SPECIAL DISTRICTS AND BOARDS B. Solid Waste Disposal District 11:56 1. Approval of Minutes Meeting of March 1, 2016 a.m. 2. Approval of Minutes Meeting of March 8, 2016 ON MOTION by Commissioner O'Bryan, SECONDED by Vice Chairman Flescher, the Board unanimously approved the Solid Waste Disposal District Meeting Minutes of March 1, 2016, and March 8, 2016, as written. 11:56 3. Quarterly Recycling Update a.m. (memorandum dated April 8, 2016) Recycling Education and Marketing Coordinator Stephanie Fonvielle gave a PowerPoint Presentation with the quarterly recycling update. She stated that recycling tonnages have continued to increase with the dual -stream program, but garbage tonnages remain consistent with last year. Ms. Fonvielle reported on the Paper Shredding Event and the Indian River Green Market, which were held on April 2, 2016, and announced that the Electronics Recycling Event will be held on April 30, 2016, at the Indian River Fairgrounds. Director of Utilities Vincent Burke assisted with the Board's questions. Commissioner O'Bryan requested data on the per capita garbage volumes. Commissioner Zorc requested information on the number of SWDD payments in the current billing cycle. Discussion ensued about holding the shredding event bi- annually; combining the shredding and electronic recycling events; and commercial recycling in the City of Sebastian. Commissioner Davis asked staff to see if there are provisions in County Code for putting a recycling dumpster at new construction sites, such as The Reserve at Vero Beach.
