All services performed under this contract shall be supervised and certified by a licensed Professional Engineer (PE) registered with the State of Florida and staff employed directly with your firm. Scope of Services All work shall be performed on a unit price basis in accordance with the attached Scope of Services dated September 11, 2007 and shall comply with Standards enumerated in the RENEWAL OF THE ANNUAL GEOTECHNICAL SERVICES CONTRACT IRC PROJECT NO. 0534 WITH DUNKELBERGER EGINEERING & TESTING INC. Effective Date: October 1, 2007. Minimum Specification Requirements as follows: PROJECT CONSIDERATIONS This project involves improvements to approximately 3,000 feet of Oslo Road (9`" Street SE) east of US 1 in Indian River County, Florida. The existing Oslo Road east of US 1 is a 2 -lane paved road for a distance of about 1600 feet, where it becomes a dirt road that extends east to a boat ramp leading to Indian River Lagoon. The proposed improvements on Oslo Road begin at about 1,100 feet east from the US 1 intersection (Station 245+17) and end at a planned cul- de-sac at Station 275+45. Both sides of the existing road are densely wooded. The improvements between Stations 245+17 and 250+00 will consist of leveling and resurfacing the asphalt surface of the existing paved roadway, along with 2 -foot widening in some sections. Between Stations 250+00 and 263+40, the proposed improvements will consist of paving two, 11 -foot wide travel lanes. Between Stations 263+40 and 267+40, the improvements will consist of a divided two-lane paved road with a sodded median. From Station 267+40 to 272+40, the proposed improvements consist of two 12 -foot wide lanes, along with a 40 -foot wide boat trailer parking area and 20 -foot wide access drive to the south. Between Stations 272+40 and 274+70, the proposed improvements will consist of two 12 -foot wide lanes and a 30 -foot wide parking area to the south. Six to 8 -foot wide stabilized outside shoulders will be constructed along the length of new paved roadway. On the south side of the road, the proposed improvements will involve about 4 to 5 feet of fill placement in an existing swale and 2 to 3 feet of cut for the swale on south side. A wet detention pond is proposed on the south side of the road between Stations 272+40 and 274+70. Majority of this wet detention pond footprint is located within an existing wet ditch line. The pond bottom will be excavated to elevation -5.0 feet with respect to National Geodetic Vertical Datum, 1929 (NGVD). The existing boat ramp will be improved to a concrete ramp and new wood decking access piers will be constructed on both sides of the ramp. One fishing pier also will be constructed north of the boat ramp. The access ramps and fishing piers will be supported by timber piles. SCOPE OF STUDY The geotechnical work for this project will consist of the following components: Field Exploration Roadway Soil Survey Auger borings will be drilled at about 200 -foot centers on the south side of the roadway and at about 600 -foot centers on the north side of the roadway. The borings will be positioned at the edge of the existing roadway. All auger borings will be drilled to a depth of 6 feet. The borings will be drilled using our truck -mounted or hand -turned drilling equipment. IRC will be responsible for notifying all the appropriate private property owners regarding our field exploration. 2. Groundwater levels will be measured in each of the boreholes upon their completion. 3. Temporary piezometers will be installed in 4 of the boreholes at 600 -foot intervals. Water levels in the piezometers will be measured once a week for period of three weeks. 4. Two bulk soil samples will be obtained for laboratory Limerock Bearing Ratio (LBR) testing. 5. Muck probes will be performed in the wooded areas on the south side of the road where automobile and boat trailer parking is planned to determine the presence of surficial soft and/or organic soils. 6. Muck probes will be performed near the shoreline where the boat ramp is planned and where feasible in the wet ditch line where the detention pond is planned. Two pavement cores will be obtained from the existing paved section of road at the west end of the project limits. 8. Three, 40 feet deep Standard Penetration test borings will be done for access docks and detention pond. These borings will be grouted upon completion. Baseline turbidity readings will be obtained in Indian River Lagoon adjacent to the boat ramp and in the existing wet ditch on the south side of the road. MOT will be according to FDOT Design Standards 602 for the boring locations that falls within 15 feet from the edge of the road. Laboratory Testing Reporting Laboratory examination (classification) of the soil samples and physical property tests of same to establish their plasticity, gradation, organic content, moisture content and LBR. Preparation and submittal of a Roadway Soil Survey Report in general accordance with Chapter 9 of FDOT's Soils and Foundation Handbook (2006). The report will address plastic or unsuitable soils (limits and volume), if present, projected water table levels, and design/construction options to deal with potential plastic soils and perched water (e.g., medians). The report will include drafted cross-sectional profiles of the subsurface conditions with AASHTO soil classifications. Pile capacity graphs will be provided for the timber piles that will be used to support the access ramps and fishing piers. Dunkelberger will require nominal diameter of the piles, design scour depth and design capacity of these piles to determine the minimum length of the piles. All work shall also comply with the current Florida Minimum Technical Standards. COMPENSATION. The COUNTY agrees to pay, and the Geotechnical Professional agrees to accept, a fee for services rendered according to the "Scope of Services" identified in the attached EXHIBIT 'W' Fee Schedule and Man Hours. A Not -to -Exceed Amount of: $12.489.50 to be paid on a unit price basis for actual work performed in accordance with the schedule of services and fees set forth in Exhibit A of RENEWAL OF THE ANNUAL GEOTECHNICAL SERVICES CONTRACT IRC PROJECT NO. 0534 WITH DUNKELBERGER EGINEERING & TESTING INC. Effective Date: October 1, 2005.
