The Board of County Commissioners of Indian River County, met
at the Courthouse, Vero Beach, Florida, in a regular meeting held at
8:00 o'clock, A. M., Tuesday, June 5, 1962. Present were D. B. McCullers,
Vice Chairman, Donald Macdonald, B. Q. Waddell and J. J. P. Hamilton.
Absent was, Robert W. Graves, Chairman. Also present were Ed Schmucker,
County Engineer, John Gould, Attorney, and Al Webber and Freda Wright,
Deputy Clerks.
The Vice Chairman asked if there were any changes or additions
to be made to the minutes of May 8, 22 and 25, 1962. There were none
and upon Motion made by Commissioner Hamilton, seconded by Commissioner
Macdonald and unanimously carried, the minutes were approved as read.
Mrs. Gladys Vigliano, County Welfare Worker, gave an oral
report of some of her activities for the month of April and filed a
written report with the Board.
The County Attorney reported that he had a letter from the
Railroad which stated that if the county would pay for warning signals,
the railroad would re -open the crossing at Roseland. It was the
decision of the Board that they did not wish to enter in an -agreement
of this nature and upon Motion made by Commissioner Macdonald, seconded
by Commissioner Waddell and unanimously carried, the County Attorney is
instructed to proceed with the suit against the Railroad company.
The County Supervisor of Registration appeared before the
Board and requested an opinion from the County Attorney with,regard to
the write-in votes cast on May_29,1962, Second Primary election. The
County Attorney stated that in his opinion, this opinion being taken
from the Attorney General opinion issued on May 24, 1962, the names of
Kennett B. Olson and Theresa Rose be certified to the State as the
elected Republican State Committeeman and Committeewoman.

The County Attorney reported that/the deeds for Roseland road
had been signed and the deed to the Auxier property for the county dump
had been signed.

The County Engineer presented a sketch of the beach property
to be acquired from the government for a public park. After some dis-
cussion, the County Engineer was requested to contact Mr. Van Busch to
see if he might sell a portion of his property to the county, so that they
might have an 8 acre park.
Motion was made by Commissioner Macdonald, seconded by Commis-
sioner Waddell and unanimously carried, that the County Engineer is
authorized to install a new oak floor in the Community Building in
Roseland.
The County Engineer reported on the cost to repair the Blue
Cypress Road. It was decided that if the repairs were handled in the
same manner as the Fellsmere Cross State road, the cost to the property
owners would be $450.00. Motion was made by Commissioner Macdonald,
seconded by Commissioner Waddell and unanimously carried, that the County
Engineer is authorized to make this proposition to them.
The County Engineer reported that he had had a request from a
party on the new US Highway No. 1 to install a wider entrance to his ten
acre grove. After considerable discussion Motion was made by Commissioner
Waddell, seconded by Commissioner Macdonald, and unanimously carried that the
request be denied.
The cost of construction of bridges was discussed. The County
Engineer did not know the cost of a 16 foot concrete bridge and was asked
to work out a cost for concrete and creosote wood bridge to determine if
the concrete might be less expensive in the long run.
The Tax Assessor appeared before the Board and requested authori-
zation to send printed notices -to all property owners advising them of the
change in assessments. Motion was made by Commissioner Macdonald, second-
ed by Commissioner Hamilton and unanimously carried, that the Assessor is
authorized to spend the money to send out the necessary notice.
The Tax Assessor was requested to advise the Addressograph
Company, who has written the contract for maintenance of the various mach-
ines, to have a•representative present at the Board meeting on June 19 or
July 10, to discuss the contract with them.

for the balance of the County funds for the 1962-1963 fiscal year.
Motion was made by Commissioner Hamilton, seconded by Commissioner
Macdonald and unanimously carried, that Commissioner Waddell is authorized
to attend a meeting of the State Association of Board of Directors in
Jacksonville on June 13, 1962.
The several bills and accounts against the County, having been
audited, were examined and found correct, were approved and warrants
issued in settlement of same as follows: General Revenue Fund, Warrant
Nos.616 to 860 both inclusive; Road and Bridge Fund Warrant Nos. 461 to
501, both inclusive; Fine and Forfeiture Fund, Warrant Nos. 60 to 66
both inclusive, and Capital Outlay Fund, Warrant Nos. 44 to 47, both
inclusive. Such bills and accounts being on file in the office of the
Clerk of the Circuit Court, the warrants so issued from the respective
funds being listed in the Supplemental Minute Book as provided by the
rules of the State Auditor, reference to such record and the list so
recorded being made a part of these minutes.
