HomeMy WebLinkAbout9/28/1962; a FRIDAY, SEPTEMBER ,28, 1962 the Board of County Commissioners of Indian River County,, met at the Courthouse, Vero Beach, Florida, in a special meeting held at.8:00 o'clock, A. M., Friday, September 28, 1962. Present were Robert W. Graves, Chairman, Donald Macdonald, J. J. P. Hamilton, and B. Q. Waddell.; Absent was D. B. McCullers. Also present were Ed-Schmucker, County -Engineer, John Gould, Attorney, Al Webber and Freda Wright, Deputy Clerks. The Chairman announced that the Board was ready to continue the discussion on.the water situation between Mr. Riyenbark-and General Water- works Corporation. The County Attorney stated that after studying the franchise, he thought the only question to be settled was the feasibility of the service. If the Board felt that the Company had not presented enough evidence to show that the water connection was not feasible, then they could require them to present more. Mr. Smalley, representing the General Waterworks Company, and Mr. Rivenbark were present and entered into .the discussion. After hearing the discussion, motion was made by Commis- sioner Waddell, seconded by Commissioner Macdonald and unanimously carried, that the Board adopt a policy in this particular case, that a line extention based on the cost of a 2 inch line would be feasible and equitable, both for the Company and the customer, Mr. Rivenbark, the cost of such 2 inch line extention to be borne by the customer. Upon motion made, seconded and carried, the Board recessed as a Board of County Commissioners and re -convened as a Board of Equalization, as provided by law, said meeting was advertised in the Vero Beach Press Journal in the issue of September 13, 20, 27, 1962, said proof of publica- tion of said notice is on file in the records of the Clerk's office. Homer Fletcher, Tax Assessor, announced that the real estate assessment roll was completed, but the personal property tax roll was not and that all persons had not been notified of the new assessment and he would like to wait another week to give them a chance to come in. The Chairman announced that the Board was ready to hear any com- plaints. No one present wished to be heard at this time. ii The Chairman presented a complaint of Bernard M. Shotkin, re- questing that the assessment on his lots in the City of Fellsmere be re- duced. The Board then check the roll and compared with other properties of equal status and found the valuation to be in line. No action was taken at .this time. The Chairman read a Petition of General Development Corporation with regard to the assessment of all of their properties in Indian River County. The Tax Assessor stated representatives of their Corporation had been in to see him and he felt sure they were satisfied with the assessments. The County Attorney was requested to call their attorney, advise them of their right to appear at the next meeting or asked them to rescind the petition. The Chairman presented the complaint of Mrs. Ella Joe Stolberg Wilcox. The Board considered property of equal value and found that her assessment was in line and requested the County Attorney to write to Mrs. Wilcox and advise her that her complaint had been reviewed and found to be in line with other properties and that her complaint is denied. Motion was made by Commissioner Waddell, seanded by Commissioner Macdonald and unanimously carried, that the assessment has been investigated and found to be equal in value and that the complaint of Mrs..Wilcox is denied. Mr. Winner_. appeared before the Board and stated that he thought his assessment in Ambersar4d Beach Subdivision was too high for the reason that a considerable amount of the property was public right-of-way and he is paying tax on property that he did not own. His assessment,was checked and compared with other properties and found to be in line. He was also informed _-that the Board could not.do anything about -the right-of-way problem at this equalization meeting, but would consider it when they met as'the Board of Crninty Commissioners, whereupon Motion was made by -Commissioner Waddell, seconded by Commissioner Macdonald and unanimously carried;'that this Board has €dand Mr. -Winner's property to be equal with other lots in the area apd that his petition be denied. y
