Attachment 1 <br /> Indian River County Public Work Department <br /> W . O . # 6 Surge Protection Project For the Rockri ge <br /> Subdivision <br /> d . No action alternative . The Rockridge subdivision will most likely experience <br /> flooding problems again from storm surge from the Indian River Lagoon . <br /> e . Other options as PBS &J recommends . <br /> 3 . Prepare a preliminary opinion of the estimated cost of construction for each <br /> alternative . <br /> 4 . Prepare a summary of the advantages and disadvantages of each alternative . <br /> 5 . Prepare a preliminary Benefit-Cost Analysis (BCA) for the selected alterr ative based <br /> on full data BCA modules . <br /> 6 . Prepare a draft letter report or technical memorandum of the findings oft is <br /> investigation ; submit to the County for review . Due to the time constraint no meeting <br /> will be required to review County comments . The County will consolidate all <br /> comments and provide them to PBS &J . PBS &J will incorporate the County <br /> comments into a final report or technical memorandum . The Report is ant cipated to <br /> be no more than 5 pages . <br /> 7 . Prepare a draft FEMA HMGP/FMA-001 application for possible funding <br /> III . Assumptions <br /> 1 . Project schedule is based on a one ( 1 ) week County review of the draft submittal . <br /> 2 . Where possible, information is to be obtained by telephone, e-mail , and internet <br /> access . Project site photos will be taken by County personnel . In order to complete a <br /> useful and accurate report and application, PBS &J will make site visits as necessary . <br /> The County does not reimburse consultants located outside the County fol travel time <br /> or related expenses . <br /> 3 . All costs will be based on 2005 dollars . <br /> 4 . The County will provide cost for home replacement . The Cost per homer placement <br /> will be based on the County ' s reasonable estimate of the value of a representative <br /> home within the subdivision . <br /> 5 . The initial feasibility of the tilting gate, sheet flow prevention, and pumpir g option <br /> will be evaluated based solely on topography, SJRWMD gauging data, an drainage <br /> basin details provided by the County or SJRWMD .
