This Fourth Amendment to Custodial Services Agreement ("Agreement' ) is entered into
effective July 23 , 2007 , by and between Indian River County, a political subdivision of the State of
Florida , having a principal address of 1840 25`h Street, Vero Beach , FL 32960 ("County') and
Heveron Group , Inc. , a Florida corporation , having a principal place of business at 1872 Commerce
Avenue , Suite A, Vero Beach , FL 32960 , d/b/a Beachland Cleaning Service ("Contractor" ) .
BACKGROUND RECITALS
A. Effective October 1 , 2005 , the County and the Contractor entered into the Custodial Services
Agreement , as subsequently amended by the First Amendment, the Second Amendment and Third
Amendment to Custodial Services Agreement (as so amended , the "Agreement' ).
B . The County and the Contractor desire to amend the Agreement by adding services, in
accordance with the provisions of the Agreement, as set forth in this Fourth Amendment.
NOW THEREFORE , for good and valuable consideration , the receipt and sufficiency of which
is hereby acknowledged , the parties hereto, intending to be legally bound , covenant and agree to
amend the Custodial Services Agreement as follows :
1 . The background recitals are true and correct and form a material part of this Fourth
Amendment.
2 . From and after the effective date of this FOURTH Amendment, the Services set forth
on Exhibit 'B" to the "Agreement' are amended by adding the services and compensation as set forth
on Exhibit "A" attached hereto and incorporated by reference in its entirety.
3 . All terms and conditions of the Agreement not amended herein remain in full force and
effect.
IN WITNESS WHEREOF, the County and the Contractor have caused this Fourth
Amendment to be signed by their respective duly authorized officers as of the day and year first
stated above .

Site Staffing
Days
1 -Porter from 8 : 30AM to 5 : OOPM
Nights
Bldg 1 : 7 -people working 4 hours per night. Times of service will be determined by
secure area cleanings. Meaning we may have 1 or 2 people starting at 4: 30 and the
remainder of the staff may start at 6 :00.
Bldg 2 : 4 -People at 4 hours per night. We anticipate the starting time for the building
to be between 5 and 6:00 .
Special Services Position: 4 Hours per night: Duties are driven by where the buildings
needs are any particular night. This position will be doing all floor and carpet work in
both buildings.
Supervisor
We will have a non-working Supervisor on site each day. The position will do pre-
inspections as well as follow up inspections. Also evaluate the performance and make
changes accordingly to produce the best level of service. They will also assign work
loads and staffing for the nights activities. This will be the last staff member on site
nightly to insure completion and secure the properties.
Quality Assurance:
We currently have our QA member make monthly visits. We will be making the visits
weekly for at least the first month of occupancy. We will evaluate then if we will resume
the monthly visits or continue as is. Reports will be filled out and provided to the
Operations Manager and President for review for continuous improvement. Our person
will look at all areas accessible each visit and determine where any possible shortfalls
may be occurring before they become a problem of higher concern. She will also
randomly poll people through out the building as part of the inspection.
Senior Management
The President currently tours the building of occupancy weekly and will continue this
practice in the new facilities. Our Operations Manager will be on site more frequently
during the week to monitor conditions and Staffing.

Scope of service: Day Porter on site Monday thru Friday 8 :30AM — 5 : OOPM, Night
Cleaning Monday thru Friday 5 :OOPM — 10 PM (Staff will more than likely be staggered
to accommodate secure area cleanings.)
Day Porter Services: Monday thru Friday 8 :30AM to S:OOPM
As we project we will expect this position to produce some of the following duties daily.
We will adjust times and frequencies as we gather information that indicates change
would increase the level of service for the buildings.
Services Provided
• Keep Entrances and Common areas clear of debris and clean any spills as
needed.
• Restrooms checked-Remove trash if needed, fill dispensers, wipe off counter if
needed, police floors of debris.
• Keep all railings dust free
• Clean door glass and partition glass as needed
• Check Stairwells/Common areas/Entrances/Hallways for cob webs and debris
• Empty all trash in the entrances and common areas. Keep containers clean
• Empty recyclable containers. Clean containers as needed.
• Spot clean carpets as needed
• Respond and clean emergency spills.
• Polish doors Metal and Water fountains
• Check and remove high and low dust from common areas including restrooms
and hallways
• Clean some secure areas as they are available late in the day. It will be assigned
when we determine the areas requirements when occupied.
• OTHER DUTIES AS ASSIGNED. We will alter and change this position as
needed to best fit the needs of the building. This might remove items on the
above list and add others, but we will adjust to insure the position provides the
best service to the County.

Night Cleaning Staff: Monday thm Friday Times stagger based on building
requirements. We will have staff on site from 5 :OOPM to 10 :00PM to complete our
assignments.
Night Cleaning Duties to include
• Vacuum Clean all carpets
• Clean and restock as needed all restrooms, including all floors, walls, partitions
and fixtures. All heavy cleaning of restrooms is performed after the building is
closed.
• Dusting of furniture, including desks clear of work materials and personal items
• Dust ledges-sills-partition tops-chair rails-baseboards.
• Sweep and damp mop all file floors
• Spot clean walls
• Clean door and office interior windows.
• Remove all trash. Remove recyclables and place in recycle dumpster. Clean
containers as needed.
• Remove cobwebs from corners and edges
• Thoroughly vacuum under desks, behind doors, corners, edges weekly.
• Auto Scrub tile floors in lobby as needed.
• Bonnet clean or extract spills or spots where needed daily
• Burnish tile floors
• Scrub non-finish tile floors annually
• Supervisor to tour all areas nightly and fill out a check off list of daily activities
completed.

New Administration Complex — EOC Proposal
Emerlfency Operations Center
Scope: Cleaning will take place after S:OOPM Monday thru Friday
All occupied space will mirror the scope of service we use.
• Vacuum cleaned daily,
• Trash-recycle removed,
• Restrooms serviced and supplied,
• Tile floors swept and damp mopped
• Desks clear of work material and personal items dusted
• All other furniture, sills, door frames, ledges, baseboards done as needed but not
less than weekly on Fridays.
• Remove all cobwebs and vacuum all edges/under furniture on Thursdays weekly.
Unoccupied area-Emergency Operations Area
• Check area daily
• Vacuum weekly on Mondays
• Dust and remove cob webs as needed on Mondays
Staffing: We will be adding to the staff currently on site. We will either tem the current
staff with new or we may assign the EOC building to one person. It will be determined
upon the beginning of cleaning the best fit to achieve the best results. We expect to
spend between 4 and 5 man hours per night in the building. We will be utilizing the
current supervisor for the area and adding this building to her responsibilities.
