Piper's ability to manage operating costs and <br /> achieve tax certainty will enable the Company to direct resources to research and <br /> development, production and other investments that impact competitiveness . <br /> Business incentives will play a major role in assisting the Company in managing <br /> costs and reaching its business objectives for expanding its existing product base <br /> and the development and production of the PiperJet. <br /> B. What other cities , states, or countries are being considered for this project? <br /> Oklahoma City, OK and Albuquerque , NM . <br /> C. What advantages or incentives offered by these locations do you consider <br /> important in your decision? <br /> Incentives <br /> The Company is actively engaged in serious negotiations with state and local <br /> officials in other locations . We have received revised offers of benefits from New <br /> Mexico and Oklahoma . Each jurisdiction is able to direct substantial resources to <br /> recruit a Project of this scope and economic impact. <br /> Incentives proposed include : contributed land ; subsidized facility development <br /> and below-market lease rates , low-cost financing ; significant grants for job <br /> creation and capital investment; workforce recruitment assistance and significant <br /> training grants ; infrastructure grants ; property tax abatements and exemptions ; <br /> direct equity investments and substantial utility rate discounts . Revised offers <br /> have included additional grant funding for research and development, as well as <br /> offers of free or highly subsidized temporary space to facilitate a transition from <br /> Vero Beach . <br /> Page 6 of 15 <br />
