The Board of County Commissioners of Indian River County, met at the Courthouse, Vero Beach, Florida in a regular meeting held at 8:00 o'clock A. M. Tuesday, August 7, 1962. All members were present. Also present were Ed Schmucker, County Engineer, John Gould, Attorney, Al Webber and Ruth Elliott, Deputy Clerks. The Chairman asked if there were any changes or additions to be made to the minutes of July 10 and 24, 1962. Upon Motion by Commissioner Hamilton, seconded by Commissioner Waddell and unanimously carried, the minutes of July 10 and July 24, 1962 were approved as read. The Chairman read a Notice that was published in the Vero Beach Press -Journal on July 26, 1962, advertising a Supplemental Budget of the Fine and Forfeiture Fund as follows: Fine and Forfeiture Fund Expenditures To From 364. Contingencies $6,500.00 A letter was received from the Fort Pierce Memorial Hospital regarding the charges for Indigent Hospitalization. It was referred to Dr. Flood. A letter was read from the Pilot Club of Indian River County, who in cooperation with the law enforcement agencies of the County have in- stituted a program to encourage Safety on the Highways for the month of September. Motion was made by Commissioner Macdonald, seconded by Commissioner McCullers, and unanimously carried, that the Board endorse thi$ program. The County Attorney reminded the Board of a letter from'the*Flor,ida Development Commission informing them that there was approximately $5,000.00 availab14- to the County for "aviation use". He stated that "aviation use" was anything;thit had to do.with aviation and that the Florida Development Commission would.have to know what the money would be used for, before the money would be relaased.. Item #11. Unit price bid per square yard for a 6" depth Soil Cement construction. The following bids were received. PAN AFRICAN ENGINEERING CO. $1.00 per square'yard. Note: Swords & Sons Asphalt Company gave an Alternate bid on Item #11 for 6" Limerock base and seal coat of minimum of .15 gallon of RC -1S Asphalt per square yard. An alternate for this item was not advertised. Upon Motion by Commissioner McCullers, seconded by Commissioner Waddell and unanimously carried, the following Resolution was adopted: RESOLUTION WHEREAS, Florida State Turnpike Authority has undertaken to extend the Sunshine State Parkway from its northern terminus at Fort Pierce, Florida, to a terminus in the vicinity of Wildwood, Florida; and WHEREAS, said extension of said Sunshine State Parkway will cross the westward projection of Florida State Road 606, known in Indian River County as Oslo Road; and, WHEREAS, it is the opinion of the Board of County Commissioners of Indian River County, Florida, that increase in traffic during the next few years will require the extension of said Florida State Road 606 westward to intersect with U.S. Highway 441; and, WHEREAS, such extension would be impossible unless provision were made for the crossing of said Sunshine State Parkway by said extended Florida State Road 606; NOW, THEREFORE: BE IT RESOLVED by the Board of County Commissioners of -Indian River County, Florida, that, for the reason stated above, Florida State Turnpike Authority is hereby respectfully requested to make adequate provision, either by underpass.or overpass, for the crossing of Sunshine State Parkway by a westward extension of Florida State Road 606 in the vicinity of the r southwest corner of Indian River County, Florida. The County Engineer reported that he had received a letter from v General Development Corporation which, according to the County Attorney, was not sufficient to extend their performance bonds. After some dis- cussion, the Board requested the County Attorney to inform General Development Corporation the correct procedure by which their Bonding Company should extend their bonds. The County Engineer stated that he had been requested to knock down the former Tenth Tee at the Country Club near the bridge because it was blocking the view at that corner. The Board suggested that the Engineer check further with Bob Edsall. Motion was made by Commissioner McCullers, seconded by Commissioner Hamilton and unanimously carried, that the County Engineer be authorized to offer Mr. Ritter, Trustee, the sum of $500.00 for the right-of-way at the Northeast corner of Lateral A on North Winter Beach Road. Motion was made by Commissioner Macdonald, seconded by Commissioner McCullers and unanimously carried, that the Tentative Budget for the year ending September 30, 1963, be published and that public hearing be set for September 6th, 1962 at 8:00 o'clock A. M., in the County Commissioners' Room. Upon Motion made by Commissioner Macdonald, seconded by Commissioner Waddell and unanimously carried, the following right-of-way requirements were approved for Indian River Drive as recommended by the County Engineer: 200' r/w required if there is not adequate elevation or drainage provided. 150' r/w required if there is adequate elevation and no drainage provided. 120' r/w required if there is adequate elevation and adequate drainage provided. The monthly reports of the County Agent and the County Service Officer were ordered filed with the Clerk. The several bills and accounts against the County, having been audited, were examined and found correct, were approved and warrants issued in settlement of same as follows: General Revenue Fund, Warrant Nos. 977 to 1027, both inclusive; Road and Bridge Fund, Warrant Nos. 574 to 614, both inclusive; Fine and Forfeiture Fund, Warrant Nos.79 to:83 both inclusive.
