Notice is hereby given that the
Board of County Commissioners of
Indian River County, Florida will
receive sealed bids at the hour of
9:00 o'clock A. M. Tuesday, April
48, 1961, and at said time publicly
open the same at the meeting of
said Board to be held in the County
Commissioners Room, Indian River
County Courthouse, Vero Beach,
Florida, for moving the following
house located on new 12th Street
right of way to location as noted:
To move a house belonging to
Leroy Barkwell on lot 16 to the
middle of lots 16 and 17,. all in
Unit ,#2, Lone Palm Park Sub-
division.
Above house to be moved and re-
located without damage other than
caused by conditions beyond the
movers control in regard to rotted
timbers or poor construction. All
new beams and sills if needed to
level house on new concrete piers,
install new 600 gallon spectic tank
and drain field, and install grease
trap and drainfield. Lower flow
well to ground level in concrete
box with top, reconnect water, etc.

prospective bidders. may contact
the County Engineer.
All bids shall be in an envalope,
securely sealed and marked on
outside, "Bid for Moving." Each
bid shall be accompanied by a
deposit in the amount of 10 percent
of the bid. Condition to move the
house within 30 days from accept-
ance of bid. The County reserves
the right to reject any and all bids.

The foregoing Notice was read and the Chairman asked for all bids
for the above. Only one bid was received, it being from F. G. Fletcher
& Son as follows:
Moving building to new location $498.00
Placing on new pier foundation,
Septic tank and reconnecting water and
plumbing $443.20
Cutting off well, placing concrete box
around well, relocating Antenna, and
furnishing and placing new sills as
required, placing two sets concrete
steps $258.80
Total $1,200.00
Motion was made by Commissioner Waddell, seconded by Commissioner McCullers
and carried to accept the only bid received from F. G. Fletcher & Son•
in the amount of $1200.00.
Mrs. Anne Christensen, Welfare case worker appeared before the Board
and stated that Jess Reynolds, colored, had been released from the T.B.
Hospital and had no place to go here but his family in Philadelphia, Pa.
would take him in. She requested $35.00 to send Reynolds to Philadelphia.
Motion was made by Commissioner rraddell, seconded by Commissioner McCullers
and carried, spending the amount of $35.00 to send Reynolds to Philadelphia.
Sam Joyce, Sheriff appeared before the Board and requested an
amendment to his budget. Motion was made by Commissioner Waddell, seconded
by Commissioner Macdonald and unanimously carried, and the following
Item to Item Resolution was adopted:

RESOLUTION NO. 61-26
WHEREAS, there is a total surplus of $2,500.00 in the Fine &
Forfeiture Fund of Indian River County under some items and which
surplus exists after the payment of all necessary expenditures under
such items for the current fiscal year; and
WHEREAS, there is a deficiency in funds necessary to provide
for the proper and authorized expenditures under sore Ltems in the
Fine and Forfeiture Fund; and
WHEREAS, said items mentioned are a part of the same fund and
the transfer from one item to another item in the same fund and is
not a transfer from one fund to another fund; therefore,
LE IT RESOLVED that there is herewith transferred the sum of
$2,500.00 from some items where there is a sur-iu.s to the items Coe-r_e
there is a deficiency, accordir to detailed statement attached, -t,
in the Fine & Forfeiture Fund of the current bucibet of Indian i.ver
County as provided by law.

The Chairman read a resolution from the Vero Beach --Indian River'
County Chamber of -Commerce, endorsing the extension of Oslo Road west
to intersect with U. S. 441, and recommending that the County Commissioners
obtain rights of ways and authorize preliminary surveys in advance of the
possible extension of the Florida Turnpike. The Board requested this
Resolution be filed.
The Deputy Clerk stated that the pews that had been taken out of the
Courtroom were in the basement and that inquiries had been made as to
whether the Board was interested in selling them. After some discussion
in the matter, Motion was made by Commissioner Macdonald, seconded by
Commissioner McCullers and unanimously carr-ied, that these pews should
be advertised for sale to the highest bidder.
The Chairman read a letter from the Gifford Recreational Center
thanking the Board for their letter of congratulations and requesting
help from the County for the clearing of the yard around the Civic Center
and also some fill. The Board requested the County Engineer do this work
for them.
Curtis Hunter, Teacher from the Gifford High School was recognized
by the Chair and requested the use of a voting machine sometime in May
to be used for their school elections. The Board stated they would have
to check with the Supervisor of Registration to see what could be done, and
would let him know.
The County Attorney made a report that the State Road Department has
estimated that the cost of building A -1-A from its Northern limits to the
Sebastian Inlet will be around $750,000.00 and this County's cost of the
bridge would be about $250,000.00 or a total of around $1,000,000.00. He
further stated the height of the bridge would have to be about 39 feet.
The County Attorney also stated that nothing had been settled as yet
• with the Florida Inland Navigation District on the Wabasso Island Park but
that he is still working on it.
He also reported he had received word that all of the major special
acts for this County had been passed with the exception of the building code,
and he would see what he could find out about this.

