The Board of County Commissioners of Indian River County, Florida,
met at the Courthouse, Vero Beach, Florida in a regular
9:00 o'clock. A.M., Tuesday, February 21, 1961. Present
meeting held at

Dr. B. Q. Waddell. Absent was Robert W. Graves, Chairman. Also present
were Ed Schmucker, County Engineer; Katherine Morrison, Secretary and
George Heath, Attorney, sitting in for Sherman N. Smith, J

Florida, will receive sealed bids to
the hour of 9:00 o'clock A. M. on
the 21st day of February, 1961; and
at said time publicly open the same
at its offices in the Indian River
County Courthouse, Vero Beach,
Florida, for the equipping and fur-
nishing of the new addition to the
Indian River County Courthouse,
currently under construction, with
counter units, file cabinets, settees,
desks, chairs, bookcases, tables,
storage cabinets, courtroom furni-
ture and other items of furniture,
fixtures and equipment as set forth
in detail in itemized specifications
available at the office of David V.
Robison, Architect, 1002 - 20th
Place, Vero Beach, Florida.
Each bid should be in an en-
velope, securely sealed, addressed
to the Board of County Commis-
sioners, marked on the outside,
"Bid for Equipping and Furnishings
for the Courthouse Addition." The
Board of County Commissioners re-
serves the right to reject any and
all bids and all bids are subject
to the approval of the Board of
'Coun£y Commissioners. Each bid
should be for one lump sum unit
price and all bids must include
complete installation. Time and
service is of the essence and each
bid should clearly state the com-
pletion date for all of the items
installed. The right is reserved to
reject any and all bids.

A copy of a letter to the Vero Beach City Council from the Taxpayers
Association of Indian River County, was read. Motion was made by Comm-
issionerMacdonald, seconded by Commissioner Waddell and carried, requesting
the Secretary inform the Taxpayers Association that it is our policy to
invest all available funds.
A letter was read from John H. Monahan, Member of the State Road
Board thanking the Board for the hospitality extended to him.
The County Engineer stated he had a request from a citizen to abandon
a part of the Murphy Act right of.way reserved on the North road at Fells -
mere, and he suggested that the Board at this time set a width for this
.road. 'le further stated that Brevard County is now in the process of
building a road to meet with the North road in their County. After some
discussion in the matter, Motion was made by Commissioner Macdonald,
seconded by Commissioner Waddell and unanimously carried, that the width
for the North road at Fellsmere be established at a right of way of 120
foot width.
At the last meeting several changes were introduced by the County
Engineer to replace ones already in our Subdivision Regulations. After
some discussion, Motion was made by Commissioner Macdonald, seconded by
Commissioner Hamilton and unanimously approved to incorporate the following
changes into the Subdivision Regulations, and also authorizing the County
Engineer have the Regulations reprinted to include these changes.'

The County Engineer stated he had a sale for the underground gas
tank that was removed from the Hewitt property, of $15.00 if this is O.K.
with the Board. Motion was made by Commissioner Waddell, seconded by
Commissioner Hamilton and carried, that the gas tank be sold for $15.00.

The County Engineer stated he had'contacted the City.of Vero Beach
with regard to a sidewalk on 16th Street to the Rosewood School and that
the City
Concrete and the City will build the forms and lay the sidewalk. Motion
was made by Commissioner Waddell, seconded by Commissioner Macdonald and
carried, authorizing the County Engineer proceed with this project.
The County Engineer stated he and the Clerk had gone over the Road
and Bridge Fund Budget and found that there is some $70,000.00 over and
above the budgeted amount in the Cash Balance brought forward, and would
like to have his budget increased by $50,000.00 in the Road, Bridge and
Culvert item so that he could proceed with the paving of Citrus Road from
Old Dixie Highway to Emerson Avenue; 20th Street from Glendale to Citrus;
and 12th Street from where he had left off to King's Highway. The Motion
was made by Commissioner Waddell, seconded by Commissioner Macdonald and
carried, authorizing the advertizing of this amount of money to increase
the Road & BridgetBudget.
The County Engineer submitted the following letters of agreement
for rights of ways and Motion was made by Commissioner Macdonald, seconded
. by Commissioner Hamilton and unanimously carried that the -following letters
of agreement be approved.

The south 30 feet of a parcel of land
132 feet east and west and 180 feet north and south of the
south 1/2 of the east 10.49 acres of the west 20.49 acres of
tract 5, section 11, township 33, range 39. This is assuming
that the meets and bounds description of your property is
bounded on the south by the 30 foot drainage district right
of way north of the south line of this tract.
The agreement is that the County will move
from the right of way to your property one palm tree and mis-
cellaneous shrubbery, and further agrees to pay the sum of
$800.00.

the agreement as detailed in this letter for Citrus Road
right of way as follows.

exception of two tracts of land, one 70 feet in width and
another 130 feet in width as described in the deed.
The agreement is that the County will pay you
the sum of one hundred twenty and no/100 ($120.00) dollars.

The Architect, Dave Robison was recognized by the Chair and stated
that he had carefully gone over the bids as submitted for the furnishing
and equipping of the addition to the Courthouse and found that the low
bidder was bidding on an inferior type of metal, therefore, he recommended
that the second low bidder, O'Haire, be awarded the bid. Mr. Huck then
requested that he be allowed to show where his product is comparable to
the product requested in the bid. The Board requested the Architect go
over this matter with Mr. Huck, and the Board would stand by his and the
Engineer's ..decision as set forth in the previous Motion.
Dr. Flood, County Health ,Officer appeared before the Board and stated
the the State Budget Commission had turned down a request for additional
money, therefore, we would come up short on our Health program. After
some discussion, Motion was made by Commissioner Macdonald seconded by
Commissioner Waddell and unanimously carried, and the following Resolution
was adopted
RESOLUTION - NO. 61-9
WHEREAS the Board of County Commissioners of Indian River
County is advised that the State Budget Commission has eliminated
from the budget request of the State Board of Health certain items
,which vitally affect the operations of the various Health Units
operating under the State Board of Health, Now therefore,
BE IT RESOLVED by the Board of County Commissioners of Indian
River County, that this Board does herewith request the State Legis-
lators review 'and include in the budget appropriations for the
coming Biennium the items requested in the budget of the State Board
of Health, and
BE IT FURTHER RESOLVED that a certified copy of•this Resolution
be furnished to our Sentator and Representative.

Upon Motion made by Commissioner' Macdonald, seconded, by Commissioner
;Hamilton and carried, and the following Resolution was adopted:
RESOLUTION - NO. 61-10
WHEREAS, there is a total surplus of $300.00 in the General
Revenue Fund of Indian River County under some items and which surplus
exists after the payment of all necessary expenditures under such items
for the current fiscal year; and
WHEREAS, there is a deficiency in funds necessary to provide for the.
proper and authorized expenditures under some items in the General
Revenue Fund; and
WHEREAS, said items mentioned are a part of the same fund and the
transfer from one item to another item in the same fund and is not
a transfer from one fund to another fund; therefore,
BE IT RESOLVED that there is herewith transferred the sum of $300.00
from some items where there is a surplus to the items where there is
a deficiency, according to detailed statement attached, all in the
General Revenue Fund of the current budget of Indian River County as
provided by law.
