to the placement of fill and/or base course. In-place density testing during placement of the roadway embankment fill. The density tests will be performed at a frequency of one (t) test location for every 200 lineal feet of pipe and at each road crossing for each 1 -foot of backfill placed. Density testing of pipe backfill will extend from an elevation corresponding to the invert of the pipe to the subgrade elevation. • In-place density tests within the stabilized subgrade and base course layers at a frequency of one (1) test for each 200 lineal feet of roadway. • Sampling, slump testing, molding, transporting, curing, and laboratory testing to determine the compressive strength of concrete used during construction. Laboratory Testing • Perform laboratory moisture -density relationship tests (AASHTO T-180), sieve analysis, organic content tests, and Atterberg limits determination on the existing embankment soils and/or fill soils. Limerock Bearing Ratio (LBR) tests for stabilized subgrade and base course at a frequency of one (1) test for each 1000 lineal feet of roadway or fraction thereof. Engineering & ReparlhlP • Engineering oversight during construction to coordinate the aforementioned test program, make site visits, and attend progress meetings as needed. • Submittal of brief engineering reports documenting our findings and test results. TERMS AND PAYMENT We propose to bill this work on a unit rate basis in accordance with our current 2007-2008 Continuing Geotechnical Services Contract (IRC Project No. 0534). We understand this work will be performed under a purchase order number issued by Indian River County. Based on the described scope of work and testing frequencies, we have provided an Itemized Cost Breakdown (Attachment A) for the required services and established an estimated budget of $96,430. Sample pickup time for laboratory tests will be billed at $55.00 per hour unless performed in conjunction with other field testing services (in place density tests or concrete tests) services. 3. Engineering technician time spent on concrete testing services will be billed at $45.00 per hour for on-site standby time in excess of 1 hour per set, cylinder set pickup performed not in conjunction with other field testing services, and cancellation without notice. 4. Hourly rates are portal-to-portal. 5. A minimum of 0.5 hour of Registered Professional Engineer time will be charged per report. 6. An overtime factor of 1.5 will be applied to the attached rates for work performed on weekends, holidays, and outside the regular work week (7:30 a.m. to 5:00 p.m. Monday through Friday). 7. These fees do not include costs for maintenance -of -traffic (MOT) and/or utility locations which may be required for certain jobs. These costs will be negotiated on an as -needed, case-by-case basis. 8. The Field Exploratory Work costs are for land-based work using truck -mounted drilling equipment only. Sites requiring all -terrain drilling equipment, clearing, and water-based work will be quoted on a site specific basis. 9. Third party charges and other out-of-pocket expenses will be billed at cost plus 12%.
