AMENDMENT NUMBER 7 TO WORK ORDER NUMBER 1
This Amendment Number 7 to Work Order Number 1 ("Amendment" ) is entered into
as of this 16 day of December, 2008 ( " Effective Date") pursuant to that certain Wetland
Operation and Maintenance Contract Agreement for Professional Services dated entered
into as of August 12 , 2003 ( "Agreement" ) , by and between Indian River County , a political
subdivision of the State of Florida (" County" ) and Ecotech Consultants , Inc . ( " Consultant") .
1 . The County has selected the Consultant to perform the professional services set
forth in Work Order Number 1 dated as of November 16 , 2004 ,
2 . The County and the Consultant desire to amend Work Order Number 1 as set
forth in Exhibit 1 attached to this Amendment and made a part hereof by this reference , all
in accordance with the terms and provisions set forth in the Agreement .
3 . From and after the Effective Date of this Amendment , Work Order Number 1 is
amended as set forth in this Amendment . Pursuant to paragraph 1 . 4 of the Agreement ,
nothing contained in any Work Order shall conflict with the terms of the Agreement and the
terms of the Agreement shall be deemed to be incorporated in each individual Work Order
as if fully set forth herein ,
IN WITNESS WHEREOF , the parties hereto have executed this Amendment as of
the Effective Date first written above .

NORTH COUNTY BRINE DISPOSAL
SCOPE OF SERVICES
This Amendment modifies the scope of work as issued to Ecotech Consultants, Inc . for assisting the
County with wetland design, permitting, and construction services . During the construction phase
of the Spoonbill Brine Disposal project, the Florida Department of Environmental Protection (FDEP)
monitoring of the project has resulted in revisions and additions to the Contract Plans, which may
or may not result in Contractor change orders . This amendment provides for preparing modifications
to the Spoonbill Marsh project plans as requested by the FDEP. This Amendment is being
implemented at this time to provide professional environmental and engineering services by Ecotech
Consultants, Inc . (ETC) and Masteller & Moler, Inc . (M&M) associated with the project described
above.
A brief description of the scope of services for this Amendment is provided below:
Task 1 . FDEP Construction Plans Modifications
ETC and M&M will provide revisions to the contract plans requested by FDEP . Specifically, these
revisions will include changing the width of the boardwalk on the eastern site boundary from four
feet to six feet, alterations to the silt fence type and layout, and the pipe location in the access road
(along the southern site boundary) cross section.

PROJECT BUDGET
The Ecotech Consultants, Inc . Team proposes to complete the Scope of Services described in
Attachment 1 to this Exhibit for the lump sum amount of $6, 500 . 00. A breakdown of the costs for
each task is shown below.

ADDITIONAL SERVICES
The cost to complete work not included in the Scope of Services as described in Attachment 1 will
be billed at the hourly rates shown below. Direct charges for additional services will be billed to the
County at their actual value .
Principal Engineer $ 155 .00/hour
Principal Scientist $ 105 .00/hour
Senior Engineer $95 . 00/hour
Senior Scientist $ 85 . 00/hour
CAD Designer $ 80 .00/hour
GIS $75 . 00/hour

PROJECT SCHEDULE
An estimated schedule for completion for the scope of services contained in this Amendment is
shown below . The time needed to complete each of the tasks described in Attachment 1 by
Ecotech Consultants , Inc . and the County can be reasonably estimated as shown below with the
limitation that neither the County nor Ecotech Consultants , Inc . can control the phase of the
permitting process controlled by the Florida Department of Environmental Protection, the St.
Johns River Water Management District, or the U . S . Army Corps of Engineers .
