ATTACHMENT 1 to WORK ORDER NO. 2 -RR <br />PROFESSIONAL ENGINEERING SERVICES for the <br />ROCKRIDGE SUBDIVISION SURGE PROTECTION PROJECT <br />INTRODUCTION AND GENERAL OVERVIEW OF THE SURGE <br />PROTECTION PROJECT <br />Indian River County ("COUNTY") and Malcolm Pirnie, Inc. ("CONSULTANT") have <br />entered into a Master Agreement through which the CONSULTANT via individual Work <br />Orders, will prepare a preliminary design report, final design, estimate of probable <br />construction costs, necessary construction drawings and specifications, permitting <br />documents, and assist with bidding services and construction services for <br />implementation of the stormwater system improvements for the Rockridge Subdivision <br />Surge Protection Project. Through the Work Orders, the CONSULTANT will also assist <br />the COUNTY in coordinating with FEMA regarding an anticipated Hazardous Mitigation <br />Grant Program (HMGP) award and with the Florida Department of Community Affairs <br />(DCA) regarding an existing Community Development Block Grant (CDBG). The <br />CONSULTANT will also participate in at least one public meeting for the Project. <br />The purpose of the Surge Protection Project is to protect the Rockridge Subdivision <br />from hurricane storm surges from the Indian River Lagoon. Facilities may include sluice <br />gates and/or flap gates on at least nine different existing storm drainage structures <br />(headwalls), an inflatable/tilting weir arrangement at the canal adjacent to 14th Street, <br />and a pump station arrangement with influent screens as needed at the canals adjacent <br />to 16th Street. The single pump station location (at 16th Street on the former post office <br />property and/or Indian River Boulevard right-of-way) assumes that the current <br />configuration of the canals can be modified to develop a single continuous canal west of <br />thel6th Street location. The current canal configuration includes a berm that will be <br />considered for open cutting or culvert installation to join the two separate canals and <br />thereby provide for uniform water flow. The COUNTY will be responsible for the <br />coordination of activities to accomplish this "canal joining" work as a separate and <br />distinct activity. It is intended that the pump station influent screens and flow channel <br />be designed so that the influent screens will be operated continuously to remove trash <br />and debris from the canal water before the water discharges into the Indian River <br />Lagoon. The project also includes the installation of "Jersey" curb (or other appropriate <br />design) along Indian River Boulevard to prevent floodwaters from crossing west across <br />the highway below elevation 6.5 NGVD. Work will also include coordination with the <br />City of Vero Beach and the Florida Department of Transportation. The project limits <br />along Indian River Boulevard are just south of 12th Street to approximately 20th Street. <br />Work Order No. 2 -RR is for a Kickoff Meeting and preparation of a Preliminary <br />Engineering Report that will confirm the above features or recommend viable <br />alternatives that qualify for the above noted funding sources.
