Attachment 1 <br /> Indian River County Public Work Department <br /> W . O . # 6 Surge Protection Project For the Rockridge <br /> Subdivision <br /> Scope of Services <br /> I . Background <br /> During recent hurricanes, water level in the Indian River Lagoon (Lagoon) rose <br /> significantly, causing most of the 413 -homes in the Rockridge subdivision to be flooded . <br /> The water potentially entered the subdivision from upstream property, sheet flow over <br /> Indian River Boulevard, and from two interior canals that connect the subdivision with <br /> the Lagoon . The flood combined with a power outage and caused significant Jamage to <br /> the homes . Indian River County Public Works Department (IRCPWD) would like PBS &J <br /> to evaluate different alternatives that were developed by the County to provide protection <br /> to the Rockridge subdivision from flooding from future tidal surges . Also, I CPWD <br /> would like PBS&J to complete the required FEMA HMGP/FMA -001 application for <br /> possible FEMA funding . <br /> II . Scope of Services <br /> The following tasks are anticipated in preparing a report outlining alternatives to provide <br /> protection to the Rockridge subdivision from future flooding from Lagoon surges : <br /> 1 . Collect maps and other project related data if necessary. (The County has aerial <br /> photography with topographic information superimposed thereon .) <br /> 2 . Evaluate the following alternatives : <br /> a. The first alternative has several parts : ( 1 ) Attempt to prevent stom surge from <br /> entering the two canals ( 16th Street Canal and 14th Street Canal) that connect <br /> the subdivision with the Lagoon by constructing tilting weir gates x other <br /> appropriate structures in the two canals . Small boat navigation mut be <br /> maintained in the 14th Street Canal . Manatee protection must be considered in <br /> both canals ; (2) Attempt to prevent the sheet flow of Lagoon surge water from <br /> flowing over Indian River Boulevard and entering the Subdivision and (3 ) <br /> Install pumps to pump watershed drainage around the canal structures . <br /> b . Raise each home in the subdivision to an elevation above the 100- ear flood <br /> elevation . <br /> c . Neighborhood buyout option .
