HomeMy WebLinkAbout2005-014 INDIAN RIVER COUNTY Oslo Road Bridge Replacement And Roadway Widening AMENDMENT NO. 5 TO THE PROFESSIONAL ENGINEERING/LAND SURVEYING SERVICES AGREEMENT BETWEEN KIMLEY-HORN AND ASSOCIATES , INC. AND INDIAN RIVER COUNTY, FLORIDA. This is an amendment to the existing Engineering/Land Surveying Services Agreement (AGREEMENT) dated March 24th, 1998 between Kimley-Horn and Associates, Inc . (ENGINEER) and Indian River County (COUNTY) . This amendment addresses changes in " Section III - Scope of Services " , " Section V - Compensation" and " Section XVI — Duration of Agreement " of the AGREEMENT . Amendment Description This Amendment includes the following : " SECTION III — SCOPE OF SERVICES " is being modified to incorporate the following : Oslo Road/ Lateral J Canal Crossing The COUNTY desires to expedite construction plan development associated with the proposed bridge replacement on Oslo Road over the Lateral ` J ' Canal . The COUNTY desires that the bridge-culvert replacement plans be developed separately from the overall Oslo Road bridge replacement and roadway widening project. The ENGINEER will revise and develop the construction documents and technical specifications such that the COUNTY can issue the bridge- culvert replacement documents for independent letting . To facilitate the independent bridge-culvert construction, a separate St. Johns River Water Management District permit will be required. Based upon the present construction documents, this amendment will require revisions and/or supplements to the following plan sheets : Typical Section — 1 Sheet Summary of Quantities — 1 Sheet Plan and Profile — 3 Sheets Cross Section — 3 Sheets Pond Detail Sheets — 2 Sheets Signing and Marking — 2 Sheets Geotechnical Investi ag tion Additional geotechnical investigation is required to support the proposed storm water management facility and roadway improvements along Oslo Road between 27th and 20th Avenue . An outline of the proposed geotechnical services provided by our sub-consultant Dunkelberger Engineering & Testing, Inc . (DET) in connection with the project ' s design is shown below . GA04703508\WP\AMENDA05.doc ■ Drill 6 ' deep hand-auger borings within the proposed roadway improvement corridor to evaluate the in-place subsoils and measure groundwater levels . These borings will be drilled at a horizontal spacing of about 500 ' . Approximately 10 borings will be drilled. ■ Provide a Seasonal High Water Table (SHWT) estimate associated with the proposed storm water management facility along Oslo Road between 27th and 20th Avenue . ■ Prepare and submit brief engineering report of our findings, conclusions and recommendations as they pertain to the planned construction. Utility Permitting The ENGINEER will submit a separate FDEP public drinking water permit to support the relocation of the 20" water main in the vicinity of the Lateral ` J ' Canal Crossing. The consultant will coordinate with FDEP in regards to obtaining these permits . The COUNTY will be responsible for all permit application and agency review fees . " SECTION V — COMPENSATION" is being modified to incorporate the following : The COUNTY agrees to pay and the ENGINEER agrees to accept for services rendered pursuant to this Agreement fees inclusive of expenses in accordance with the following : A. Professional Services Fee The basic compensation mutually agreed upon by the ENGINEER and the COUNTY is as follows : Task Labor Fee Lump Sum Components Oslo Road/ Lateral J Canal Crossing $ 17, 721 Geotechnical Investigation $ 39850 Utility Permitting $ 1 ,600 "SECTION XVI — DURATION OF AGREEMENT" is being modified to incorporate the following : The time for completion of the 90% design drawings, permit applications, and Engineer's Opinion of Probable Construction Cost for the excerpted project shall be two (2) months following receiving the authorization to proceed. Once permits are received, 100% design drawings shall be completed 30 days thereafter. GA04703508\WP\AMENDA05 .doc The AGREEMENT is hereby amended as specifically set forth here in. All other sections of the AGREEMENT shall remain in full force and effect and are incorporated herein . This Amendment No . 5 to the AGREEMENT regardless of where executed, shall be governed by and construed by the laws of the State of Florida. (DE&T) i.3 pleased to submit this proposal, for geotechnical services in connection with the above referel iced project. Our proposed scope of work is based on our telephone conversation with Mr. Btian Good., P.E., of K.imley-horn and Associates, Inc., review of the plan set provided to us, and our previous experience with Oslo Road improvemezits. Genually, our scope of work, is to complete a roadway soil survey for widening of Oslo Road between 20th Avenue and 27th Avenue, and a subsurf we exploration for the proposed f2-acre pond. Our services will include drilling auger boxings along the roadway alignment for the purpose of exploring the shallow subsurface conditions (i.e. , soil and