Trent, Civil Defense Director, requested the Board's <br />"""'approval of having a Civil Defense Engineer investigate the possibility <br />of developing the upper story of their present building as an emergency <br />operating center. On Motion by Commissioner McCullers, seconded by <br />Commissioner Macdonald, and unanimously carried, the request was approved. <br />The Administrator presented a request from the Board of Directors <br />of the Indian River County Farm Bureau that a boat ramp be constructed at <br />the Orchid Isle Park site. On Motion by Commissioner Macdonald, <br />seconded by Commissioner Waddell, and unanimously carried, the request <br />was granted. <br />The Administrator presented a.petition signed by residents of <br />Vero Lake Estates Subdivision requesting that a street light be installed <br />at the intersection of SR 510 and the entrance to Vero Lake Estates. <br />Mr. Jennings noted that this request does not meet the criteria set by <br />this Board. ( A street light shall be installed for an intersection if <br />both intersecting roads are paved, neither road shall be less than 111 miles <br />in length, and at least one road shall be a State Primary or Secondary Road <br />or of equal classification) The Board requested that the Administrator <br />inform the residents that it does not meet our criteria and suggest to them <br />that they can make arrangements with the power company. <br />Mr. Jennings reported of a tentative agreement with Mr. Charles Palmer <br />for a right-of-way, 20' x 1056' on the west side of 43rd Avenue, in exchange <br />for up to four fifteen" inch,culverts for access to his property which is <br />not yet developed, installation to be at later date and at exact location <br />to be specified by the owner. There is also a well and pump house on this <br />right-of-way. Commissioner Waddell objected to having a requirement that <br />may take years to fulfill and felt there should be a time limit set. After <br />further discussion, Commissioner Macdonald moved that Mr. Palmer be offered <br />$300.00 or the four culverts; the County will move the well and pump house <br />off the county right-of-way; and that the County will agree,in writing, to <br />install the culverts in thg:road right._of way, at his request.
