HomeMy WebLinkAbout7/25/19287'0 It was thereupon resolved that the Clerk of the Circuit Court be directed to hav the foregoing estimates as made by the Board published in a newspaper in this County by one insertion and that a copy thereof properly certified be forwarded to the Comptroller of the :State of Florida. It vas further, resolved that at a special meeting of this Board to be held on th 25th day of July 1928 , the foregoing estimates shall be taken tip and considered and acted upon and at, the same time the tax levy for the year 1928, will be made. It was ordered that Traffic officer William Frick be given a vacation of 30 days with pay. The Board of County Commissioners then adjourned to meet on the 25th day of July, 19284 Chairman. NhMMMM MM MM NN a NN 1 1 1 1 -7 The foregoing estimates as made by the Board and published in the Vero, Beach Press -Journal, a newspaper published in the County in the issue of said newspaper of the 10th day of July 19199 was then taken up, considered, and finally adopted. The -Board then proceeded with the matter of fixing the rate of taxation for County and special District purposes for the year 1928# and after a careful consideration of the estimates of receipts and the estimates of expenditures it was the detemina,tion of the Board that the rate of taxation necessary to met such expenses would be for each of the following mentioned purposes the amounts estimated, declared and levied, viz: In order to meet the estimated current expenses of the County of Indian River, $23,275.00, it is determined and hereby declared that a tax rate of Five (5) mills upon the dollar be levied and is hereby imposed upon all of the property lying and being in the County of Indian River on the first day of January 1928s for the GMMRAL REVENUE. FUND, to meet the current expenses of the County and to provide for the ex- penditure as estimated in the budget hereinbefore set forth. To meet the expenses estimated to be necessary to be paid out of the Fin..®e and Forfeiture Funds the sum of $11,970.00, it is determined and hereby. declared that a tax of Two (2) mills upon the dollar be levied, assessed, and is hereby imposed upon all the property lying and being in the County of Indian River on the first day of January, 1928, for the PM & FORFEITUBE FUND, to meet the current expenses as esti- mated in the budget. To cover the amount of the estimated expenses for keeping the County Roads in good shape and for the construction and repairing of bridges and other necessary ex- penses to keep the roads of the County in good condition and provide for other roads when necessary of $96,425.00 it is determined and hereby declared that a tax rate of Five (5) mills upon the dollar be levied, assessed, and is hereby imposed upon all of the property lying and being in the County of Indian River on the first day of January 1928, to meet the current expenses of the County as estimated in the budget. ^10 meet the interest payments and provide a sinking fund for the ultimate ademption of County Bonds, and to pay interest and retire principal and provide a sinking fund on Bonds, Time Warrants and Negotiable Notes issues by St.Lucie County,, during the time this territory was within the limits of said County, and which debt as pro -rated and the porportionate part assumed by Indian River County, all of which bonds, time warrants and negotiable notes were issued pursuant to the requirements of m the law, the sum of $70,678.00, it is determined and hereby declared that a tax rate f Eighteen (18) mills upon the dollar be levied, assessed, and is hereby imposed upon 4.11 the property lying and being in the County of Indian River on the first day of {Tanuary, 1928. To meet the current expenses incidental and necessary to the operation of the �ublic 13chools of the County, and to pay the salaries of teachers and repair school ousel, pay interest and pay off the school debt of the County, as estimated by the ounty Board of Publis Instruction, the sum of $75,000.00, it is determined and hereby 4eclared that a.jrax rate of Ten (10) mills upon the dollar be levied, assessed, and s hereby ,imposed upon all the property in the County of Indian River on the first day of Januazy 1928. To� `ptovide a fund for the payment of worthy mothers in order that their children ,a May attend. the Public 'Sahools of the County, the sty. of $29992.50 it is determined and hereby declared a that a tax rate of Thilee-fflurth (3/4) of a mill upon the dollar be levied, assessed, and - is hereby imposed upon all the property in the County of Indian y y ver on the first day of January 1928s for the MOTHERS TENSION FUNS]. ri72 To meet