The Board.of County Commissioners of Indian River County,
.y Florida, met at the Courthouse, Vero Beach, Florida, in a'regular meeting'
held at 8:00 o'clock, A: M., Wednesday, February 20, 1963. Alt Dembers
were present. Also present were Ed Schmucker, County Engineer;.John
Gould, Attorney; end Al Webber and Freda Wright,' Deputy.Clerks.'
The Chairman read a telegram from Attorneys Frates,Fay
and Floyd with regard to an accident that occured on State Road 611 in
which John Wilson and Willie.Browe, an escapee from the State Prison,
were involved. The County Attorney stated that he had received one of
the same and had replied.
A letter was received from the State Road Department,
stating that a speed limit had been set on new U. S. 1, at 45 miles per
hour through Gifford and Wabasso and 65 miles per hour on the remainder.
A copy of the minutes of the Regional Council meeting was
received and filed with the Board. Commissioner Waddell reported that
a meeting of the Regional Council would be held in Vero Beach on Wednes-
day, March 13, 1963, and suggested that all the Commissioners attend.
The Chairman reported that there is a scheduled meeting of
the State Road Department and this Board for March 14, 1963, at Fort
Lauderdale, for the purpose of setting up the road program for the coming
year.
Motion was made by Commissioner Waddell, seconded by Commission
er Macdonald, and unanimously carried, that a Resolution be adopted
authorizing the County to turn over to the State Road Department all right
of way for A1A that has been obtained by purchase or otherwise.
The County Attorney stated that it would be necessary to
have a Resolution for additional money that will be necessary for the
condemnation of Oslo road that is now coming up.
Motion was made by Commissioner Waddell, seconded by
Commissioner McCullers and unanimously carried, that Resolution be
adopted for same.

The County Engineer requested authority to replace a
fence for Al Hearndon in exchange for Glendale road right of way.
Motion was made by Commissioner Macdonald, seconded by Commissioner
Waddell and unanimously carried, that the request be granted.
He also requested authority to pay C. B. Kepler $75.00
and move pumping station unit back from right of way in exchange for
Glendale road right of way. Motion was made by Commissioner Waddell,
seconded by Commissioner McCullers and unanimously carried, that this
agreement be approved.
Mr.' Harry Cole, Mr and Mrs. Macren and Attorney Vocelle,
representing the Macrens, appeared before the Board and expressed their
views as to the zoning problems that exist between the two parties.
After considerable discussion, the County Engineer and the County Zoning
Inspector were requested to investigate the problem for discussion at a
later date.

Ed Schmucker said he had a request from Joe Michael regarding.
dredging limits on bulkhead line.. After some discussion, Motion was made
by Cbmmissioner Macdonald, seconded by Commissioner Waddell and unanimott y
'carried, that a request be made to the State Road Department to make the
limit for dredging operation 300 feet from bulkhead line,. this to be
from the North County line.
Motion was made by Commissioner Macdonald, seconded by Com-
missioner Waddell and unanimously carried, that the County Engineer 1,s
authorized.to purchase a 10 foot boom at a cost of approximately $325.00.
The County Engineer reported that he had a verbal agreement
with Mr. 'Frank Zorc and Mr. Calvin to put in culverts on their property
for Bay street.
Motion was made by Commissioner Macdonald, seconded by'
Commissioner Haffield and unanimously carried, that Ernestine Park be
made a Notary Public.
At the suggestion of the County Engineer, Motion was made
by Commissioner Macdonald, seconded by_Commissioner Waddell and unani-
mously carried, that the right of way fees by the Attorneys be submitted
at the end of each quarter.
The County Engineer stated that he had a request from the
Government Committee for better regulations in the zoning ordinance for
junk yards. The County Engineer was requested to draw up an amendment
to the zoning regulations to be considered at the next meeting.
At. the request of the County Engineer, Motion was made by
Commissioner Waddell, seconded by Commissioner Macdonald and unanimously
carried, that the County Engineer is authorized to advertise to rent a
grader on a lease purchase agreement.
The Chairman read a.letter of resignation from the County
Attorney. After some discussion, Motion was made by Commissioner Wad-

dell, seconded by Commissioner Macdonald and unanimously carried, that
the resignation be accepted with regret.
Motion was made by Commissioner Waddell, seconded by
Commissioner McCullers and unanimously carried, that Mr. John Sutherland
'be retained as of April 1, provided this time is agreeable to Mr. Gould
and Mr. Sutherland.
Al Webber, Deputy Clerk, made a request from the Small
Claims Court to purchase 4 drawer filing cabinet. Commissioner Waddell
suggested that the Small Claims Judge get three quotations for same and
submit at the next meeting.
Motion was made by Commissioner Waddell, seconded by Commi-
sioner Macdonald and unanimously carried, that T. B. application of
Charles S. Hart be approved.
Motion was made by Commissioner Macdonald, seconded by
Commissioner McCullers and unanimously carried that the following Item
to Item transfer is approved.

Motion was made by Commissioner Macdonald, seconded by. Com
missioner Waddell and unanimously carried, that the County pay to Harold
G. and Hazel Barber the sum of $25.00 for right of way on Parcel 153`:1,
Roseland Road.
Motion was made by Cowwissioner Waddell, seconded by Commis-;
•Si0ner Haffield;and unanimously. carried, that the County Engineer be
authorized to attend Contractors Convention in Chicago beginning February;
and -that the Clerk be instructed. to draw a warrant for the cost of one
round trip airline ticket to Chicago, not to exceed $135.00'.

audited, were. examined and found correct, were approved and warrants
