Austin. <br /> Please consider this as a request for an amendment for the above referenced Grant contract <br /> between the Florida Department of Community Affairs and Indian River County (Amendment <br /> #3) . The amendment is for a six (6) month time extension to more accurately reflect the pace of <br /> the county - s four approved projects . Those projects are : <br /> • Fire Station 44 (Oslo Road) <br /> • Wabasso Water Phase I <br /> ■ Wabasso Water Phase 11 <br /> • Rockridge Sewer <br /> The County is approximately ninety- five (95 %) complete with both the Oslo fire station <br /> replacement project and Phase I of the West Wabasso water system extension project. The <br /> Rockridge Sewer project, however, has been delayed due to circumstances beyond the County' s <br /> control, and Phase II of the Wabasso 1k ater project was only recently added to the CDBG DRI <br /> contract as a new activity . <br /> The Rockridge Sewer project is funded jointly by the Community Development Block Grant <br /> (CDBG) Disaster Recovery Initiative (DRI) program and the FEMA Hazard Mitigation Grant <br /> Program (IIMGP) The major reason for the Rockridge Sewer system delay has been the <br /> HMGP . As of this time, the County has been unsuccessful in obtaining permission from the ate <br /> Division of Emergeney Management (DEM) and FEMA to begin carrying out both the design <br /> phase and the construction phase of the Rockridge Sewer project In fact, the County, recent <br /> requested assistance from the CDBG management group to help expedite approval of prel*ct d <br /> by the HMGP management team . <br /> At this time, the County is moving forward with the project while simultaneously seeking AEA ' <br /> assistance in resolving the HMGP issues . To that end, the Rockridge Sewer project has ben bi� <br /> a contractor has been selected, and the County is ready to begin construction of the projeZ In <br /> addition, the County recently received DCA ' s approval to purchase a vacuum central sewer <br /> system for the Rockridge project from a sole source vender. A purchase order has now been <br /> issued for the equipment. <br />