the current expenses incidental to the County Fair, to provide for an exhibit of the County at the South Florida Fair at Tampa, Florida, and for the general advertising of the County, the sum of 04,987.50, it is detemnined and hereby declared that a tax rate of One and one-fourth (1-1/4) mills upon the dollar be levied, assessed and is hereby imposed upon all of the property in the County of Indian River on the f irst day of January 1928, for the PUBLICITY FMD. For the encouragement and protection of Agriculture as authorized under Chapter 73020 Acts of 1917, and any amendments thereto, the sum of $3,800.05, it is determined and hereby declared that a tax rate of One (1) mill upon the dollar be levied, assessed, and is ,hereby imposed upon all the property in the County of Indian River, on the first day of January 19289 for the AGRICULTURAL Fes, to meet the current expenses as estimated in the budget. According to the millage so determined, fixed and assessed, the total millage to be entered in the column provided for County Taxes in the assessment roll for the year 19281, is Forty-three (43) mills upon the dollar, to cover a total estimated expenditure of $289,128.00. Estimates having been made by the Trustees of Special. Tax School District No.14, and the Trustees having certified the rate of millage voted to be assessed it was determined that a -tax rate of Ten (10) mills upon the dollar be levied, and is hereby fixed, and assessed for the year 1928, on all of the property in the County of Indian Rivers- lying and being withintthe boundaries of the said District No.14, which boundaries are as follows: Beginning at the North-east comer of To 31 S .R.37 E. , then run Fest along County line, to N.W.Cor.T:31 S.R.35, thenoe South along County line to S .W.Cor.T.32 9.8.35 thence East along Township line to -1T.E.Cor.T.32 S .R.37 thence North along township line to starting point. Estimates having been made by the Trustees of Special Tax school District No.16, �74 and the Trustees having certified the rate of millage voted to be assessed, it was determined that a tax rate of Ten (10) mills upon the dollar be levied, and is hereby fixed and assessed for the year 1928, on all of the property in the county of Indian River lying and being within the boundaries of the said District No. 16, which boun- daries are as follows: Beginning at the Forth -east corner of Sec. 22 T.33 S.R.40 run thence West along Bection line to 1.1g.Cor.Sec 199 TB.33 S.R.36 E. , thence South along Section line to SX.Cor.:Sec.31 T.33 S.R.36 thence East along Section line to Atlantic Ocean, thence North along Ocean beach to starting point. To meet the interest payments and provide a sinking fund for the ultimate redemp- tion of Bonds of County Special Tax School Districts and in pursuance of the require- ments of law, and as estimated by the county Board of ?ublic Instructions, it is deter- mined and hereby declared t at a tax rate of Six (6) mills upon the dollar be levied, and is hereby fixed and assessed for the year 19289 on all of the property in the County of Indian River, lying and being within the boundaries of Special Tax School Districts. Nos. One (1), Seven (7) and Eight (8)9 the boundaries of each of said .Special Tax ,choo7 Districts being described above in these minutes. To meet the interest payments and provide a sinking fund for the ultimate redemp- tion of Bonds of County .:special Tax School District No. 14, and in pursuance of the requirements of law, and as estimated by the County Board of Public Instructions, it is determined and hereby declared that a tax rate of Five (5) mills upon the dollar be levied, and is hereby fixed and assessed for the year 19289 on all of the property in the County of Indian River, lying and being within the boundaries of Special Tax School District No. 14, the boundaries of which said District is described above in these minutes. To meet the interest payments and provide a sinking fund for the ultimate redemp- tion of Bonds and Time Warrants of Special Tax School District No -119 and in pursuance of the requirements of law, and as estimated by the County Board of public Instructions, it is determined and hereby declared that a tax rate of Ten (10) mills upon the dollar, be levied, and is hereby fixed and assessed for the year 1928 on all of the property in the County of Indian River, lying and being within the boundaries of Special Tax School District Noll, the boundaries of said District being described above in these minutes. Estimates having been made by the Board of Commissioners of Indian River Mosquito Control District, and a certified copy of the resolution filed with the