Fellsmere/Pine Grove Appendix
General
PBS&J has been providing Master Planning and Hydraulic Modeling services to Indian River County
Department of Utility Services (the COUNTY) under Addendum No . 1 and Addendum No . 2 to the
September 4, 2001 Master Utility Plan Update Contract. The County has requested that PBS&J evaluate
the potential to serve the Fellsmere/Pine Grove Development as a part of the on-going Master Plan
Update . The County currently provides the City of Fellsmere (the CITY) limited bulk sewer service and
has an emergency interconnect in place to provide potable water service if needed . Changes in drinking
water standards, large scale planned growth, and other factors may affect the ability of City of Fellsmere
to adequately provide service to its growing population . The County has shown interest in providing bulk
water and wastewater service to meet all of the CITY ' s existing (current County commitments) and future
water demands and wastewater flows but not a retrofit of the CITY . PBS &J will evaluate the impact of
extending the County ' s water and wastewater service areas to include the Fellsmere/Pine Grove
Development according to the following scope of services .
Scope of Work
The purpose of this planning effort is to analyze the impact of providing bulk service to
the
Fellsmere/Pine Grove Development on the Master Plan Update recommendations that were being updated
exclusive of the City of Fellsmere or any other large bulk service customer . The County requested that
PBS &J analyze two scenarios : 1 ) What level of service can be provided by the current Master Plan
Update recommendations and 2) what transmission and treatment improvements would be necessary to
incorporate the Fellsmere/Pine Grove Development water demands and wastewater flows as projected by
others . The task of analyzing the reclaimed water system/treated wastewater disposal was not included in
this authorization . Also , the retrofit of existing CITY customers and future growth within the CITY but
not included in the reports by Masteller & Moler, Inc . and Hartman & Associates , Inc . was not included
in this analysis .
A technical memorandum (TM), which will be included as a separate appendix of the Master Plan
Update, shall address the following major tasks :
• Gather and evaluate data from Water Capacity Study/Report for the Pine Grove Development
by Masteller & Moler, Inc .
• Gather and evaluate data from City of Fellsmere CDBG Wastewater Transmission System
Report by Hartman & Associates, Inc .
0 Develop feasible integrated water supply and treatment and wastewater collection and
treatment alternatives .
• Evaluate the water distribution and wastewater collection systems to accommodate the
projected flows, from studies by others , within various service alternatives and the limits of
County hydraulic standards .

• Evaluate the selected water and wastewater alternatives based on technical feasibility, County
preference , and capital cost.
• Establish planning level routing corridors and sizing of pipelines for water and wastewater
service for the selected alternatives .
• Identify treatment facility expansion requirements to meet anticipated water demands and
wastewater flows .
Indian River County ' s water and wastewater system priorities that impact the development of the
Fellsmere Option include :
• Maintaining water and wastewater service .
• Complying with regulatory requirements .
• Serving current and projected IRC demands for service in addition to the Fellsmere/Pine Grove
Development needs .
• Providing capacity in accordance with the concurrency requirements of the County ' s
Comprehensive Plan
• Constructing and maintaining adequate infrastructure for the planning period (2025 ) .
• Operating economically.
PBS &J will rely upon population, demand, and flow projections provided in studies performed by others
(Masteller & Moler, Inc . and Hartman & Associates , Inc . ) which will be provided by the County . These
water demands and wastewater flows will be added to those developed in the Master Plan Update by
PBS&J.
Schedule
Work will be completed within 30 days of notice to proceed by the COUNTY.
Compensation
Compensation for this task will be a Lump Sum Amount of $ 18 , 600 . 00 . Monthly invoices will be based
upon estimates of percent complete .

THIS WORK AUTHORIZATION, made and entered into on this 11 day of octobpr 2004 ,
by and between Indian River County and Post, Buckley, Schuh, & Jernigan, Inc . (PBS &J) , pursuant to the
Master Utility Plan Update Agreement dated September 4 , 2001 .
IN WITNESS WHEREOF, the parties hereto have made and executed this Agreement as of the
day and year first above written .
