This Work Order Number 3 is entered into as of this day of September, 2004
pursuant to that certain Continuing Contract Agreement for Professional Services entered
into as of April 6 , 2004 ( "Agreement" ) , by and between Indian River County , a political
subdivision of the State of Florida ( "COUNTY" ) and Kimley- Horn and Associates Inc .
(" CONSULTANT" ) .

The COUNTY has selected the Consultant to perform the professional services set
forth on Attachment 1 , attached to this Work Order and made part hereof by this. reference .
The professional services will be performed by the Consultant for the fee schedule set
forth in Attachment 1 , attached to this Work Order and made a part hereof by this
reference . The Consultant will perform the professional services within the timeframe
more particularly set forth in Attachment 1 , attached to this Work Order and made a part
hereof by this reference all in accordance with the terms and provisions set forth in the
Agreement . Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in any Work
Order shall conflict with the terms of the Agreement and the terms of the Agreement shall
be deemed to be incorporated in each individual Work Order as if fully set forth herein .
IN WITNESS WHEREOF , the parties hereto have executed this Work Order as of
the date first written above .

ATTACHMENT 1
Proiect Description and Understanding
Improvements to the existing South RO plant PLC and HMI systems are necessary to optimize
automation of the plant operation . These include optimizing chemical feed system loops , alarms, and
loop controls of major system components of the plant. This work will not only include improvements to
the automation of the South RO plant operations , but will be used as a foundation for future integration of
the water and wastewater control systems .
This scope of work is identified as Phase I improvements to the overall utility systems integration of both
water and wastewater plants . In anticipation of centralizing operations at the new Emergency Operations
Center (EOC) , improvements to the control systems at the South RO plant is recommended as the first
phase of integrating all water and wastewater treatment systems .
Scope of Services
See attached Exhibit A .
Schedule
The scope described above is anticipated to take approximately three months from notice to proceed . .
Fees
Consultant will provide these Services as described herein on a lump sum basis for $69 ,000 :
The fees and services stated in this Agreement are valid until December 31 , 2004 .
Consultant will provide these Services in accordance with our non-exclusive professional engineering
agreement approved by the Board of County Commissioners on March 16th, 2004 between Indian River
County and Kimley-Horn and Associates , Inc .

DESCRIPTION
Task A = CHEMICAL FEED SYSTEM INSTRUMENTATION UPGRADES / IMPROVEMENTS
All items include PLC and HMI modifications , test , verifcation and copy to other sites with
alarm/shutdown setpoints and timer setpoints hardcoded in the PLC unless otherwise stated . All
instruments , hardware , speed controlled chemical pumps and wiring is assumed to be installed now or
by others during implementation of these changes .
1 Instrumentation permissives to acid pump controls :
a Low permeate pH - time delayed shutdown of plant with flush
b Low low permeate pH instantaneous shutdown of plant with flush
c Low finished water pH alarm
d High finished water pH alarm
e Low raw water pH - operator adjustable time delay to shutdown plant without flush
f Low low raw water pH - shutdown of plant without flush
g Low low raw water pressure - shutdown of plant without flush
h Low blend pH - time delayed shutdown of plant without flush
I Low low blend pH - shutdown of plant without flush
2 Operation of caustic pumps to be dependent on permissives for flow :
a High pH alarm and time delayed shutdown of pumps
b High high pH shutdown of plant without flush
3 Operation of chemical pumps should be dependent on permissives for pump skid status :
a Zinc orthophosphate pumps should be flow paced based on permeate flow
b Hydroflousilic acid pump should be flow paced based on finished flow (currently based on high service
pumps )
c Permissive to run zinc orthophosphate pumps if there is a skid on (currently based on high service
pumps )
d Permissive to run hydroflousilic acid pump if the high service pumps are on (currently based on raw
water)
Additional Items
1 Install software switches as required . Plant currently has totalizers only. - 2 days
2 Programming for automatic proportional adjustment of sodium hydroxide based on pH at degasifier
output .
3 Programming for silt density index monitor to be installed on raw water feed line .
4 Raw water turbidity meter - online , high and low alarms with operator adjustable time delays to
shutown the plant without flush .

Instrumentation Evaluation
1 Review and evaluate all of the currently installed instrument loops . - 10 days
2 Evaluate validity of current instrumention loop drawings - Actually schematics , included in no . 1
3 Verify the calibration and operation of each instrument - already done by others
4 Verify all of the instrumentation , electrical and loop drawings . - included in no . 1 above
5 Create new "installed " loop schematics . - Modify and redraw based on 50 drawings total
PLC Programming
1 Review the current PLC logic for all of the membrane skids . - 4 days
2 Verify the startup , run and shutdown operation of the skids . - included in no . 1
3 Corrrect the PLC logic to ensure skids will start up to owner's specifications - 2 days
4 Verify and correct the flow control to operate in both automatic and in manual for all trains - 4 days
5 Verify and correct the feed pressure control to operate in automatic - 1 day
HMI Programming
1 Review all of the skid control screens . - 4 days
2 Verify operation of control screens - included in no . 1
3 Correct all asociated skid control screens - included in no . 1
4 Verify functionality with operators . - 2 days
5 Create additional trend data and trending screens . - 2 days
Task C - ALARM AND TREND INSTRUMENTATION ADDITIONS/IMPROVEMENTS
All items include PLC and HMI modifications , test , verifcation and copy to other sites with
alarm/shutdown setpoints and timer setpoints hardcoded in the PLC unless otherwise stated . All
instruments , hardware and wiring is assumed to be installed now or by others during implementation of
these changes .
1 When membrane skid is off (out-of-service), add the following alarms per skid :
a Feed flow - High (Above zero)
b Stage 1 Product flow - High (Above Zero )
c Stage 2 Product flow - High (Above Zero)
d Reject flow - High (Above Zero)
e Feed valve position - Open
f Concentrate control valve - Open
g Product Water Conductivity - High
2 Add alarms for the following .
a Ro feed pump suction - Low
b Reject flow - Out of range
3 Revise all " out of range " alarms to specific " high " or " low" - 2 days
4 Add an analog input and alarm for cartridge filter differential pressure - High

Revise sequencing of shutdown so that the feed valve closes prior to the concentrate valve for all four

2 Configure and setup PLC for interface with existing normalization program provided by the county , and
assist in complete setup and operation of the normalization profiles . - 2 days