The foregoing Notice was read and all bids received were opened - being
as follows:
Motorola Communications and Electronics, Inc.

The Board requested Joe Earman, Civil Defense Director check the bids to
see if they met specifications. Mr. Earman after checking same, stated they
did. Motion was then made by Commissioner Waddell, seconded by Commissioner
Macdonald and unanimously carried, that the low bid of Motorola be accepted.
Rosemary Richey, Supervisor of Registration was recognized and the
Board asked her how much work it would involve to set up one of the voting
machines for the Gifford School. She stated it would not involve too much.
After some further discussion, Motion was made by Commissioner Macdonald,
seconded by Commissioner Waddell and unanimously carried, that a voting
machine would be loaned to the Gifford High School with the understanding
that Curtis Hunter be made personnally responsible for the machine, and
further that the Supervisor of Registration and the County Engineer give
a report to the Board of the amount of time and expense involved in this
undertaking.
The Supervisor of Registration advised the Board that when this
year's budget was set up she had an item in her budget, which had been
approved, to take over the Tax Assessor's Graphatype Machine. The Assessor
now tells her that he does not have enough in his budget to purchase a
new machino, therefore, she will not get the old one. She further states
that she can buy a rebuilt machine from the factory for very littlemore
than she had put in the budget and that she has enough in her budget to
purchase this machine, and would like to advertise for said machine. Motion
was made by Commissioner Waddell, seconded by Commissioner McCullers and
unanimously carried, authorizing the Supervisor of Registration to advertise
for bids for a graphatype machine.

one bid was received and that from Dobbs Brothers Record Rebuilding
Service in the amount of $730.00 as per advertisement. Motion was made
by Commissioner Waddell, seconded by Commissioner McCullers and unanimously
carried that the bid of Dobbs Bros. be accepted in the sum of $730.00.