groundwater). Ow• services will also include drilling Standard Penetration Test (SPT) borings for the purpose of exploring the subsurface conditions within the area of the proposed f2-acre pond. Presented hereafter are descriptions of the technical scope of work that we propose to undertake, the cost breakdown, and a time frame for completion of the work. PROJECT GOMMERA.TIONS The project will involve design and construction of a new 4 and 5-lane divided roadway along the existing right-of way of Oslo Road.. The roadway will be a complete reronstruetion of the right-oof--way which wall replace the existing roadway alignment from the. south edge of the existing pavement to approximately 30 feet north of the north edge of the (Wstin,g pavement. The existing pavement is approximately 35 feet wide. The new roadway will be divided by a raised, landscaped median or a turning ' lane, depending on the section of roadway. M. addition to the proposed roadway, a f2-acre pond will be excavated at the northwest corner of Oslo Road and 2CP Avenue. According to Mr. Brian Good, P.E., the pond will extend from the north side of the Oslo Road and 2& Avenue right-of--ways. SCOPE OF STUDY Our work for this project will consist of five (5) primary components. 1 _ Exploration of the shallow subsurface conditions along the proposed roa& .way using borings advanced by hand-turned augering equipment to a depth of approximately b feet below the existing ground surface. We plan to perform ten ( 10) auger borings at about 250400t centers. The borings will be positioned at staggered locations within the 3 Moot wade stretch along the north side of the existing pavement, including a few on the south edge of the existing pavement. Groundwater levels will be measured in each borehole upon its completion, and again after an approximate 24-hour period to allow the water table tame to stabilize. 2. Two (2) Standard Penetration Test (SPT) borings will be drilled in accc:ssible areas at the proposed f2-acre pond location. Each of the SPT borings will be drilled to a depth of 25 feet below the existing ground surface using a conventional truck�motmted drill . rig and utilizing mud rotary procedures. For each SPT boring, samples of the mi ppaace soils will be recovered at frequent vertical intervals using a standard split-barrel driver. . with a 140-pound hammer freely falling 30 inches (Standard Penetration Test per ASTM D 1586). 3 . Lalxrratory examination (classification) of the recovered material samples and physical property tests of same to establish their gradation, organic content, and moisture content. The results of the laboratory tests will be used for soil classification and to determine relevant engineering properties such as strength and compressibility. 4. Evaluation of the geotechnical suitability of the inn-situ materials fo:r use as roadway embankment and subgrade, borrow (pond) suitability, estimating a design Limerock Bearing Ratio (LDR) value, and projecting wet season water levels . 5 . Submittal of an engineering report transmitting the factual infonnation gathered including dratted cross-sectional profiles of, the subsurface conditions with AASHTO soil classifications. The report will present recommendations pertaining to in�mtu soil suitability, embankment construction and pavement drainage. The report will be prepared following l:DOT's "Soil Survey" guidelines with the drafted cross-sectional pro Files in AutoCAD Version 2004 format for inclusion on the roadway cross-section drawing;;. COMPENSATION AND DELIVERABLES Based upon our knowledge of the site conditions and interpretation of the ps )Ject requirements, we have estimated $3,850 as a budget amount for our work. Based on the exploratory nature of our work, we request compensation on a time-and-expense (i .e., unit rate) basis. An itemized breakdown of the budget is presented on Attachment A. We will not exceed the budget amount without justification and your prior written approval . Our deliverables for this project will be a written engineering report. Three (3) original report copies, signed and sealed by a State of Florida registered professional engineer , will be provided_ Other terms and conditions , related to the engagement of our services shall be in accordance with the terms of the Master Agreement for continuing Professional Services ixtween DE&T and Kimley- Horn and Associates, inc., dated February 10, 2003 . SCHEDULE We plan to initiate our study immediately upon receipt of your written autho nzabion to proceed and will mobilize to begin the field work within about one ( 1 ) week of your written notice to proceed. Dan ing unforeseen delays, we anticipate that the exploratory work will require about three (3 ) working days to complete. Following completion of the field work. , an additional two (2) weeks will be needed for our, laboratory testing, engineering evaluation, and report preparation. The overall time frorn receipt of your authorization to issue aur deliverables will tberefore be about 3 '/2 weeks.
