EXHIBIT 1 <br /> ATTACHMENT I <br /> INDIAN RIVER UTILITIES DEPARTMENT <br /> NORTH COUNTY BRINE DISPOSAL <br /> SCOPE OF SERVICES <br /> This work order provides for monitoring services as shown by the Industrial Waste Facility Permit <br /> (Permit Number 31 -FLO l 66511 ) issued for the Spoonbill Marsh and as needed to maintain the <br /> Spoonbill Marsh site . The work described by the tasks below is being implemented at this time to <br /> provide professional environmental services by Ecotech Consultants, Inc . The additional work to <br /> be performed as part of this work order will generally include collection of water samples, vegetation <br /> surveys , and operational assistance relating to the Spoonbill Marsh project . <br /> A description of the scope of services is provided below : <br /> Task 1 . Water Quality Monitoring <br /> Ecotech Consultants, Inc . (hereafter referred to as ETC) will collect water quality samples from the <br /> five sample stations as defined by the Industrial Waste Facility Permit (Permit Number 31 - <br /> FLO166511 ) . ETC will collect flow data at the flow monitoring stations WIM-01 and WIM-02 as <br /> defined by the Industrial Waste Facility Permit (Permit Number 31 -FL0166511 ) . ETC will deliver <br /> the samples to the County for delivery to the Harbor Branch laboratory . <br /> ETC will collect the Whole Effluent Toxicity sample as defined by the Industrial Waste Facility <br /> Permit (Permit Number 31 -FL0166511 ) . ETC will collect an additional Whole Effluent Toxicity <br /> sample from the Indian River Lagoon for the first year of operation. The Whole Effluent Toxicity <br /> samples will be delivered to the County for transport to the laboratory . <br /> The County will contract directly with the laboratory . The laboratory will provide all sample <br /> containers and all preservatives necessary for collection of the water quality samples as defined by <br /> the Industrial Waste Facility Permit (Permit Number 31 -FL0166511 ) . The County will provide the <br /> automatic samplers for collection of water samples , and will provide the level recorders and flow <br /> meters for each discharge point as per the Industrial Waste Facility Permit (Permit Number 31 - <br /> FLO 166511 ) . <br /> The deliverables for this task will be collection of the water quality samples as described above for <br /> Task 1 and the delivery of these samples to the County for transport to the laboratory . <br /> Page 1 of 6 <br />