The County Engineer stated that because of a back injury supposedly
suffered by a County Employee on the Road & Bridge Crew that our Insurance
rate had increased. He asked if the County Health Department could give
physical examinations for all those that might be employed on the Road auu
Fridge crew. Motion was made by Commissioner Waddell, seconded by Comm-
issioner McCullers and unanimously carried, that all future employees of
the road & bridge crew should have a physical examination given at the
Health Department.
Upon Motion made by Commissioner Waddell, seconded by Commissioner
McCullers and unanimously carried, the following Resolution was unanimously
adopted.
RESOLUTION
WHEREAS, Ruth Hotchkiss Billman and Richard M. Billman, her
husband, and others who own land that abuts upon an existing park located
outside the corporate limits of any municipality and which is not a State or
Federal park and owns lands adjoining said park, has petitioned this Board
requesting this Board to vacate, abandon, discontinue and close the existing
park of the County located upon the property situated in Indian River County,
Florida, described as follows, to -wit:
Beginning at the Southeast corner of Lot 4, Block 6, according
to Plat of Lone Palm Park Subdivision, which said plat was filed
February 24, 1926, and recorded in Plat Book 1, page 61, pub-
lic records of Indian River County, Florida, run South 120 feet,
more or less, to the Northeast corner of Lot 7 in said Block 6;
thence run West along the North line of Lot 7 and Lot 14 in said
Block 6 a distance of 250 feet to the Northwest corner of said
Lot 14; thence run North 120 feet, more or less, to the South-
west corner of Lot 17 in said Block 6; thence run East on the
South line of said Lots 17 and 4 a distance of 250 feet to the
point �f beginning. -
Now, therefore,
- BE IT RESOLVED by the Board of County Commissioners of Indian
River County, Florida, that this Board does herewith declare that a public
hearing will be held to consider the advisability of vacating, abandoning, dis-
continuing and closing the above described existing park which was dedicated
as a public park in the original plat of said subdivision and has been used by
Indian River County, Florida, as a public park since that time, and consider-
ing the advisability of renouncing and disclaiming any right of the County and
of the public in and to the land constituting such park. Said public hearing will
be held in the offices of said Board in the Indian River County Courthouse, Ver
Beach, Florida, on the 6th day of June, 1961, at 10:00 o'clock A.M. ; and,
BE IT FURTHER RESOLVED that all landowners owning lots or
parcels of land in said Lone Palm Park Subdivision, Plat Book 1, page 61, of
which the park sought to be closed is a part, shall be mailed notice to their
last known addresses as disclosed by the last tax assessment roll of said
County at least twenty-eight (28) days before said hearing and the proof of
mailing of such notice to said landowners shall be filed with the Board by the
Clerk of the Circuit Court; and,
BE IT FURTHER RESOLVED that a notice thereof shall be pub-
lished one time in the Vero Beach Press Journal, a newspaper of general cir-
culation in Indian River County, Florida, which publication shall be at least
two (2) weeks prior to the date stated therein for such public hearing; and,
BE IT FURTHER RESOLVED that should either twenty (20) per
cent of the landowners or the owners of twenty (20) per cent of the lots in the
subdivision in which said park is located or the owner of any lot in said sub-
division located within 400 feet of said park and on which lot any building
exists object at said hearing before the Board to said Petition initiated as to
the closing of said park, then the Board of County Commissioners shall deny
said Petition.
A letter was received from the Department of Water Resources as to
the status of certain drainage in Roseland. The Eoard requested the County
Engineer write them as to the status of this drainage ,r'oblem.
The County Engineer stated he had checked the . orhorsri:y ho:.se
that it was badly in need of paint. After a great deal of discussion,
the Board told the County Engineer to hold off on the painting until they
could try to get a guardian appointed so that they might dispose of the
property.
Mr. Subrock and others appeared before the Board with regard to
the possibility of extending Oslo Road to the County Eine. Mr. Ed Carter
was also present and stated that in his opinion, although he could not
make a definite price, that it would cost somewhere between three and f;.vc
thousand dollars for a survey for Oslo Road. After a great deal of dis-
cussion, Motion was made by Commissioner Macdonald, seconded Ly Conzniss;cnor
Waddell and unanimously carried, Mr. Ed Carter was designated the re :rescr.-
tative of the County in the matter of locating Oslo Road intersection to
the Turnpike.
Alex MacWilliams, Sr. appeared before the Board and requested the
help of the County of equipment to build a road from the East shore of
the Indian River to Memorial Park in the Indian River. After some dis-
cussion, Motion was made by Commissioner Macdonald, seconded by Commissioner
Waddell and unanimously carried, that the County will agree to build a
30 foot concrete bridge to the Island in conjection with the City t;utt_n
in the remainder of the approaches to the Island.
Roland Miller appeared before the Board and stated that he had been
in touch with Buck Vocelle, and Buck Vocelle had requested that he get
the reaction of this Board to the passage of a bill creating a Special
Road & Bridge District to be able to build the balance of A-1-A and a
•bridge over the Sebastian Inlet. After some discussion in the matter,
the Board requested the Attorney, Sherman N. Smith, Jr. contact Buck
Vocelle and let him know that this Board is interested in the paving
of A -1-A and the bridging of Sebastian Inlet but not to the point of
levying additional ad valorem taxes or pledging any of our secondary
road funds.
The County Engineer stated that he had been contacted by Rev. Owen
of Wabasso as to the building of a bath house at the Wabasso Beach Park.
Mr. Owen stated they had a man that would build the bath house if the
county would pay for the materials., Motion was made by Commissioner
Hamilton, seconded by Commissioner McCullers, and unanimously carried,
that this Board will pay for materials to build a bath house at the
Wabasso Beach Park not to exceed $1,000.00, which is the athount set up
in the budget for the improvement of said park.
The County Engineer stated he could get a good buy on four dump
trucks, a bulldozer and a portable welding machine. Motion was made by
Commissioner Waddell, seconded by Commissioner McCullers and unanimously
carried, authorizing the County Engineer advertise for bids for used,
equipment.
The matter of a salary supplement for Dr. C. C. Flood, County Health
Director, was again brought up. Sherman Smith stated that Dr. Flood had
checked with the other Counties and they were supplementing the salary of
their Health Officers by giving them additional duties. Dr. Flood at
a previous meeting had requested an additional $200.00 a month or a
minimum of $150.00 per month. After great deal of discussion in the
matter it was decided to table it at this time until after the meeting
of the Osceola County Commissioners and get their reaction to a similar
request.
There being no further business, the Meeting then adjourned.
