The Board of County Commissioners of Indian River County, met at
the Courthouse, Vero Beach, Florida in a regular meeting held at 9:00
o'clock A.M., Tuesday, August 8, 1961. All members were present. Also
present were John Gould, Attorney for the Board, Ed Schmucker, County
Engineer and Katherine Morrison, Deputy Clerk.
The Chairman asked if there were any corrections or additions to be
made to the minutes of July 6th and 18th. Motion was made by Commissioner
Waddell, seconded by Commissioner McCullers and unanimously carried, that
the minutes be approved as read.

The County Engineer after going over all bids requested the Board purchase
the Koehring - Model 218 with trade-in at a price of $31,946.00. He stated
this was not the low bid, however the low bid did not meet his specifications
as to weight. Motion was made by Commissioner Macdonald, seconded by
Waddell and unanimously carried, that the bid of Florida Equipment Company
of Orlando for a Koehring - Model 213 be purchased with trade-in for the
amount of $31,946.00 with the deferred payment plan of payments of -$1,000.00
and rentals to be adjusted on a pro -rata basis. Even though this is not
the low bid, the low bid does not meet the specifications as to weight and
also there would have been some interest to be paid whereas on the bid we
are accepting there is not interest involved.
The County Engineer made the following recommendations as to the first
bid notice and upon motion made by Commissioner Waddell, seconded by
Commissioner Macdonald and unanimously carried, the following bids were
accepted:

as another bid is awarded.

Mr. Robert Lloyd of Lloyd Engineering appeared beforfs the Board to-
gether with Russell Burks and requested tentative approval of a proposed
subdivision plat to be known as Pineview Park Subdivision. Motion was made
by Commissioner Waddell, seconded by Commissioner Macdonald and carried,
tentatively approving Plat of Pineview Park S/D.
Mr. Rupert Smith of Fort Pierce appeared before the Board and stated
that he was representing several people interested in the old Oslo Cemetery.
He 'requested the Board underbrush the cemetery and place a fence around it
to keep children from going in and knocking down the headstones . The
Board requested the County Engineer get an -estimate of -the cost of fencing
the cemetery which contains between one and two acres and report back to the
Board. They also requested that he have his men clean out the brush.
Treley Thompson appeared before the Board and stated that in 1959
he had requested the County return to the Kroegel's some right of way on
Old State Road 5 abutting their land which is no longer being used by the
State Road Department. It was noted by the County Engineer that back in 1959
he had contacted the State Road Department for the return of this property,
but the State Road Department was not willing to relinquish this right of
way until the Kroegels had repaid the County $470.00. Mr. Thompson at
that time was only willing to pay $100.00 for the property and the matter
was dropped. After further discussion, Motion was made by Commissioner
Macdonald, seconded by Commissioner Hamilton and carried that the Attorney
for the. Board prepare a resolution to the State Road Department that this
land be returned to the County.
Mrs. Anne Christensen, County Welfare Case Worker appeared before the
Board and gave a report of her activities for the month of July, and said
report was ordered filed.

The foregoing Notice was read, and Homer Fletcher, Tax Assessor stated
he was not quite ready and requested this hearing be recessed until August
29th. Upon Motion made by Commissioner McCullers, seconded by Commissioner
Waddell and unanimously carried, this Board recesses as a Board of Equaliza-
tion to reconvene on August 29th at 9:00 o'clock A.M.

pass a resolution to be sent to the I. I. Board requesting teat the Trustees

was made by Commissioner McCullers, seconded by Commissioner Macdonald

A letter was received from Ethel L. Klepp, County Health Nurse
requesting an educational eave of absence from the County Health Department
starting.Septernber 1, 1961 and ending September 1, 1962. Motion was made
by Commissioner Waddell, seconded by Commissioner McCullers and carried,
granting a year's leave of absence to Ethel L. Klepp, County Health Nurse.
The Deputy Clerk stated that the purchase of the Paul D. Raible
property has been completed, and that the key has been turned over to
the County. Motion was made by Commissioner Waddell, seconded by Comm-
issioner McCullers and carried, authorizing the Clerk take out a fire
and lightning insurance policy on the Raible house in the amount of
$10,000.00. They also requested that the Clerk contact Mrs. Christensen
and ask her to look at the house and see if she would be agreeable to '
having the welfare department moved to this property.
The Deputy Clerk noted that a Special Act had been passed in the
last session of the legislature whereby the Board of County Commissioners
are to issue permits for door to door canvassing. The Board requested the
County Attorney check on this Act and report back to the Board.
A letter was received from Mr. Harold A. Scott of Reynolds, Smith
and Hills and the Board requested the Clerk write to Mr. Scott requesting
that he meet with the Board on August 29th.
The County Engineer stated that someone had been in for a permit to
build a house in Hillside S/D facing King's Highway and that after checking
the Plat he found that the subdivision was platted to the section line
which would be the middle of King's Highway. The Board stated they thought
this was Murphy Act land and requested the Engineer write to the State
Road department and request they stub south for King's Highway at the
same time they are working on the Wabasso Road project, to the South limits
of Hillside Park Subdivision.
Motion was made by Commissioner Waddell, seconded by Commissioner
Macdonald and carried, that the County right of way map be amended regarding
Hamilton Road at the South County line from 120 foot right of way to 106
foot right of way.
Motion was made by Commissioner Macdonald, seconded by Commissioner
McCullers and carried, that park requirements in a plat be discontinued
and also that no park requirement be made for Indian River Heights s/d.
Motion was made by Commissioner Waddell, seconded by Commissioner
McCullers and carried, for tentative approval of a plat for Joh Buchanan
of.Tracts 15 and 16 of Section 34, Twp. 33, Rge. 39, subject to the approval
of the Drainage District to construct a road whose centerline would be
45 feet from the South lot line.
The Board approved the Engineer giving Mr. James Sposato, Sr. a 24
foot Culver pipe with flat gate in exchange for a half a mile of right
of way on Citrus Road at Tracts 9 and 10, Section 15, Twp. 33, Rge 38,
53 feet wide, which would give the County an 80 foot right of way.
The.County I+ngineer brought up the question of whether or not he
should charge a building permit fee. to churches and other organizations.
.John Gbuld,. Attorney for the Board, stated that in his opinion building
permit fees should be change to churches and. all other organizations except
strictly non-profit charitable organizations.
The Board requested the County Engineer send a bill to James West
for damage to the County's bridge at the Golf Course on July 28, 1961.
The Board approved change order #6 for additions and alterations
to the Courthouse.
The several bills and accounts against the County having been audited,
were examined and found correct, were approved and warrants issued in
settlement of same. Such bills and accounts being on file in the office
of the Clerk of the Circuit Court, the warrants so issued from the re-
spective funds being listed in the Supplemental Minute Book as provided by
the rules of the State Auditor, reference to such record and the list so
recorded being made a part of these minutes.
The County Depositories filed their monthly statement, showing re-
ceipts and disbursements of the various funds, which nave been audited and
found to be correct.
There being no further business, on motion made seconded, and carried,
the Board then adjourned.
