Dear Commissioner Bowden,
Because of the information below provided from public information and public record I feel it is
absolutely necessary that the Board of County Commissioners approve this proposed ballot
question for the November General Election:
"Do you favor the adoption of a special act for Indian River County by the Florida Legislature to
require voter approval of any amendment to the Indian River County Comprehensive Plan which
expands the urban service boundary?
The county spent $200,000 (not counting staff time) on a visioning process which included dozens
of county -wide meetings at which the public strongly opposed the Village or New Town concept.
County Commissioners voted unanimously and vocally endorsed the visioning team's
recommendation to prohibit Villages or New Towns to be built outside of the Urban Service Area.
However, six hours prior to a final vote and after having been heavily lobbied by eight citrus
growers, four Commissioners REVERSED their position and voted to allow them.
Twice, March 15 and May 24,2004, the Board of County Commission unanimously voted in support
of Wheeler's approach to protect the Urban Service Area by the voter referendum. Then after
heavy lobbying, three Commissioners reversed their position.
We have a population of 130,000 people now in the county and can grow to approximately 300,000
people in the Urban Service Area in its present boundary. If we expand the Urban Service Area we
will have hundreds of thousand more people living here creating the same type of sprawl that
exists in South Florida.
It is very clear from the City of Vero Beach recent election, the voters are in favor of controlled and
managed growth. The 83,000 voters in Indian River County are too big in number be lobbied
and/or pressured into a decission for special interest groups such as the Citrus League,
realtors and the big developers. Therefore the voters, not the politicians, must have the power to
approve any changes which expand the Urban Service Boundary.
I strongly urge you to vote in favor of the proposed ballot question.

Regarding the following proposed referendum question being on the ballot in the November
election -

am for having this placed on the ballot in November. I would like to be able to vote on the
urban service area issue. I would like to see organized growth in the county. I would like to
not see our taxes go up real high in order to cover infrastructure that could be covered by
impact fees. I would like to not see our roads become too clogged with traffic.
As county commissioners, an option is to set limits as to how many houses are to be built.
That is done in other places such as Fountain Hills AZ. Our county does not have to become a
hodge-podge of haphazard planning and building.
Quit being influence by special interest groups such as citrus growers and developers and do
what is right for the citizens as a whole. I believe people want organized and attractive growth
for the county. I would also like affordable housing issues to be addressed for our service
workers. Someone besides Habitat for Humanity needs to provide this some how....

I am requesting you support the referendum to be introduced by Gary
Wheeler on April 4th concerning the urban service line. I still feel the
voters are intelligent enough to make choices ........ and I reiterate, you
certainly thought so when you were voted for by them in the majority and
were seated to SERVE the community. I am beginning to believe that was
not one of my most intelligent decisions.
The line on growth has not been held and the infrastructure is pitiful. More
money being spent with fewer results. It is not does not instill confidence
in me to allow the urban service line remain as a responsibility of the
commission.

Dear Ms. Lowther
I can not tell you how disturbing it is to watch our fine county bend to the pressures of the developers, the
Chamber Of Commerce, and all others who support unbridled growth for our future. Doesn't the example
of what has occurred to our south have any impact on your judgement? Do you really want to see Indian
River County turn out the same way? We must rein in these forces attempting to steal our life style's from
us. Moving the urban service line further west just adds to our already pressing growth on our
infrastructure. Please enforce the existing lines that have already strained our system to the breaking
point. There is no reason this county must be a cookie cutter version of the "mess" at our southern
borders.

Seems the only time we communicate is over an "issue", but we both are very busy. I do hope you will
support Gary's proposal for the referendum at the upcoming Commission meeting. I don't see any end to
all the "overbuilding" if we extend the line. Seems so crowded everywhere, and its all so sudden. I can't
get used to all the traffic and waiting in lines everywhere. I do want to keep our nice quality of life and I
suppose everyone else does too. One way is to not extend the urban boundry line. I am from the old
school of taking good care of what we have until we can afford to expand and make improvements.
Please support this issue. Also, at some time in the future I would like to speak with you about a

The county still has enough undeveloped land within the Urban Service Boundary to accommodate

It makes good planning and tax policy for the county to update and fully utilize existing
infrastructure instead of undertaking the expenses that would be required for an extended,
westward urban service boundary.

access connecting to Turtle Creek. I DO NOT feel that it out weighs the issue of added
