( 561 ) 995 -09000 • Fax (561 ) 995 - 0925 9 February 2004 Mr. Tanhum Goldshmid Solid Waste Disposal District, Indian River County 1325 74th Avenue Southwest Vero Beach, Florida 32968 Subject: Proposal to Redevelop the Groundwater Monitoring Wells at Four Closed Landfills and the Active Class I Landfill in Indian River County Dear Mr. Goldshmid : As you requested, GeoSyntec Consultants (GeoSyntec) has prepared this proposed scope of work to redevelop the groundwater monitoring wells at the four closed landfills (Wabasso , Oslo, South Winter Beach, and Roseland Landfills) and the active Class I landfill located in Indian River County (IRC) . The scope of work described herein will be implemented in accordance with the Professional Services Agreement between GeoSyntec and IRC Solid Waste Disposal District, Contract Number 9902 . A new GeoSyntec project number (FR0587) will be assigned to this scope of work. The remainder of this letter provides a description of the proposed scope of work, a discussion of the schedule, and a budget estimate to accomplish the work described herein. PROPOSED SCOPE OF WORK Field Work GeoSyntec will redevelop each groundwater monitoring well at the four closed landfills, including : • six groundwater monitoring wells at Roseland Landfill ; • five groundwater monitoring wells at South Winter Beach Landfill; • eight groundwater monitoring wells at Wabasso Landfill ; • nine groundwater monitoring wells at Oslo Landfill ; and • thirty groundwater monitoring wells at the active Class I Landfill. 9101172137 XR04025/Well-Development.DOC M to lFEB N �� FEGE��I� titi �� RECYCLED AND RECYCLABLE ������f171�.� ���� GEOSYNmc CONSULTANTS Mr. Tanhum Goldshmid 9 February 2004 Page 2 Prior to redevelopment, GeoSyntec ' s field technician will surged each well using a surge-block (i . e. , a device for cleaning the inside of the well and flushing water in and out of the filter pack) . The purpose of the surge block is to loosen particles, which may be adhered to the inside of the well casing. The surge block will also force groundwater in and out of the well screen and filter pack to increase conductivity between the well, filter pack, and aquifer. Following surging, GeoSyntec ' s field personnel will redevelop each groundwater monitoring well using a 2-in. centrifugal pump (or equivalent) . Approximately 10 to 15 well volumes will be pumped from each well to remove suspended particles from the water column. During redevelopment, GeoSyntec will monitor flow rate, pumping time, and water quality parameters (i . e. , temperature, pH, and turbidity) . Each well will be pumped until the field parameters have stabilized. GeoSyntec has assumed that field parameters will stabilize within one hour. If field parameters have not stabilized within one hour, IRC will be contacted to discuss potential strategies. Field forms documenting the redevelopment activities will be prepared. GeoSyntec will also record the physical condition of each well, including damage or repairs that may be required. In anticipation of the need to replace some of the monitoring well caps, GeoSyntec will also provide 20 new locking well caps. Monitoring well caps not used will be provided to IRC for future use. Reporting The results of the well development activities will be summarized in a letter report that will include a summary of the field work, applicable field notes and observations, and a list of recommendations, if any. SCHEDULE GeoSyntec understands IRC ' s desired to complete the well redevelopment activities by the end of February; therefore, GeoSyntec is proposing to utilize two one-man crews and anticipates it will take four and a half days to complete the project. We are prepared to begin implementation of the field activities on 23 February 2004 . A detailed budget estimate is provided as Attachment A.
