RE : Divosta Reuse Plan
Dear Mr . Southard :
Ecotech Consultants , Inc . (hereafter referred to as ETC) shall complete the following tasks for
investigating the feasibility of discharging reuse water from the central wastewater treatment facility
to the proposed Divosta and Company Waterway Village site . The reuse water may be made up of
effluent from the County ' s wastewater treatment facilities mixed with water from the north relief
canal and/or brine water from the North RO water plant .
Task 1 . ETC shall prepare water budget for the Waterway Village site using information
provided by Divosta that includes :
a. quantification of the sources (including those generated internally) of make-
up water for wet, average , and dry rainfall years ;
b , an estimate of water losses from the Divosta wetland/pond system ;
C . an estimate of detention time within the pond system ;
d . internal water quality management options ;
e . identification of on-site wetlands where flow can be routed for establishment
and maintenance of target hydroperiods ; and
f, development of a potential hydraulic profile through the site that includes the
wetlands and pond system .
There are no deliverables scheduled for this task .
The fee for this task shall not exceed $4 , 620 . 00 .
Task 2 . ETC shall prepare an estimate of the total nitrogen , total phosphorus , total dissolved
solids , and chloride loadings to the Waterway Village site for typical wet, average,
and dry years . The loadings analysis shall include flows to , within, and from the
Waterway Village site .
There are no deliverables scheduled for this task .
The fee for this task shall not exceed $ 2 , 520 . 00 .

Task 3 . ETC shall evaluate reuse flow routing scenarios through the Waterway Village
site, and the potential impact of these scenarios on water quality and vegetation in
the emergent wetland communities, and in areas irrigated with the reuse water.
This task also will evaluate water discharge options from the pond system to off-
site areas .
The deliverables for this task shall include a map showing the potential flow
scenarios .
The fee for this task shall not exceed $ 3 , 780 . 00 .
Task 4 . Prepare a report summarizing the findings for the three tasks described above .
The deliverables for this task shall include providing the County with two copies
of the draft report for review and comment . The draft report will be amended
where necessary based on comments received from the County. Two copies of
the final report then will be provided to the County.
The fee for this task shall not exceed $ 1 , 680 . 00 .
Task 5 . ETC shall assist the County with the development of reuse agreement for the
Divosta Waterway Village project. The basis of this agreement shall be based on
the existing County basic agreement, modified to reflect site- specific conditions .
Site-specific conditions shall include the quality and quantity characteristics of the
influent water to the Divosta Waterway Village site, and the discharge logistics
from the Divosta Waterway Village site .
The deliverables for this task shall include assisting the County with the draft
language for the reuse agreement.
The fee for this task shall not exceed $ 2 , 520 . 00 .
The consultant will provide these Services in accordance with our Wetland Operations &
Maintenance Agreement dated August 12 , 2003 between Indian River County and Ecotech
Consultants Inc .