Board, as re- quired by law, and as estimated by the said Board of Commissioners, it is determined and hereby declared that a tax rate of Three (3) mills upon the dollar be levied, and is hereby fixed and assessed for the year 1928, on all of the property in the County of Indian River, lying and 'being within the boundaries of said Mosquito Control Distric the boundaries of said District being described as being the entire County as a whole. Estimates having been made by the Board of Commissioners of the Sebastian Inlet District for the ultimate redemption of bonds and to pay the interest thereon when due, and for general repairs and additional work to be done, and a certified copy of the resolution filed with this Board, and as estimated by the said Board of Commissioners of the SEBASTIAN INI3T DISTRICT, it is determined and hereby declared that a tax rate for of Five (5) mills upon the dollar be levied, and is hereby fixed and assessed for the year 1928, on all of the property in the County of Indian River, lying and being within the boundaries of said jebastian Inlet District. Four -(4) mills of which shall be used for the interest payments and to create a sinking fund and One (1) mill shall be used for repairs and general work on said inlet,as provided in Chapter 7,976 Acts of 1919. The boundaries of said Bridge District being described as follows: Beginning at the Forth -west corner of Township 31, South Range 37 East, ran East on the North line of Indian River County to the center of the 1ebastian River; thence North-easterly along the County line in the Sebastian River to the Indian River; Thence Easterly through the center of the channel of the Sebastian Inlet in Government lot 2 of Section 20, Township 30,Touth, Range 39 East, to the .Atlantic Ocean; thence South-easterly along the shore of the Atlantic Ocean to the South line of rection 14, Township 31 South, Range 39 East; thence West to the South-west corner of Section 189 Township 31 South, Range 38 East; Thence South along the Range line between Ranges 37 and 38 East to the line between Townships 32 and 33 South; thence Vrest along the South line of Township 32 South to the Range line between Ranges 36 and 37 East; thence North' along the said Range line and Lateral "S" of the Fellsmere Farms Drainage system to the point of beginning. EST TES having been made by the Commissioners of the Fellsmere Cross -State Road Districts and having filed certified copy of resolution declaring the tax, for the necessary expenditures and for the purpose of paying interest, creating a sinking fund and the ultimate redemption of Road District bonds, it is determined and hereby declared that a tax rate of Twelve (12) mills upon the dollar be levied, and is hereby fixed and assessed for the year 1928, on all of the property in the County of Indian River, lying and being within the boundaries of said Fellemere Cross State Road District, Nine (9) mills of which shall be used for interest & Sinking fund, and Three (3) mills shall be used solely for the purposes authorized and prescribed by Chapter 10373,Acts of 19259 Laws of Florida. The Board then proceeded to fix the millage for Vero Bridge District, in accord- ance with the laws of Florida as amended by the 1927 Legislature, and it was determined that a tax of Three (3) mills on the dollar be levied and is hereby fixed and assessed for the year 1928, on all of the property in the County of Indian River lying and being within the boundaries of the said Vero Bridge District for the purpose of paying interes and creating a sinking fund for the retirement of the bonded debt, and for the necee assistance to operate said bridge and reasonable repairs of same --to raise $5,328.01 - The Board then proceeded to fix the millage for � Bridge District, in aceo.rdane with the laws of Florida as amended by the 1927 Legislature, and it was determined that a tax rate of Two (2) mills on the dollar be levied and is hereby fixed and assessed fo the year 1928, on all of the property in the County of Indian River lying and being within the boundaries of the said Quay Bridge District for the purpose of paying ante 11 1 1 177 and creating a sinking fund for the retirement of the bonded debt, and for employment of the necessary assistance for the proper operation of said bridge and to pay for reasonable repairs thereon --amount to be raised $40948.01. BE -SOLVED, That the Tax ,assessor in and for the County of Indian River,State of Florida, be and he is hereby directed to levy and assess all of the foregoing taxes as fixed and levied by this Board upon the property as levied and that he extend the taxes on the valuation of such