The Board of County Commissioners of Indian River County, met at the
Courthouse, Vero Beach, Florida, in a regular meeting held at 8:00 o'clock,
A. M., Tuesday, April 24, 1962. All members were present. Also present
were Ed Schmucker, County Engineer, John Gould, Attorney, Al Webber and
Freda Wright, Deputy Clerks.
Mr. Robert L. Cammack, Mrs. Taylor and Mr. Alexander, representing
citizens of Roseland, appeared before the Board and voiced dissapproval
of Northwood Street railway crossing being closed by the Railway Company.
After considerable discussion Motion was made by Commissioner Macdonald,
seconded by Commissioner McCullers and unanimously carried, that the
County Attorney write a letter to Mr: Thornton, Vice President and Chief
Operating Officer of the Florida East Coast Railway, protesting this
action and requesting that it be corrected at once.
The Charman read the following letter from Mr. N. B. Ryall:
"April 22, 1962
Mr. Robert Graves, Chairman,
Indian River County Commission
Vero Beach, Florida
Dear Mr. Graves:
Several property owners in the Northwestern area of Indian River County
are unable to reach their properties by other than a 4 -wheel drive
vehicle. The access road to this property is known as the Fellsmere-
Kenansville grade.
It seems impractical at this time to secure funds for improvement of
this entire road. However, if you could start at the West end of this
road in Indian River County and apply a cap of marl where needed East
fo'r 4 miles and install a few small culverts, our situation would be greatly
relieved. Mr. Smucker has made up the specifications for this work. Mr.
Hamilton has inspected the area and found a convenient source of marl
which can be used.
The interested land owners are willing to contribute $1500 toward this
work if it can be undertaken soon. We believe this should -cover the cost
of labor and fuel for the county equipment.

The County Attorney reported that the Harrison Jones suit had been
revived and that it could take several more months to bring it to a close.
The Chairman presented a Resolution from the Central and Southern
Florida Flood Control District Board. Upon Motion made by Commissioner
Waddell, seconded by Commissioner Macdonald, and unanimously carried, the
Resolution was adopted as follows:
RESOLUTION
WHEREAS Indian River County is considered a part of Central
and Southern Florida Flood Control District, and
WHEREAS Indian River County has been paying taxes assessed
by the District for many years, and
WHEREAS no construction work has been started on the Flood
Control Project in Indian River County by the Flood Control District, and
WHEREAS the Flood Control District and the Corps of Engineers
have completed several plans of improvement for the Upper St. Johns
River Basin and specifically in Indian River County, and
WHEREAS the most recent plan has been completed by the Corps
of Engineers and submitted to higher authority for approval, and
WHEREAS the Flood Control District must also approve or
disapprove this plan before any work can be programed, and
WHEREAS we believe that construction of certain works of the
project on a priority basis wo i_3 prove most beneficial to Indian River
County,

Mr. Alex MacWilliam appeared before the Board and gave a report
on what had been done and future plans for Memorial Island and express
his appreciation to the Board for their contribution towards the project.
The County Agent filed his monthly report with the Board.
The Chairman presented a Resolution adopted by the Brevard County
Board of County Commissioners, recommending that walkways be included on
the Sebastian River Bridge. The Resolution was ordered filed in the
records of the Clerk's office.
The Clerk submitted a sample ballot to the Board and asked their
approval for publication as provided by law. Upon Motion made by Commis-
sioner Hamilton, seconded by Commissioner McCullers and unanimously car-
ried, the sample ballot was ordered published in the Vero Beach Press
Journal in the April 26, 1962, publication.
The sex;eral bills and accounts against the County, having been
audited, were examined and found correct, were approved and warrants
issued in settlement of same as follows: General Revenue Fund, Warrant
Nos. 591 to 615 both inclusive; Road and Bridge Fund, Warrant Nos. 390
to 400 both inclusive; Fine and Forfeiture Fund, Warrant Nos. 49 to 53
both inclusive; and Capital Outlay Fund No. 34. Such bills and accounts
being on file in the Office of the Clerk of the Circuit Court, the
warrants so issued from the respective funds being listed in the Supple-
mental Minute Book as provided by the rules of the State Auditor,
reference to such record and the list so recorded being made a part of
these minutes.
There being no further business, on motion made, seconded and
carried the Board then adjourned.
