TUESDAY, MARCH 27, 1962
The Board of County Commissioners of Indian River County, met
at the Courthouse, Vero Beach, Florida, in a regular meeting held at 8:00
o'clock, A. M., Tuesday, March 27, 1962. All members were present. Also
present were Ed Schmucker, County Engineer, John Gould, Attorney, Al
Webber and Freda Wright, Deputy Clerks.
Upon Motion made by Commissioner Hamilton, seconded by Commis-
sioner Macdonald and unanimously carried, a copy of Report No. 5423, made
on the audit of the accounts and records of the Clerk, Sheriff and County
Judge of Indian River County is ordered filed as a part of the public
records of the Board, pursuant to Section 21.121 (3), Florida Statutes.
Mr. James T. Vocelle, Attorney, appeared before the Board with
an application by Ruth M. Johnson for a permit to practice palmistry.
After some discussion and upon Motion made by Commissioner Macdonald, se-
conded by Commissioner Waddell and unanimously carried, the application
was denied and the following Resolution adopted.
R E S O L U T I O N
WHEREAS, Ruth M. Johnson has presented to the Clerk of the Board
of County Commissioners of Indian River County, Florida, an application for
a permit for a license to engage in the occupation of palmistry in Indian
River County, Florida; and,
WHEREAS, Douglas Baker, the Clerk of the Board of County Commis-
sioners of Indian River County, Florida, has made an investigation and
examination of Ruth M. Johnson and has reported the results thereof to the
Board of County Commissioners of Indian River County, Florida, at its next
regular meeting after the presentation of said application; and,
WHEREAS, the Board of County Commissioners of Indian River County,
Florida has considered the application and the report of the Clerk of the
Board of County Commissioners of Indian River County, Florida, and is duly
advised; and,
WHEREAS, many organizations and individuals have objected to and
opposed the issuance of the said permit; and,
WHEREAS, the Board of County Commissioners of Indian River County,

Douglas Baker, Clerk, announced that he had received $540.00 re-
presenting qualifying fees paid to his by the various candidates for
county offices. The sun of $156.00 representing one-third of the amount
of filing fees paid by the candidates of the Democratic party was remitted
to the State Executive Committee of the Democratic party. The sun of
$24.00 representing one-third of the filing fee paid by the candidates of
the Republican party was paid to the State Executive Committee of the
Republican party and the balance of $360.00 was deposited in the General
Revenue Fund as provided by law.
The Secretary of State having certified the candidates qualified
for National and State offices to this Board, and Douglas Baker, Clerk of
Circuit Court, having certified the candidates qualified for County offices,
the following named persons were ordered placed on the official Democratic
Ballot'of Indian River County, for the Primary Election to be held Tuesday,
May 8, 1962, as follows:

Motion was made by Commissioner Waddell, seconded by Commissioner
Macdonald and unanimously carried, that $120.00 be paid to the East Central
Florida Regional Planning Council out of the Commissioner's Contingencies
Fund #269.2.
Upon Motion made by Commissioner Waddell, seconded by Commissioner
Hamilton and unanimously carried, the following Resolution was adopted.
R E S O L U T I O N
WHEREAS, there is a total surplus of $3,000.00 in the
General Revenue Fund of Indian River County under some items and
which surplus exists after payment of all necessary expenditures

under such items for the current fiscal year; and
WHEREAS, there is a deficiency in funds necessary to provide
for the proper and authorized expenditures under some items in the
General Revenue Fund; and
WHEREAS, said items mentioned are a part of the same fund
and the transfer from one item to another item in the same fund and is
not a transfer from one fund to another fund; therefore,
BE IT RESOLVED that there is herewith transferred the sum of
$3,000.00 from some items where there is a surplus to the items where
there is a deficiency, according to detailed_ statement attached, all in
the General Revenue Fund of the current budget of Indian River County
as provided bylaw. -

Macdonald, seconded by Commissioner Hamilton, and unanimously carried, that
the County Attorney and the County Engineer prepare a proper amendment and
present to the Board at the next meeting for approval.
Mr. Homer Fletcher, Tax Assessor, appeared before the Board and
requested permission to close his office for half a day beginning April 2,
1962, in order that his staff could prepare the new roll without interruption.
Upon motion made by Commissioner Macdonald, seconded by Commissioner Waddell
and unanimously carried, the request was granted.
The County Attorney reported that the time for filing amended com-
plaint in the Harrison Jones suit against the county has expired and that
he would file Motion to Dismiss, the final decision being at the discretion
of the Court.
The County Attorney was requested to write Mr. Larson, Special
Investigator of the Florida East Coast Railway, to see if they would make
a trade to close Oslo Crossing for crossing gates on the Swords Asphalt
Crossing.
The County Engineer stated that he had had several complaints about
the smoke and dust created from the Swords Asphalt Plant. Mr. Schmucker
was requested to contact Mr. Swords with regard to same.
Motion was made by Commissioner McCullers, seconded by Commissioner
Waddell and unanimously carried, that James E. Roberts, County Service
Officer, is authorized to attend the Eleventh Annual Statewide School and
Conference to be held in Daytona Beach, Florida, on April 30 through May 5,
1962, at the Daytona Plaza Hotel.
The Chairman read a letter from the Vero Beach Chamber of Commerce,
thanking the Board for their contribution and also asking for any suggestions
as to how the money should be spent. Upon Motion made by Commissioner
Macdonald, seconded by Commissioner Waddell, and unanimously carried, the
County Attorney was requested to write to them and express the feelings of
the Board toward donating to golf tournaments.
The Coupty Engineer was requested to write to Mr. N. B. Ryall and
advise him that the County would give him a culvert or two for the Fellsmere
Cross State Road, if he would furnish the other necessary work to make the
road passable.
