3 . 8 . 5 State Emergency Management Plan <br /> The State of Florida CEMP establishes the framework of a coordination system <br /> to ensure that the state of Florida will be prepared to respond to the occurrence of <br /> emergencies and disasters . The plan describes roles and responsibilities of State agencies , <br /> special districts , local governments , and voluntary organizations . The CEMP unites the <br /> efforts of these groups for a comprehensive approach . The plan is divided into three <br /> sections . <br /> The Basic Plan : Outlines how the state will assist counties in <br /> response , recovery , and mitigation of disasters ; <br /> details responsibility at various levels of <br /> government ; describes method of operations and <br /> financial management policies ; ensures continuity <br /> of government ; and addresses recov ry issues . <br /> Specific Response/ Recovery Actions : These actions are unique to a specifi hazard and <br /> take the place of the Basic Plan and Response <br /> Functions sections . <br /> Response Functional Annexes : Present the State' s strategies for disaster response <br /> by outlining ESFs . ESFs are structured from the <br /> Federal Response Plan . <br /> 3 .9 STRENGTHENING THE ROLE OF THE LOCAL GOVERNMENT <br /> As has been described in the text , local governments in Indian River County <br /> have taken steps to strengthen themselves both in terms of capital facility improvements <br /> and ordinances , regulations , and programs . Becoming more disaster- resistant is not limited <br /> just to hardening of structures . There are a number of activities that the County and <br /> municipalities can undertake to strengthen the role of local governments and to lessen the <br /> impacts resulting from emergency events that do not require expending money on capital <br /> projects . Plans can be modified , laws and regulations can be amended , infor ational <br /> materials can be published and distributed , and professional training can be a igmented . <br /> Ideas were generated from a variety of sources : interviews with local jurisdictions , and <br /> information generated from LMS datasheets , the LMS Steering Committee , arid discussions <br /> with local governments . The suggestions resulting from the various discussions with local <br /> government include <br /> 1 ) Projects on the LMS PPL should be incorporated into local government <br /> capital improvement elements (CIEs ) located in the compreherlsive plans , at <br /> the time the CIEs are reviewed on an annual basis in accordance with <br /> Section 163 . 3177 (3 ) (a ) , F . S . <br /> 2 ) As permitted under Section 163 . 3177 ( 7 ) ( h ) & ( I ) , F . S . , local governments <br /> could incorporate optional comprehensive plan element for public safety , or <br /> a hazard mitigation/post-disaster redevelopment plan ; <br /> 3 ) Integrating the LMS into the Indian River County CEMP . <br /> 3-26 <br />
