Our File #0770 <br />March 19, 2008 <br />NON-EXCLUSSIVE PROFESSIONAL ENGINEERING AGREEMENT <br />CONTINUING CONSULTING SERVICES <br />EXHIBIT 1 <br />Project Description <br />Masteller & Moler, Inc. is pleased to provide you with this proposal for providing civil engineering <br />services related to improvements to be made to Indian River County's Reuse Water System. <br />The Scope of Services described herein has been developed based upon numerous meetings <br />held with County Utilities Department staff. At said meetings, Masteller & Moler, Inc. was <br />advised as to the immediate goals that County Utilities desires to achieve relative to its reuse <br />water system. These goals and improvements are consistent with Indian River County's Reuse <br />Water Master Plan. <br />As a result, we have developed the following scope of work to be implemented to expand and <br />improve the overall reuse water system: <br />• Scope of Services <br />DESIGN SERVICES <br />Task A - Pumping and Storage Svstems <br />1) We shall develop design and construction plans for reuse water storage and pumping <br />facilities on the North County Wastewater Treatment Plant site. The proposed reuse water <br />ground storage tank shall have a volume of 3.0 MG as recommended by the Reuse Master <br />Plan. The new pumping facilities shall be designed within a pre -fabricated structure to <br />allow for improving delivery of reuse water to the Johns Island West and Red Stick golf <br />courses as well as to allow (in the future) for delivery of reuse water to the barrier island <br />Orchid Island, Windsor and Johns Island communities. <br />We shall provide a soils investigation and structural engineering design services to support <br />the design of the above described facilities. We shall also provide for electrical engineering <br />design services to support the design for supply of electrical power to the above described <br />facilities. We shall include a written performance specification stating the construction and <br />operational requirements for a scada system consistent with County standards. <br />The estimated construction cost for completion of the Task A improvements is <br />$ 21330,000.00. <br />
