ATTACHMENT 1 <br /> INDIAN RIVER COUNTY DEPARTMENT OF UTILITY SERVICES <br /> NORTH AND SOUTH WATER TREATMENT FACILITIES <br /> OFF -SITE WELL INSTALLATIONS <br /> SCOPE OF SERVICES <br /> I. PROJECT DESCRIPTION <br /> The objective of this project is to install three new off-site raw water supply wells for the North <br /> Water Treatment Facility (WTF) and one new off-site raw water supply well for the South Water <br /> Treatment Facility (WTF) . The basis of design for these new wells will be similar to existing wells at <br /> each plant. The South WTF supply well S7 was authorized under the existing consumptive use <br /> permit (CUP) . However, to add the three new supply wells at the North WTF , the existing CUP will <br /> require modification . PBS&J will provide services to modify the CUP to include the three new <br /> supply wells and associated additional withdrawal quantities, and the hydrogeological, design and <br /> construction phase services required for the construction of the four new supply wells as indicated <br /> herein . <br /> II. SCOPE OF SERVICES <br /> The specific services and tasks to be provided by PBS&J are described as follows : <br /> Task 1 — Consumptive Use Permit Modification Application <br /> Task 1 . 1 - File Review <br /> In this task, PBS &J will obtain and review a copy of the most recent application to renew the CUP <br /> ( 1998 -2001 ) , associated correspondence , and SJRWMD staff review comments to identify criteria <br /> utilized by SJRWMD to evaluate impacts from groundwater withdrawals and obtain a copy of the <br /> electronic input files and description of the groundwater flow model that was used to identify impacts <br /> for the CUP renewal . <br /> Task 1 .2 - Attend Pre-application Meetings with SJRWMD and County <br /> The task covers attendance at two meetings . The first meeting will be conducted between the County <br /> and PBS &J . The second meeting will include SJRWMD staff. The objective of the second meeting <br /> will be to present preliminary results on the withdrawal impact analysis identified below in Task 1 . 3 <br /> and ascertain SJRWMD ' s specific technical requirements for the application , including their <br /> requirements for hydrogeologic data, analyses , and estimates of hydrogeologic impacts . <br /> Task 1 .3 — Withdrawal Impact Analysis <br /> The previously constructed Indian River County groundwater flow model will be used as is , but <br /> updated by adding the three new supply wells at the North Wellfield in order to evaluate the impacts <br /> from their additional withdrawal quantities . As needed, the updated model will also be used to <br /> develop recommended withdrawal quantities and locations for the three new supply wells for <br /> minimizing impacts . Historical data collected in past years by the County will be reviewed by <br /> PBS &J to revise or concur with previous water demand projection data input for the model .
