The incentives we consider most compelling are : <br /> • Offers of free land and facility — These benefits would provide a new , <br /> state-of-the-art facility , which would enhance competitiveness and reduce <br /> operating cost. <br /> • Cash grants for job creation in excess of $25 million and climbing . <br /> • Potential equity investment and/or 0% financing to assist in R& D <br /> investment. <br /> • Assistance with relocation costs for equipment and people . <br /> • Substantial training grants and payment of 50 % of production employees ' <br /> wages during the first 6 months of employment, up to 1 , 040 hours . <br /> Other Advantages <br /> The other locations under consideration pose several advantages for the Company: <br /> • Larger base of production/manufacturing workers and engineers from <br /> which to recruit. <br /> • Greater number of colleges and universities with aviation-related <br /> programs , from vocational-level and community college , through master's <br /> and Ph . D. <br /> • No threat of hurricanes or other destructive storms . <br /> • Potential to save more than $2 million in property insurance annually. <br /> • Closer proximity to commercial airports . <br /> • Lower utility costs (rates more than 50% lower). <br /> D . Indicate any additional internal or external competitive issues impacting this <br /> project's location decision? <br /> Piper's plan to develop the PiperJet is the catalyst for a critical look at the <br /> Company's facility needs and the best location for growth in the long term . As <br /> described in this application , we are evaluating several locations which are <br /> suitable for their weather, airport facilities and business climates and are <br /> conducting further due diligence on facility development costs and labor cost and <br /> quality . We have found that competing locations are far more competitive than <br /> Florida in terms of utility costs , real estate costs , business incentives , property <br /> insurance , and weather patterns. <br /> A. Provide a brief synopsis of the special impacts the project is expected to <br /> stimulate in the community, the state, and the regional economy. Include the <br /> impact on indicators such as unemployment rate, poverty rate , and per capita income . <br /> Recently , the Indian River County Chamber of Commerce commissioned an <br /> updated economic impact study by the Washington Economic Group, which <br /> estimates Piper's annual economic impact on the Indian River County region at <br /> $518 million per year.
