13 . POSTING OF AWARD TABULATIONS <br /> Recommended awards will be posted for review by interested parties , at the Procurement Division , <br /> prior to submission through the appropriate approval process , and will remain posted for a period of <br /> five (5 ) calendar days . Bidders desiring a copy of the bid tabulation of the Invitation for Bid may <br /> request same be enclosing a self-addressed , stamped envelope with their bid . <br /> 14. ADDENDUM <br /> No interpretation or changes to the meaning of the Sealed Bid will be made to any Bidder, except by <br /> written addendum . <br /> All questions regarding this bid should be submitted in writing and must be received no later than ten <br /> (10) calendar days prior to the closing date for bid submittal, addressed to: <br /> Procurement Official <br /> County Procurement Division <br /> All questions will be answered via addenda in a questions and answer format. <br /> 15 . ACCEPTANCE/REJECTION <br /> The County reserves the right to accept or to reject any or all bids and make the award to the bidder, <br /> who in the opinion of the County will be in the best interest of and/or the most advantageous to the <br /> County. The County also reserves the right to reject the bid of any vendor who has previously failed <br /> in the proper performance of an award or to deliver on time contracts of a similar nature or who is <br /> not in a position to perform properly under this award . The County reserves the right to inspect all <br /> facilities of bidders in order to make a determination as to the foregoing . The County reserves the <br /> right to waive any irregularities and technicalities and may, at its discretion , request a re-bid . <br /> 16 . SELECTION OF BIDDER WITH WHOM TO CONTRACT <br /> Selection will be based on the lowest responsible and responsive bidder. The ability to meet the <br /> City's construction schedule requirements will be a factor in determining responsiveness , along with <br /> the ability to meet all other requirements in the Invitation to Bid .