property according to said millage as fixed and determined by this Board on all the property subject "to taxation in the said County of Indian River, as to all taxes levied and intended to be entered on the assessment roll under the head of County taxes and upon all property lying and being within the Districts as described within the County of Indian River, as of the first day of January 1928. REZOLVED, further that the Clerk of the Circuit Court and Clerk of this Board be and he is hereby f• directed to furnish to Geo. T. Tippin, Tax ;Assessor of Indian River County, a full and complete copy of the foregoing minutes in so far as the same relates to the subject of levying taxes, describing boundaries and etc. RESOLVED, further, That the Clerk and Auditor of the County be notified of the amount to be apportioned to the different accounts out of the total taxes levied for all purposes. The following Road petition was received, read and filed: ROAD PETITION. STATE OF FLORIDA ) COUNTY OF INDIAN RIVER) To the Honorable Board of County Commissioners of said County: Gentlemen. -- We the undersigned, citizens of the County of Indian River, State of Flo- rida, respectfully represent that the necessities of the Public require a County Road to be laid out as follows, to -wit: Commencing at Aabasso road 1/4 mile West of S.E.Cor. Sec. 25 thence North on quarter Zection line 1/2 mile, thence West on Half section line to center e of Rection 25 thence Borth on 1/2 Section line to Sebastian Road. We therefore petition your honorable body to cause to be laid out and opened a County Road as above described, and we, the owners of the land through which said road is sought to be laid out, in consideration of the sum of One dollar to each of us severally in hand paid by the County of Indian River, the receipt of which is hereby acknowledged, hereby agree to give the right -of -war through our lands, as shown by the plat accompanying this petition, and relinquish all claims for damage by reason thereof. It was ordered that E.C.Dancy, L.O.Baughman and D.L.Leisher, be appointed a committee of Viewers, to vier, mark and lay out said road and report to this Board. Thebo#d of Chas. D. Toole, as`lupervisor of Registration, in the sum of 0500.00 with T.E.Jun and S.E.Twitchellp as sureties was approved. It was ordered that $125.00 be appropriated out of the General Revenue fund, and charged to -2-rimary election expense to be,used by the Supervisor of Registration in placing the General Flection books in proper shape and condition for the General u' Election to be held November 6, 1928. It was ordered that the County Engineer grade road from Roseland to, connect with the Fellsmere road. The following resolution was offered by Com'r. J.W.LaBruce and seconded by C.omt r. Gen, A. Braddock: MEREAS, on October 6th 19250 pursuant to advertisement for the sale of $49,000. bonds of S)ecial R & B Dist #4 the best price obtainable for said bonds amounted to $480,694.000 and the only with the understanding that the proceeds of the sale of such bonds would not bear interest to the County for the time it remained in the County Depositories to be used as the worked progressed on the roads in said District, and 'SMA, in July 1926, the. Bank of Sebastian, Sebastian, Florida, closed its doors with the sum of $40,281.34 of the County's funds on hand; 434,000.00 of which was on deposit to draw 4% interest thereon, but by reason of the failure of said institution no interest can be collected, and WHEREAS, in January 1927 the Farmers Bank & Trust Co. , of hero Beach, Florida,, closed its doors with approximately $1559000.00 of the County's funds on hand, $1432599.26 of which was of the proceeds of the sale of bonds of Special R & B Dist #4 on which it had been previously agreed no interest would be collected on such deposit, and REAS, interest was regularly paid by the several County Depositories up to March 24th, 1926, on all daily balances of funds on deposit to the credit of the County, and AREAS, since January let 1926 the State of Florida in general, and the southern part of the State in particular has been going through a period of depression, (inane loss and a general re -construction period, causing great losses to the people, banking institutions and other businesses throughout the State, THEREFORE, be it resolved that this Board go on record as opposed to the charging and collecting from the various County Depositories interest on daily balances of the various funds until such time as the financial and business condition of this section of the Mate will justify such action. Upon being put to a vote the resolution was adopted unanimously.
