The Board of County Commissioners of Indian River -County met
at the Courthouse, Vero Beach, Florida, at 1:00 o'clock P. M., on Tuesday,
August 7, .1962, as an Equalization Board as provided by law. Present
were Robert W. Graves, Chairman, and members, D'. B. McCullers, Dr. B. Q..
Waddell, Donald Macdonald. Absent was J. J. P. Hamilton. Also present

were Ed Schmucker, County Engineer; John Gould Attorney, Al Webber and
Ruth Elliott, Deputy Clerks. -
The Chairman read a Notice that was published in the Vero Beach
Press -Journal on July 19, 26 and August 2, 1962, giving notice of .the
Equalization.meeting.
Homer Fletcher, Tax Assessor stated that the Tax Rolls were not
ready and that they would be ready by September 6, 1962.
The Chairman asked if there was anyone present who wished to be
heard. Mr. Harold Winner, owner of Lots 11 through 15, Ambersand Beach
Subdivision #1; Mr. H. L. Clark, Jr., of Lake Placid, owner of Lots 18 and
19, Ambersand Beach #1 and one-third interest in Lots 3 & 4, Section 20,
Township 30 South, Range 39 East; and Mr. & Mrs. Lowell (Mike) Smith,
owners of the South 300' of the North 600' of Lot 1, Section 28, Township
30 South, Range 39 E, of Lots 1 & 2, Ambersand Beach Subdivision #2, and of
the South 300' of North 600' of Lot 1, Section 29, Township 30S,Range 39 E.
appeared before the Board and requested that their assessments be equalized
as to being in line with other properties.
The Board informed the above individuals that no action could be
taken until the tax rolls were completed.
Upon motion made, seconded and carried, this Board recesses as a
Board of Equalization to reconvene on September 6th at 1:00 o'clock P. M.
The meeting was then opened to continue as a regular Board meeting.
Motion was made by Commissioner Macdonald, seconded by Commissioner
McCullers and unanimously carried that anyone employed by the County who
is now being paid twice a month and would prefer to be paid once a_month
should contact the Clerk's office before October 1, 1962.

The County Engineer, after tabulating the bids received on Item #7,
reported that Culvert Manufacturing Company was apparent low bidder.
Motion was made by Commissioner McCullers, seconded by Commissioner Mac-
donald and unanimously carried that the bid of Culvert Manufacturing Company
be accepted, for item #7.
The County Engineer, after tabulating the bids received on Item #3B
through #3K, reported that Koppers Company, Inc. was apparent low bidder.
Motion was made by Commissioner Waddell, seconded by Commissioner Macdonald,
and unanimously carried, that the bid of Koppers Company, Inc. be accepted. -
In regard to the acceptance of the bids of Ideal Crushed Stone, Inc.,
on Items #4 and #5, Ed Schmucker, County Engineer reported to the Board
that he called the FEC Railway Station and that the freight rate on a
load of building material is $1.51 per .ton loaded FEC Station, Miami,
providing the value of the material does not exceed $4.00 per ton.
There being no further business, on motion made, seconded and
carried, the Board then adjourned.
