In order to meet the estimated expenses of the General Fund, it is determined and hereby declared that a tax rate of Three and twelve hundredth (3.12) mills upon the dollar be levied and hereby imposed. 2. In order to meet the estimated expenses of the Road and Bridge Fund, it is determined and hereby declared that a tax rate of Two and Seventy-eight hundredth (2.78) mills upon the dollar be levied and is hereby imposed. 3. Gould 1962 It is assumed that your query pertains to such things as the weekly salaries of county employees and other current operating expenses which normally would be paid on a weekly basis. It should be noted that expenditures made during the month of October 1962, might well amount to nothing more than the disbursement of funds budgeted for the fiscal year ending September 30, 1962. Hence, as a practical matter, the budget for the fiscal year beginning October 1, 1962, would not necessarily be involved. You indicate that the county budget in all probability will be finalized during the month of October, 1962. Inas- much as the counties pay their obligations incurred during the month of October in the month of November, it would appear that the problem with which you are concerned will have resolved itself as of that time. If the proposed expenditures during the month of October are for items not included in the budget for the fiscal year ending September 30, 1962, or are for things not appearing in the budget for the fiscal year beginning October 10 1962, such expendi- tures clearly are unauthorized. It is suggested that the details of the particular expenditures be discussed with representatives of the State Auditing Department who, I am sure, under the above formula will be able to assist in any mechanical details necessary to continue the uninterrupted continuity of the governmental functions of Indian River County.
