Scope of Services All work shall be performed on a not4o -exceed fee of $ 15 , 868 . 00 in accordance with the attached proposal ( EXHIBIT A) dated March 12 , 2009 and shall comply with Standards enumerated in the RENEWAL OF THE ANNUAL GEOTECHNICAL SERVICES CONTRACT , IRC RFQ No 2008071 WITH DUNKELBERGER ENGINEERING & TESTING , INC . Effective Date : November 18 , 2008 All work shall also comply with the current Florida Minimum Technical Standards . Weragoda : tit. C ' [� BY: .. ._._..._ ..e .. .._ . _ INTRODUCTION Dunkelberger Engineering & Testing , Inc . (Dunkelberger) is pleased to submit this proposal for the above referenced project . Our work scope is to complete a roadway soil survey and structure investigation generally following the guidelines outlined in the current FDOT Soils and Foundation Handbook (2006) . PROJECT CONSIDERATIONS The project will involve improvements to the Schumann Drive and Barber Street intersection in Indian River County , Florida . The Schumann Drive improvements will begin approximately 1 ,400 feet south of the intersection and extend to approximately 840 feet north of the intersection . The Barber Street improvements will begin approximately 960 feet west of the intersection and extend to approximately 660 feet east of the intersection . Please note that Dunkelberger previously provided geotechnical services for improvements to Schumann Drive south of the intersection as part our Roadway Soil Survey for the 66th Avenue Improvements . The scope of work outlined in this proposal includes supplemental exploration to evaluate an eastward shift to the roadway aligmnent in the 1 ,400 feet immediately south of the intersection . The following items will also be incorporated into the design of the intersection improvements : • Three pond sites are being considered . The existing pond at the southeast corner of the intersection will be enlarged. A new pond may be constructed on the west side of Schumann Drive, south of the intersection, where the alignment shifts to the east . Another pond may be constructed on County owned lots on the east side of Schumarm Drive approximately 400 feet south of the intersection. SCOPE OF STUDY Our geotechnical study will be conducted to characterize the subsoil and groundwater conditions along the roadway alignment, and at pond , culvert and mast arm locations . Our geotechnical work for this project will consist of the following components : Document Review 1 . Review of soil maps for native shallow soils types within the project alignment . Field Exploration Roadway Soil Survey I . Exploration of the shallow subsurface conditions along the roadway alignments with soil borings using a truck - mounted drilling rig or hand - turtued augering equipment . We will perform 646ot deep auger borings at about 25046ot centers along the roadway following an alternating roadside pattern . A total of sixteen ( 16) auger borings are budgeted . 2 . Groundwater levels will be measured in each of the boreholes upon their completion , and again after an approximate 24 -hour period to allow the water table time to stabilize , when possible . Additionally, we plan to install four (4) 646ot deep temporary piezometers and measure the groundwater levels once a week for a period of 2 weeks . 3 . Two soils samples will be collected for corrosion series testing and two bulk soil samples will be collected for Limerock Bearing Ratio testing . Pond Areas I . Explore the subsurface conditions at the pond sites with three (3 ) 20 - foot deep SPT borings . The pond SPT borings will be grout sealed after their completion . 2 . Conduct field permeability tests to assess the hydraulic conductivity of the subsoils within proposed pond areas . The tests will be conducted in 1046ot deep boreholes utilizing the SFWMD open hole, constant head test method . 3 . Install 10 -foot deep temporary piezometers in the pond areas and obtain groundwater readings in the piezometers once per week for 2 weeks . Explore the subsurface conditions at the intersection with 3546ot deep SPT borings drilled at diagonally opposite corners (if feasible) . Laboratory Testing 1 . Laboratory examination (classification) of the material samples and physical property tests of same to establish their plasticity , gradation , organic content , moisture content , LBR and corrosion potential . Reporting 1 . Preparation and submittal of a report that presents results for the roadway soil survey and structures investigation as detailed in Chapter 9 of FDOT' s Soils and Foundation Handbook (2006) . The report will address plastic and/or organic soil limits , if present, projected water table levels , and design/construction options to deal with plastic/organic soils and perched water (e . g . , medians) . The report will include cross - sectional profiles of the subsurface conditions with soil classifications . Our geotechnical budget does not include costs for rental of earth moving equipment to access heavily vegetated or un - level terrain areas . Our intent will be to adjust the boring locations so as to avoid the need for clearing activities . Where necessary, we assume that access to the roadway alignment through private properties will be coordinated by the County . We strongly recommend that the project surveyor survey the horizontal and vertical positions of the borings and piezometers. This data (elevations) is key to establishing cut depths for unsuitable soils and the seasonal high groundwater levels (elevations). SCHEDULE Following receipt of your written authorization to proceed , we estimate that our schedule for the geotechnical work will be as follows : • Project start- up , boring layout and utility clearance — l week • Field exploration — 1 week • Laboratory testing — 1 to 2 weeks • Engineering analysis , preparation and submittal of draft report — 2 weeks • Finalize report - 1 week SCHEDULE TOTAL : 6 to 7 weeks DUNKELBERGER Indian River County Page 4 Schumann Drive and Barber Strect Intersection Improvements Project No. PSL- 08-2754 (BG 11 . l) COMPENSATION Based upon our interpretation of the project requirements , we propose a lump sum fee of $ 15, 868 for our work . An itemized breakdown of our budget for performance of the previously described work is provided on Attaclunent A . Other terms and conditions related to the engagement of our services shall be in accordance with the terms of the Master Agreement for continuing Professional Services between Dunkelberger and Indian River County . 000 We trust that this information is clear and understandable .
