1 Nt <br /> PERMITTEE: Indian River County Utilities PERMIT NUMBER: FL0041637 <br /> 1840 25th Street EXPIRATION DATE: July 22, 2004 <br /> Vero Beach, FL 32960 IRCUD/West Regional WWTF <br /> REUSE : <br /> Land Application : An existing 2. 0 MGD AADF, hereby increased to 4 . 0 MGD AADF, permitted capacity slow. <br /> rate system (8001 ) consisting of a man-made wetland treatmenttreuse system comprising 169± acres ( 135± total <br /> wetted acres) and consisting of an influent deep settling pond, with overland flow through 9 deep marsh cells and 3 <br /> shallow marsh cells to a final storage outfall cell. The detention time through this man-made wetland <br /> is <br /> approximately 41 days. The IRCUD/South Regional WWTF is also authorized to discharge up to 2. 0 MGD AADF <br /> into this created wetlands system via connection to the intermediate storage tank. Maximum use of <br />the <br /> IRCUD/South Regional WWTF on-site percolation ponds (0 .450 MGD AADF) and adjacent Country Club Golf <br /> Course (0 .250 MGD AADF) shall occur prior to diversion of any water to the man-made wetlands treatment system, <br /> except as necessary to maintain vegetative hydration. Land application system R001 is located approximately at <br /> latitude 27° 36' 48 " N, longitude 80° 30' 30 " W. <br /> Land Application : " An existing 4.7 MGD AADF permitted capacity slow-rate public access reuse system (8002) <br /> consisting of irrigation at the plant site and connection to the county-wide reclaimed water main for irrigation at <br /> numerous golf courses, and other green areas, as listed in Section IV. of this permit, and wet weather storage at the <br /> .Bent Pine RIB's (approximately 14 million gallons) or the above man-made wetlands. These disposal sites are <br /> located in the southern, central and northern portions of Indian River County as shown on the attached map. The <br /> IRCUD/South Regional WWTF, Central Regional WWTF and North Regional WWTF are also connected to the <br /> county-wide reclaimed water main as shown the attached map. <br /> Reuse system R002 includes the Vista Plantation Golf Course where reclaimed water is stored in existing stormwater <br /> retention ponds located on the golf course. These stormwater retention ponds intermittently discharge to adjacent <br /> drainage features, which ultimately discharge to the Main Canal and thence to the Indian River Lagoon at Vero <br /> Beach. Discharge of reclaimed water to these golf Bourse ponds shall be in accordance with the specific condition <br /> contained in Part IV. 18 , of this permit. <br /> Land Application: An existing 0. 100 MGD AADF permitted disposal capacity rapid-rate restricted public access <br /> infiltration basin system (8003) consisting of three (3 ) on-site percolation ponds with a total wetted area of 5 . 6+ <br /> acres. Land application system R003 is located approximately at latitude 27° 36' 47 " N, longitude 80° 30' 28 " W. <br /> Other Permits: The original construction permit for the man-made wetlands treatment/discharge permit DC31 = <br /> 237294 was issued November 23 , 1994 and expired August 10, 1996 . The old EPA permit FL0041637, issued <br /> November 1 , 1989 and expired October 31 , 1994, was a "No Discharge" permit applicable only to the existing <br /> percolation ponds. Existing State operating permit D031 =222498 was issued May 14, 1993, with an expiration date <br /> of May 8, 1998, which was administratively continued. That permit and the conditions contained therein or attached <br /> thereto will be null and void and replaced by this permit (FL0041637-001 ), upon issuance. <br /> IN ACCORDANCE WITH: The limitations, monitoring requirements and other conditions set forth in Pages 1 <br /> through 1 of this permit. <br /> 2 D.E.P. - ORLANDO <br /> EXHIBIT NO, 2 <br />
