VA f NON-EXCLUSIVE PROFESSIONAL ENGINEERING AGREEMENT 4 CONTINUING CONSULTING SERVICES ORIU � FOR WATER AND WASTEWATER TREATMENT PLANTS U , ') o WORK ORDER No . 1 Project Description and Understanding There are three existing lift stations that pump into lift station (LS) # 109 , causing it to have excessive runtimes . Minor modifications to the existing piping and the three lift stations along Indian River Blvd near 10"' Street will improve the hydraulics of the wastewater collection system related to LS # 109 . The force main from the three lift stations that pumps into LS # 109 is parallel to the force main leaving LS # 109 . In order to improve the operation of LS # 109 , the project will consist of construction of force main piping that will re-direct the flow from the three lift stations away from LS # 109 and replace the pumps in the three lift stations in order to compensate for the increase pressure on these lift stations . There are no proposed modifications to LS # 109 as part of this project. The Utility Staff will use this design to engage a contractor to perform this construction . Bidding or the execution of a contract to perform this work is not included in this project. ENGINEERING SCOPE OF SERVICES Task 1 — Design KHA will provide the following Scope of Services ; including production of drawings , technical specifications , permitting, certification, construction observations , and record drawing. The design of this project will include taps and force main piping necessary to route the flow away from LS 109 ; selection of new pumps for LS 108 , LS 114 , and LS 115 ; and electrical design and modifications to the existing lift station panels . The hydraulic design of the modifications to the three lift stations will be based on the Owner providing a static pressure of the receiving force main at the tie-in location. No hydraulic analysis down stream of the tie-in will be included in this design, including impacts to the other existing lift stations in this system. It is assumed that this modification to this system has been accounted for by the Owner in their Master Plan of this wastewater collection system. This design will include upgrading to power supply to 230 VAC , three phase power from 230 VAC single phase power at LS 115 , with a new power service from Fort Pierce Utilities ; if feasible . This will likely cause the panel to be replaced , as part of this design . These design modifications will re-route a significant amount wastewater flow away from LS 109 and increase the pressure capacities at LS 108 , LS , 114 , and LS 115 . The original design flow of these three lift stations will not be re-evaluated or changed as part of this design . The force main piping design will be based on a survey and utility locates . The survey will be provided by KHA and is included in this scope . The horizontal and vertical locations of the existing forcemains and other Utilities ,for this survey and design will be provided Indian River County Utilities Department along with Sunshine-One-Call . The site for this forcemain construction is at the northwest corner of Indian River Boulevard and approximately 200-ft of the right-of-way west on 10`h Street, and on record drawing provided by the Owner of the existing force mains in this vicinity . The survey will be used as a base drawing for the design and the record drawings for this construction . KRA will prepare technical specifications with sketches and drawings that integrate Owner' s standardized equipment components into the design of this project. Consultant will provide 3 copies of technical specifications , 3 sets of full size (2406) and 3 sets of half size ( 11x17) drawings for the Owner' s use . All plans and technical specifications will be provided to the Owner in electronic format (AutoCAD 2000 / MS Word, respectively) . The technical specifications will be based on the Owners current Utility Standards . H:AGeneralABarlow\Pmposals\IRCAKiinley-Hum 001 - LS Modifications Scope and Board Agenda.doc Task 2 — Permitting Consultant will prepare and submit a FDEP permit application 62-604 . 3000( 8 )(a) for the collection system modifications . The permit application fee of $500 will be paid by the Owner. Consultant will submit the permit application when the drawings and specifications are complete . Consultant will respond to one request for additional information (RFI' s) from FDEP. Task 3 —Construction Phase Services Consultant will provide construction phase services for this project, shop drawing review , construction observation, and start-up services . On-site construction observations provided will include two days of observations during the anticipated two weeks of significant construction activity . It is estimated that 10 hours of observation and start-up coordination will be required . It is anticipated that the duration of construction phase will be 8 weeks , described as follows : • Procure a Contractor (not included) • Shop drawings submittal 2 weeks • Order and receive materials 2 weeks • Construction and installation 2 weeks 0 Start-up and inspection 2 weeks o Duration of construction 8 weeks Shop drawing submittals will be reviewed for conformance with the technical specifications . Shop drawings will be submitted directly to Engineer. Consultant will review the submittal and return copies to the contractor and Indian River County Utilities . KHA will facilitate a pre-construction meeting at the Indian River County Administration Building . This meeting will include Construction observation will be provided by a field inspector. Total observation time will be approximately 8 hours . The field inspector will observe construction in order to determine if the project is being constructed in accordance with these technical specifications used in the contract documents . This will include witnessing installation of new equipment and testing. Work that Consultant believes does not comply with the contract documents will be brought to the attention of Indian River County Utilities and the contractor. Start-up of the new pumps will be facilitated by the pump manufacture ' s representative by the Contractor. Consultant will observe start-up of the new pumps once the installation id completed. A punch-list will be prepared for the items that need to be completed for final closeout of the project. Consultant will provide one site visit with the contractor to review the status of the completion of these punch-list items . A request for final release of the modifications will be submitted to FDEP, including certification application, record drawings , etc . Consultant will prepare record drawings of the forcemain using information provided by the contractor. These record drawings will be used for final clearance of the facility , and incorporation into the Owner' s GIS . A complete set of Mylar reproducible drawings , an electronic copy in AutoCAD format on a CD- ROM, and two sets of prints will be delivered to Indian River County Utilities upon completion of this project. SCHEDULE : H:AGeneralABarlowVProposalsVRCAKimley-Hom 001 - LS Modifications Scope and Board Agenda.doc The scope described above is anticipated to take approximately twelve weeks from notice to proceed , depending on duration of bidding or procurement (not included) , pernlitting, and actual construction . INFORMATION PROVIDED BY OWNER : The Owner shall provide the record drawings of both of the force mains on 10"' Avenue in the vicinity of Indian River Boulevard and hydraulic pressure of the 10-inch (receiving) force main at this location from historical data and projections of the system. WORK NOT INCLUDED IN THIS SCOPE OF SERVICES : The bidding or procurement of a contractor or the materials and labor necessary for this construction is not included in this scope of engineering services . Application of the Utility right-of-way construction permits and building permits are not included in this scope of services . FEES : Consultant will provide these Services as described herein on a lump sum basis for the following fee : Task Fee Design $ 119600 Permitting, Certification, and Record Drawings $ 29600 Construction Phase Services 430 Engineering Total $ 189300 The fees and services stated in this Agreement are valid until December 31 , 2004 . Consultant will provide these Services in accordance with our non-exclusive professional engineering agreement approved by the Board of County Commissioners on April 6t", 2004 between Indian River County and Kimley-Horn and Associates , Inc .
