I NNW <br /> 4 ) Making all communities CRS eligible ( Fellsmere and Orchid are in the NFIP <br /> program , but not in the CRS program ) ; <br /> 5 ) Assessing existing CRS programs to determine ways to strengthen and <br /> improve the local jurisdiction ' s CRS rating ; <br /> 6 ) Requesting technical assistance from the Treasure Coast Regional Planning <br /> Council to augment CRS ; <br /> 7 ) Designing and implementing a hazard mitigation retrofit program ; <br /> 8 ) Monitoring the outcome of the Florida Building Commission . Beprepared to <br /> evaluate the existing building code , identify deficiencies , and recommend <br /> desired changes to strengthen the existing building code ; <br /> 9 ) The designing and bidding of all public building construction , whether it be <br /> new construction or renovation of older public structures , should incorporate <br /> hazard mitigation building practices , whenever financially feasi le ; <br /> 10 ) Requiring all mobile home parks to retrofit a community space engineered to <br /> withstand Category 3 hurricane windloads and an F2 tornado . An adequate <br /> warning system needs to be incorporated into the retrofit. Such a structure <br /> would then provide the mobile home park residents a "safe haven refuge" <br /> should such an event occur. Once constructed , the mobile home park <br /> administration should conduct mock drills to familiarize the residents with the <br /> procedure they need to follow should the occasion arise that they would <br /> need to evacuate to the " safe haven refuge . " <br /> 11 ) Implementing a "safe room" requirement in the local building codes that <br /> addresses , not only new construction , but renovation as well ; <br /> 12 ) All jurisdictions should prepare and adopt post-disaster redeve opment <br /> plans . <br /> 13 ) Getting year-round coverage in the local media to get the message out to <br /> people , not only that it is important to be prepared , but also to sell the idea <br /> the hazard mitigation saves dollars in the end . <br /> 14 ) Working with the private sector to develop procedures that ensure <br /> coordination and mutual support between the County and business <br /> community , before , during , and after a disaster event . <br /> 15 ) Helping the private sector prepare a " business contingency handbook" and <br /> provide support in holding training workshop for local business owners . <br /> 3 . 10 PRIVATE SECTOR BACKGROUND AND ANALYSIS <br /> During events such as hurricanes , there can be massive disruption of the local <br /> economy. However, due to the lack of frequency over the past 20 years , even with <br /> Hurricane Andrew in 1992 , people have become somewhat complacent about such events . <br /> This also is reflected in the business community .
